That includes everything from marijuana and psychedelics to harm reduction and overdose prevention.<\/p>\n<p>The full Senate\u2019s approval of Carter\u00a0comes about three months after <a href=\"https:\/\/www.marijuanamoment.net\/senators-advance-trump-pick-for-white-house-drug-czar-whos-voiced-support-for-medical-marijuana-but-declined-to-endorse-rescheduling\/\" target=\"_blank\" rel=\"nofollow noopener\">the Judiciary Committee advanced her nomination<\/a>.<\/p>\n<p>Carter has <a href=\"https:\/\/www.marijuanamoment.net\/trumps-new-white-house-drug-czar-called-medical-marijuana-a-fantastic-treatment-for-cancer-patients\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">voiced support for medical cannabis, while stating that she doesn\u2019t have a \u201cproblem\u201d with legalization<\/a>, even if she might not personally agree with the policy.<\/p>\n<p>A former journalist known for her coverage of drug cartels, the incoming ONDCP director also previously advised senators that the administration was <a href=\"https:\/\/www.marijuanamoment.net\/trumps-drug-czar-pick-says-marijuana-is-a-bipartisan-issue-but-admin-still-exploring-all-options-on-scheduling\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">keeping \u201call options\u201d on the table as it considered a marijuana rescheduling proposal<\/a>, while describing cannabis reform as a \u201cbipartisan issue.\u201d<\/p>\n<p>Despite her personal ambiguity on the rescheduling issue, Trump last month signed an executive order directing the attorney general to expeditiously complete the process of moving cannabis from Schedule I to Schedule III of the Controlled Substances Act (CSA).<\/p>\n<p>Given the role of the ONDCP director in setting and carrying out the administrative agenda on drug policy issues, the fact that Carter has gone on the record enthusiastically endorsing medical cannabis in the past is welcome news for advocates.<\/p>\n<p>Sen. Cory Booker (D-NJ) raised the issue of cannabis rescheduling with the then-nominee in September, stating that the incremental reform would represents a \u201cstep in the right direction.\u201d<\/p>\n<p>\u201cIt would open up the door to more scientific study, and so I\u2019m wondering if you were confirmed, how would you advise the American president about the ongoing rescheduling process?\u201d he asked.<\/p>\n<p>Carter said she shares Booker\u2019s passion for the issue, which she characterized as \u201cbipartisan.\u201d<\/p>\n<p>\u201cIf confirmed as director, I will comply with all federal laws and fulfill all statutory responsibilities of the ONDCP,\u201d she said. \u201cHowever, we will continue to work extensively with research and data. We will continue to do that and explore all options.\u201d<\/p>\n<p>Tuesday\u2019s <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1192\/vote_119_2_00003.htm\" target=\"_blank\" rel=\"noopener\">vote<\/a> on her confirmation was largely along party lines\u2014with Sen. Rand Paul (R-KY) joining all Democrats in opposition, and all other Republicans in support.<\/p>\n<p>While Carter has spoken often about various marijuana policy issues\u2014focusing attention on illicit trafficking and illegal grow operations on U.S. land, for example\u2014her public comments on how she personally feels about the topic have been limited. What she did say in a 2024 episode of her podcast, The Sara Carter Show, signaled that she draws a distinction between legally regulated and illicitly supplied marijuana.<\/p>\n<p>\u201cI don\u2019t have any problem if it\u2019s legalized and it\u2019s monitored,\u201d she said. \u201cI mean, I may have my own issues of how I feel about that, but I do believe that cannabis for medicinal purposes and medical reasons is a fantastic way of handling\u2014especially for people with cancer and other illnesses, you know\u2014of handling the illness and the side effects of the medication and those illnesses. So I\u2019m not saying we\u2019ve gotta make it illegal.\u201d<\/p>\n<p>Last month, a Democratic senator temporarily <a href=\"https:\/\/www.marijuanamoment.net\/senator-blocks-confirmation-of-trumps-unqualified-white-house-drug-czar-pick-who-has-voiced-medical-marijuana-support\/\" target=\"_blank\" rel=\"nofollow noopener\">held up the Republican majority\u2019s attempt to advance Carter\u2019s confirmation<\/a>, saying she is among many \u201cunqualified\u201d candidates who threaten to \u201cundermine the rule of law and our national security.