That said, the White House spokesperson made clear that the deluge of details about the administration\u2019s plans are speculative for now.<\/p>\n<p>But according to NBC News, the executive order may contain an explicit push from the president urging Congress to pass a bipartisan bill titled the Secure and Fair Enforcement Regulation (SAFER) Banking Act, which would prevent federal regulators for penalizing financial institutions simply for working with state-licensed marijuana businesses.<\/p>\n<p>The lack of banking access for the cannabis industry was also\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-senators-discuss-marijuana-industry-banking-issues-as-trump-strongly-considers-rescheduling\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">raised in a Senate subcommittee hearing on Tuesday<\/a>.<\/p>\n<p>It\u2019s also being speculated that the plan is to take a novel\u2014albeit logistically complicated\u2014approach to cannabidiol, a non-intoxicating component of the cannabis plant that\u2019s widely used as a health supplement. Sources have said that drafts of the executive order have called on the Centers for Medicare and Medicaid Services (CMS) to amend its rules to let people on Medicare receive reimbursements for the cannabinoid product.<\/p>\n<p>That potential reform was also floated in a video from The Commonwealth Project\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/trump-posts-video-on-medical-benefits-of-cannabis-for-seniors-as-white-house-weighs-rescheduling\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">touting the health benefits of CBD that Trump shared<\/a>\u00a0on Truth Social in late September.<\/p>\n<p>CMS implemented a rule in April\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/medicare-and-medicaid-officials-finalize-rule-to-clarify-that-medical-marijuana-isnt-covered-by-federal-health-programs\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">specifically stipulating that marijuana, as well as CBD that can be derived from federally legal hemp, are ineligible<\/a>\u00a0for coverage under its Medicare Advantage program and other services. But\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/federal-health-agency-moves-to-allow-cbd-coverage-under-medicare-as-promoted-in-video-trump-posted\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">the agency has since revised the proposed rule<\/a>, just weeks before the expected administrative order by Trump.<\/p>\n<p>On Monday,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/trump-says-hes-very-strongly-considering-rescheduling-marijuana-as-rumors-swell-about-imminent-reform\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">Trump said he is \u201cvery strongly\u201d considering rescheduling cannabis<\/a>\u00a0in part to ease restrictions on research into its effects.<\/p>\n<p>Opponents of the policy change have\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/drug-testing-industry-group-is-sounding-the-alarm-about-marijuana-rescheduling-as-trump-plans-action\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">stepped up their efforts to dissuade the administration from moving forward<\/a>, arguing that a reclassification to Schedule III will further normalize marijuana use even though it would not federally legalize the plant.
