{"id":86172,"date":"2026-06-16T08:28:22","date_gmt":"2026-06-16T16:28:22","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2026\/06\/16\/bipartisan-north-carolina-lawmakers-say-psychedelic-research-bill-can-help-military-veterans\/"},"modified":"2026-06-17T19:46:47","modified_gmt":"2026-06-18T03:46:47","slug":"bipartisan-north-carolina-lawmakers-say-psychedelic-research-bill-can-help-military-veterans","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2026\/06\/16\/bipartisan-north-carolina-lawmakers-say-psychedelic-research-bill-can-help-military-veterans\/","title":{"rendered":"Bipartisan North Carolina Lawmakers Say Psychedelic Research Bill Can Help Military Veterans"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2026\/06\/MM_Bill_Tracker_V5_blank-11.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>Bipartisan North Carolina lawmakers are stepping up the push for psychedelics reform legislation by asking colleagues to pass it as part of the budget.<\/p>\n<p>Several members of the Senate and House of Representatives spoke at a press conference on Tuesday in support of a bill to fund research on the therapeutic value of substances like psilocybin, ibogaine and MDMA in treating military veterans, first responders, frontline healthcare personnel and survivors of domestic violence or sexual assault.<\/p>\n<p>\u201cThis bill makes a real investment in mental health innovation, research and access to the people of our state,\u201d Sen. Robert Brinson (R), lead sponsor of the Healing through Evidence-based Access to Lifesaving Care (HEAL) Act, said, noting that \u201cmomentum is building\u201d for psychedelics reform at the federal and state levels.<\/p>\n<p>Rep. Allen Chesser (R) cited statistics about the large number of military veterans who die from suicide, saying that \u201cif we keep doing what we\u2019ve done, we\u2019re going to keep losing the veterans that we\u2019ve sworn to protect.\u201d<\/p>\n<p>\u201cThis is not a radical liberal idea, and it does not belong to one party or the other,\u201d he said of psychedelics reform. \u201cWe stand here, representatives from both sides of the aisle, from both chambers, working together, because good policy crosses borders.\u201d<\/p>\n<p>\u201cWe\u2019re here today because there is a new option\u2026 They\u2019ve had phenomenal results,\u201d Chesser said of psychedelics. \u201cThese aren\u2019t fringe ideas. They are on the path to becoming approved medicines.\u201d<\/p>\n<p>Sen. Sophia Chitlik (D) said that \u201cstudy after study\u2026have shown that psychedelics can yield durable, measurable results for treating trauma and depression.\u201d<\/p>\n<p>\u201cVeterans give everything to defend our country, and some of the most severe wounds that they come back with are invisible to most of us, but they are not invisible to their loved ones,\u201d she said. \u201cToday I\u2019m proud to say that these wounds are no longer invisible to their legislators.\u201d<\/p>\n<p>Chitlik and other lawmakers filed a separate bill last year to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-north-carolina-senators-file-bill-to-create-psychedelic-medicine-task-force\/\" target=\"_blank\" rel=\"nofollow noopener\">authorize the creation of a new state psychedelics task force<\/a> to study and issue recommendations on providing access to the alternative therapies to address serious mental health conditions.<\/p>\n<p>In 2023, a North Carolina House committee approved a separate bill to create a $5 million grant program to <a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-lawmakers-approve-bill-to-create-5-million-psychedelic-research-grant-fund-in-committee\/\" target=\"_blank\" rel=\"nofollow noopener\">support research into the therapeutic potential of psilocybin and MDMA<\/a>\u00a0and to create a Breakthrough Therapies Research Advisory Board to oversee the effort. The measure was not ultimately enacted, however.<\/p>\n<p>Rep. Eric Ager (D) said that PTSD \u201cis rampant across the veteran community.\u201d<\/p>\n<p>\u201cClearly, what we\u2019re currently doing isn\u2019t working. It\u2019s time to take a close look at the alternatives,\u201d he said. \u201cThis bill is the very beginning of that, and I look forward to working with my colleagues. I really hope we get it into the budget and can get it passed.\u201d<\/p>\n<p>If the legislation is enacted, a new Breakthrough Therapies Research Grant Fund would be established under the Department of Health and Human Services to award competitive grants for research on drugs designated as \u201cbreakthrough therapies\u201d by the federal Food and Drug Administration (FDA).<\/p>\n<p>The money would support three-year studies on the benefits of psychedelics for populations that are disproportionately impacted by trauma, with the legislation specifying that \u201cthe research study involving psilocybin shall be concentrated on the treatment of anxiety disorder, depressive disorder, or both.\u201d<\/p>\n<p>S1018 would also create a new Breakthrough Therapies Task Force charged with studying psychedelics\u2019 potential and barriers to access, reviewing research grant applications and recommending licensing and insurance requirements for therapeutic use.<\/p>\n<p>The body would additional be charged with considering \u201clegal and regulatory pathways to the legalization of psychedelic medicines in the State and the potential effects of the medicines on public health.