Inyo Supervisors mull marijuana regulationsSierra WaveState licensing appears to treat marijuana like any other consumable. The California Department of Food and Agriculture will issue state licenses to growers. The Bureau of Consumer Affairs will issue licenses for distribution, transport and testing labs.
