{"id":85648,"date":"2026-03-17T11:01:11","date_gmt":"2026-03-17T19:01:11","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2026\/03\/17\/rhode-island-officials-support-ban-on-serving-hemp-thc-drinks-in-bars-and-restaurants-with-liquor-licenses\/"},"modified":"2026-03-18T19:46:07","modified_gmt":"2026-03-19T03:46:07","slug":"rhode-island-officials-support-ban-on-serving-hemp-thc-drinks-in-bars-and-restaurants-with-liquor-licenses","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2026\/03\/17\/rhode-island-officials-support-ban-on-serving-hemp-thc-drinks-in-bars-and-restaurants-with-liquor-licenses\/","title":{"rendered":"Rhode Island Officials Support Ban On Serving Hemp THC Drinks In Bars And Restaurants With Liquor Licenses"},"content":{"rendered":"<\/p>\n<p><em>\u201cAll retailers selling intoxicating hemp products should be held to similar high safety standards as cannabis retailers.\u201d<\/em><\/p>\n<p><strong>By Christopher Shea, Rhode Island Currant<\/strong><\/p>\n<p>For a year, Rhode Island bars and restaurants had the opportunity to secure a license from the state\u2019s former Office of Cannabis Regulation to sell intoxicating THC-infused beverages despite state regulations that prohibit them from being combined with alcohol, tobacco or nicotine.<\/p>\n<p>Over 100\u00a0licensed retailers\u00a0obtained a license between August 2024 and July 2025 when the Cannabis Control Commission put the brakes on issuing any new licenses to establishments that allow onsite consumption of alcohol in \u201cfurtherance of public health and safety.\u201d<\/p>\n<p>Now as regulators race to codify rules to catch up with the marketplace, the association representing the state\u2019s hospitality industry is voicing strong opposition to the commission\u2019s recommendation that lawmakers codify a ban on the sale of THC drinks at venues with a liquor license.<\/p>\n<p>\u201cThey\u2019re assuming we\u2019re not going to follow the law,\u201d Farouk Rajab, president and CEO of the Rhode Island Hospitality Association, said in an interview Monday.<\/p>\n<p>Rajab said he was disappointed to see the commission recommend a ban in its\u00a0final report submitted\u00a0to the General Assembly on March 1. But he was not shocked that it still made the cut.<\/p>\n<p>\u201cI think decisions are already made even before the listening sessions,\u201d he said. \u201cThis is targeting an industry, that\u2019s all.\u201d<\/p>\n<p>The 11-page report details <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-bars-and-restaurants-push-back-on-proposal-to-ban-hemp-thc-drink-sales\/\" target=\"_blank\" rel=\"nofollow noopener\">Rhode Island\u2019s existing rules governing hemp-derived beverages<\/a>, along with recommendations over labeling, testing and taxing the products.<\/p>\n<p>Carla Aveledo, chief of policy for the commission, said no one single industry was being targeted.<\/p>\n<p>\u201cAll retailers selling intoxicating hemp products should be held to similar high safety standards as cannabis retailers,\u201d she said.<\/p>\n<p>Hemp became legal at the federal level after the passage of the\u00a02018 Farm Bill, with drinks hitting the market in Rhode Island as regulators were crafting rules for awarding licenses for retail cannabis establishments. Regulations allowing the drinks sale were approved by the former Office of Cannabis Regulation in 2024, rules that have since been adopted by the state\u2019s Cannabis Office.<\/p>\n<p>But the proliferation of hemp-derived THC drinks led to a debate on whether they should even be legal at all in Rhode Island. Members of the state\u2019s recreational cannabis industry have been largely opposed to allowing THC products to be sold outside the few existing licensed pot shops.<\/p>\n<p>Which is why the General Assembly last year tasked the Cannabis Control Commission to come up with suggestions on how to deal with hemp-derived drinks, most of which are produced out-of-state.<\/p>\n<p>Rajab said the association created training modules that \u201callow for safe handling\u201d of the drinks. The online course details how the brain\u2019s receptors react to cannabis, onset times, and how to prevent overconsumption of THC.<\/p>\n<p>The association\u2019s module even instructs hospitality workers to never serve THC drinks with alcohol.<\/p>\n<p>\u201cMixing THC-infused beverages with alcohol can lead to unpredictable and unsafe situations,\u201d it states. \u201cAs a server, it is your responsibility to discourage customers from consuming THC beverages alongside alcoholic drinks. Educate them on the risks and promote safer consumption practices to ensure their well-being.\u201d<\/p>\n<p>Drinks are often sold in packs of four cans in liquor stores. State regulations limit the serving of 1 milligram of THC per drink and no more than 5 milligrams of THC \u201cper package.\u201d<\/p>\n<p>Rajab said rather than ban restaurants from selling drinks, the state should codify regulations to guide the hospitality industry. He pointed to Minnesota, which has allowed drinks to be sold at liquor stores, grocery stores, and bars since 2023.<\/p>\n<p>\u201cIt\u2019s served safely there,\u201d he said.<\/p>\n<p>The commission\u2019s <a href=\"https:\/\/rhodeislandcurrent.com\/wp-content\/uploads\/2026\/03\/Cannabis-Control-Commission-Study-on-Hemp-Derived-THC-Infused-Beverages.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> similarly highlights how \u201cLower-Potency Hemp Edibles\u201d are regulated in the land of 10,000 lakes.
