Even more than a decade after the first adult-use markets launched, access to financial services remains one of the industry’s biggest operational challenges. Because cannabis remains federally illegal, many traditional financial institutions remain hesitant to serve licensed operators despite state legalization.

For many licensed operators, credit unions have become one of the few viable banking options. Unlike many national banks, some credit unions have developed compliant programs designed specifically for state-licensed cannabis businesses. One credit union that has built a dedicated cannabis banking program is Pima Federal Credit Union, serving licensed cannabis businesses across seven state markets.

Building a Banking Program for the Cannabis Industry

Pima Federal launched its cannabis banking program in 2020, at a time when reliable financial services for licensed operators remained limited.

“This was not a trend-chasing decision,” explains Frank Smith, Senior Director of Cannabis Sales. “It was a deliberate, mission-aligned response to a broken system. Pima Federal recognized this wasn’t just a business inconvenience—it was a public safety and financial integrity issue.”

Running a cash-heavy business creates challenges that extend well beyond depositing money. Payroll, vendor payments, tax obligations and security all become more complicated when traditional banking isn’t available. Pima addresses those challenges through services that include ACH and wire transfers, fraud protection, armored cash transportation and online banking designed specifically for licensed cannabis operators.

For cannabis businesses in the Arizona industry, in particular, Pima also offers commercial real estate loan options.

More Than a Place to Deposit Cash

Cannabis businesses often need far more than a place to deposit cash. They need secure cash transportation, electronic payment capabilities, fraud protection and banking partners that understand the industry’s regulatory requirements. According to Pima, its cannabis banking program was built around those day-to-day operational needs.

Rather than treating cannabis banking as an experiment, Pima built its program around transaction monitoring, automated compliance reporting, structured approvals and third-party verification through Green Check Verified. According to Smith, the goal was to create a transparent, repeatable model that meets the expectations of both regulators and cannabis operators.

“The industry needed a ‘do it right’ model,” Smith says. “If cannabis banking is going to exist anyway, it should be done by institutions willing to do it transparently, rigorously and responsibly.”

Although Pima Federal’s cannabis banking program is relatively new, the credit union itself has served members for more than 70 years and has long embraced a member-first approach.

“Founded in 1951 by sixteen teachers with just $84 and a shared purpose to help others, our credit union has always been rooted in people-first values, and that hasn’t changed,” Smith reflects. “Today, we continue to serve our members with a commitment to being smart, simple, personal.”

Pima’s cannabis banking team has more than a decade of experience working with cannabis businesses and tailors its services to the industry’s unique operational and compliance challenges. Rather than offering limited deposit-only accounts, the credit union says it focuses on providing a broader suite of financial tools designed to support long-term business growth.

“Our team takes a thoughtful, relationship-driven approach to banking,” Smith states. “Rather than offering one-size-fits-all products, we focus on understanding each member’s unique financial goals and delivering solutions that truly support their success.”

Looking Forward

Especially with a partial federal rescheduling on the horizon and hopefully some level of banking reform for licensed and legally operating cannabis businesses, Pima Federal Credit Union’s services come at a very opportune time.

“At our core, we’re driven by a simple purpose: helping people improve their financial well-being. As a member-owned credit union, we’re committed to strengthening both the financial health of our members and the communities we serve, while safeguarding the trust placed in us.

Our approach is guided by values that shape every interaction—service excellence, integrity, teamwork, engagement and community involvement. These principles influence not only how we serve our members, but how we design our products and experiences. Pima Federal reduces operational burden, not just compliance burden. Cash is managed, not just accepted.”

Federal cannabis banking reform remains uncertain, leaving licensed operators to navigate a patchwork of financial options. Until broader legislative changes arrive, credit unions like Pima Federal continue to fill a critical gap by providing compliant banking services that allow cannabis businesses to operate more safely, efficiently and with greater financial stability.

The post Why Cannabis Banking Still Isn’t Easy—and How One Credit Union Is Filling the Gap appeared first on Cannabis Now.

Read More: Why Cannabis Banking Still Isn’t Easy—and How One Credit Union Is Filling the Gap

A cannabis retailer can generate millions in annual revenue and still struggle to perform one of the most basic functions of running a business: opening a bank account.