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2025\/S1018\" target=\"_blank\" rel=\"noopener\">legislation<\/a>, which cites a <a href=\"https:\/\/www.marijuanamoment.net\/trump-signs-order-to-accelerate-legal-access-to-psychedelics-for-patients-with-mental-health-conditions\/\" target=\"_blank\" rel=\"nofollow noopener\">psychedelics executive order that President Donald Trump signed<\/a> in April, seeks to appropriate $5.4 million in funding to support the research grants and overall effort.<\/p>\n<p>Brinson, the lead sponsor, said at a separate event last year that <a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-could-lead-the-nation-in-expanding-psychedelic-access-for-veterans-gop-senator-says\/\" target=\"_blank\" rel=\"nofollow noopener\">North Carolina has opportunity to \u201clead the nation\u201d in expanding access to psychedelic medicine for military veterans<\/a> suffering from major mental health conditions.<\/p>\n<p>Advocates called on lawmakers to pass the legislation.<\/p>\n<p>\u201cAt a time when so many individuals and families are struggling with mental health challenges that traditional treatments have failed to address, we believe it is crucial to expand access to therapies that are showing promise,\u201d Gina Giorgio, founder of Carolinas for Care, said in a press release. \u201cOur work brings together lived experience, clinical expertise, and community advocacy to ensure that care is informed by science and delivered with compassion.\u201d<\/p>\n<p>Logan Davidson, legislative director for Veterans Exploring Treatment Solutions (VETS), said that \u201cveterans across the Carolinas deserve access to treatments that actually work.\u201d<\/p>\n<p>\u201cVETS has seen firsthand how psychedelic-assisted therapies can restore what PTSD and traumatic brain injury have taken from those who served\u2014but too many of our veterans are still waiting,\u201d he said. \u201cThe HEAL Act gives North Carolina the tools to accelerate the research that can change that, and we\u2019re proud to stand with Carolinas for Care in making that case to the General href=\"https:\/\/www.marijuanamoment.net\/north-carolina-could-legalize-medical-marijuana-now-that-its-been-federally-rescheduled-senate-leader-says\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">lawmakers will take a more serious look at legalizing medical marijuana<\/a>\u00a0following the Trump administration\u2019s move to reschedule cannabis at the federal level.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-senate-passes-medical-marijuana-bill-sending-it-to-house-as-top-lawmaker-expresses-optimism-on-its-chances-there\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">North Carolina Senate has passed medical cannabis bills<\/a>\u00a0in a number of past sessions that have later stalled out in the House of Representatives.<\/p>\n<p>The Senate leader\u2019s comments came weeks after a <a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-governor-steps-up-push-for-marijuana-legalization-as-state-commission-issues-new-report\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">governor-appointed cannabis commission in North Carolina issued a report<\/a>\u00a0recommending that the state move away from a criminalization-based approach to the plant and toward a system of \u201crobust\u201d regulations that provide for adults\u2019 legal access to THC products.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-governor-backs-marijuana-legalization-and-forms-a-bipartisan-commission-to-craft-a-plan\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">North Carolina Advisory Council on Cannabis, which Gov. Josh Stein (D) convened last year<\/a>, says in the new document approved in April that the current \u201cabsence of regulation for North Carolina\u2019s intoxicating cannabis market raises numerous concerns,\u201d noting that hemp products are readily available yet largely unregulated and that marijuana remains prohibited altogether in the state, even for medical use.<\/p>\n<p>Stein, for his part, thanked the group for its \u201cexpertise, hard work, and thoughtful deliberation\u201d in a press release and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-governor-says-marijuana-legalization-can-address-public-health-risks-in-unregulated-intoxicating-hemp-market\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">reiterated his support for legalizing marijuana<\/a>.<\/p>\n<p>\u201cLast year, I charged this group with developing a comprehensive solution to the unregulated sale of cannabis that is grounded in public health and public safety, with a special focus on keeping young people safe,\u201d the governor said. \u201cThis report provides the General Assembly with guidance and makes clear that a well-regulated market, including both oversight and enforcement authority, is a safer market for our state.\u201d<\/p>\n<p>The interim report recommends that rather than construct separate frameworks for hemp and marijuana, the state should enact molecule-based regulation focused on THC itself, saying that \u201cthe plant source is irrelevant and should not drive different treatment when the intoxicating compound is the same.\u201d<\/p>\n<p>It also suggests that when choosing how to regulate THC and cannabis, North Carolina should enact \u201can adult access market with protections for medical consumers.\u201d<\/p>\n<p>The panel, however, \u201cdoes not view a medical-only program as an effective interim step or compromise solution,\u201d and the state should proceed to adult-use access immediately while considering the \u201cavailability of medical-consumer protections\u201d as \u201can important component of a broader regulatory structure.\u201d<\/p>\n<p>During his time as the state\u2019s attorney general, Stein led a separate task force under then-Gov.