\u201d<\/p>\n<p>Carter will be the second White House drug czar in a row who has voiced support for medical marijuana, following <a href=\"https:\/\/www.marijuanamoment.net\/bidens-white-house-drug-czar-nominee-worked-for-a-marijuana-business-records-show\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">former President Joe Biden\u2019s ONDCP director Rahul Gupta<\/a>, who worked as a consultant for a cannabis businesses and also oversaw implementation of West Virginia\u2019s medical marijuana program.<\/p>\n<p>On her social media, Carter has previously shared links\u2014without commentary\u2014to news stories about a variety of marijuana-related issues. In addition to her focus on illicit cartel grows, she\u2019s also posted about congressional and state-level legalization votes, staffers in the Biden administration being fired over past cannabis use, Democratic presidential candidates\u2019 support for legalization, the advancement of cannabis banking legislation in Congress and state policy developments such as Alaska\u2019s legalization of cannabis cafes.<\/p>\n<p>Federal\u00a0<a href=\"https:\/\/uscode.house.gov\/view.xhtml?path=\/prelim@title21\/chapter22&amp;edition=prelim\" target=\"_blank\" rel=\"noopener\">statute<\/a>\u00a0dictates the drug czar is prohibited from endorsing the legalization of Schedule I drugs in the CSA, including marijuana.<\/p>\n<p style=\"padding-left: 40px\">\u201cThe Director\u2026shall ensure that no Federal funds appropriated to the Office of National Drug Control Policy shall be expended for any study or contract relating to the legalization (for a medical use or any other use) of a substance listed in schedule I of section 812 of this title and take such actions as necessary to oppose any attempt to legalize the use of a substance (in any form) that\u2014 (A) is listed in schedule I of section 812 of this title; and (B) has not been approved for use for medical purposes by the Food and Drug Administration.\u201d<\/p>\n<p>Last April, Democratic congressional lawmakers <a href=\"https:\/\/www.marijuanamoment.net\/trumps-new-white-house-drug-czar-called-medical-marijuana-a-fantastic-treatment-for-cancer-patients\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">announced the filing of a bill that would remove that restriction<\/a>. It has not yet advanced in the GOP-controlled Congress.<\/p>\n<p>Carter has separately sounded the alarm about the risk of pesticides and other contaminants in marijuana grown and sold by Chinese cartels\u2014<a href=\"https:\/\/www.marijuanamoment.net\/lawmakers-debate-whether-marijuana-legalization-helps-or-hurts-organized-crime-at-hearing-on-chinese-linked-illicit-grows\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">an issue that was taken up by a House committee last year<\/a>.<\/p>\n<p>Also last year, the incoming ONDCP director talked about the issue with Derek Maltz, a then-retired Drug Enforcement Administration (DEA) official who temporarily served as acting administrator of the agency prior to the confirmation of <a href=\"https:\/\/www.marijuanamoment.net\/trumps-new-dea-leader-has-a-just-say-no-stance-on-marijuana-linking-cannabis-use-to-suicide-risk-and-schizophrenia\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">Trump\u2019s permanent pick, Terrance Cole<\/a>.<\/p>\n<p>In an X post about the interview with Maltz, Carter said he exposed how \u201cChinese marijuana grow operations are using hazardous chemicals as pesticides.\u201d<\/p>\n<p>In 2022, U.S. Rep. Mike Garcia (R-CA) applauded Carter, who worked with his office to bring attention to illicit grow operations in his district, leading to a local law enforcement investigation.<\/p>\n<p>Carter gave the congressman credit, saying \u201cyour work in taking down the illegal marijuana grows has stopped cartels from exploiting your community, those people forced to work on them and the [money].\u201d<\/p>\n<p>In an interview with Fox News\u2019s Sean Hannity in 2021, she also talked about her work with Garcia\u2014including accompanying him on a helicopter to survey \u201cmiles and miles and miles of vast, sophisticated illegal grows worth tens of millions of dollars.\u201d<\/p>\n<p>Cartels have \u201cbecome extremely more brazen. They\u2019re not afraid of hiding it,\u201d she said. \u201cThey don\u2019t hide it because they don\u2019t feel that they\u2019ll ever be held accountable for it.\u201d<\/p>\n<p>In a sense, Carter has seemed to implicitly suggest at multiple times that she supports regulated access to cannabis as a means of promoting public safety and health.
