Julian Cyr (D), reporting it favorably and sending it to the Senate Ways &amp; Means Committee for further consideration.<\/p>\n<p>The proposal would require the Cannabis Control Committee to study and issue a report on issues including drug testing requirements for police and first responders, internal policies related to cannabis use for those groups, implications of state and federal right-to-carry laws and the impact of the federal Controlled Substances Act (CSA).<\/p>\n<p>Regulators would also need to look into the efficacy of marijuana in the treatment of anxiety, depression and post-traumatic stress disorder (PTSD). They would additionally examine laws and policies for cannabis use by police officers and first responders in other jurisdictions and \u201cany other topics the commission deems relevant.\u201d<\/p>\n<p>\u201cThe commission and the executive office may consult experts, hold regular public meetings, fact-finding hearings, and other public forums as it considers necessary,\u201d the <a href=\"https:\/\/malegislature.gov\/Bills\/194\/S76\/BillHistory\" target=\"_blank\" rel=\"noopener\">bill<\/a> says.<\/p>\n<p>The commission would need to compile a report and submit it to the legislature and relevant committees by December 31, 2026.<\/p>\n<p>The bill was reported out as lawmakers in a different committee approved separate legislation to <a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-approve-bill-to-provide-employment-protections-for-marijuana-consumers\/\" target=\"_blank\" rel=\"nofollow noopener\">provide employment protections for people who use marijuana<\/a>. Another panel advanced a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-approve-bills-to-protect-marijuana-users-from-employment-discrimination-and-expand-medical-cannabis-program\/\" target=\"_blank\" rel=\"nofollow noopener\">similar employment protections bill from Rep. Michael Kushmerek (D)<\/a> in September.<\/p>\n<p>In the background of this legislative effort, the Massachusetts attorney general\u2019s office last week confirmed\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-attorney-generals-office-is-receiving-complaints-about-anti-marijuana-initiative-petitioners-tactics\/\" target=\"_blank\" rel=\"nofollow noopener\">it has been receiving complaints from the public about petitioners for a 2026 ballot initiative<\/a>\u00a0aimed at rolling back the state\u2019s marijuana legalization law\u2013with a growing number of people alleging that signature collectors are peddling misleading information about the proposal.<\/p>\n<p>The marijuana repeal campaign, for its part, said last month that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-campaign-to-roll-back-marijuana-legalization-law-is-on-track-to-make-2026-ballot-spokesperson-says\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">they\u2019re \u201con track\u201d to securing enough signatures to place the initiative on the ballot<\/a>. They\u2019re working to submit 100,000 signatures by a December 3 deadline.<\/p>\n<p>Meanwhile, the head of Massachusetts\u2019s marijuana regulatory agency recently suggested that the measure to effectively recriminalize recreational cannabis sales could\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-massachusetts-marijuana-regulator-says-ballot-measures-to-recriminalize-sales-would-imperil-tax-funds-for-drug-treatment\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">imperil tax revenue that\u2019s being used to support substance misuse treatment efforts and other public programs<\/a>.<\/p>\n<p>Whether the cannabis measures make the cut is yet to be seen. Voters approved legalization at the ballot in 2016, with sales launching two years later. And the past decade has seen the market evolve and expand.
