But support has seen a slight dip since last year\u2014a trend that\u2019s been \u201cdriven by Republicans\u201d who are turning against the reform, the organization found.<\/p>\n<p>Overall, 64 percent of Americans now back ending cannabis prohibition. That\u2019s 4 percentage points lower than Gallup\u2019s 2024 results.<\/p>\n<p>Over the past year, Republican support for legalization fell 13 percentage points\u2014down to 40 percent\u2014which is \u201cthe lowest level of support for legalization among this group in a decade,\u201d Gallup said on Wednesday.<\/p>\n<p>An overwhelmingly majority of Democrats (85 percent) and independents (66 percent) continue to favor legalization \u201cat similar rates to what Gallup has recorded in recent years,\u201d the firm\u2019s analysis said. What accounts for the abrupt shift among GOP respondents is unclear, but other questions in the broader survey may provide some clues.<\/p>\n<p>Specifically, as the Trump administration has pushed an aggressive anti-drug campaign\u2014which has involved extrajudicial killings of foreign nationals allegedly transporting controlled substances via boats\u2014there\u2019s been a major change in public perceptions of the country\u2019s success in addressing the illicit drug crisis.<\/p>\n<div id=\"attachment_130334\" style=\"width: 750px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" aria-describedby=\"caption-attachment-130334\" class=\"wp-image-130334 size-large\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2025\/11\/gallup-marijuana-poll-2025-2-1024x907-1.png\" alt=\"\" width=\"740\" height=\"655\" \/><\/p>\n<p id=\"caption-attachment-130334\" class=\"wp-caption-text\">Via Gallup.<\/p>\n<\/div>\n<blockquote>\n<p>\u201cThe decline in support for legal marijuana is driven by Republicans, whose support has fallen 13 points over the past year.\u201d<\/p>\n<\/blockquote>\n<p>As Gallup noted, \u201cthis mainly reflects improved Republican perceptions under Trump and his aggressive actions to limit the entry of drugs into the U.S.\u201d<\/p>\n<p>\u201cThe White House has used the issue as justification for actions in various international dealings since Trump\u2019s inauguration\u2014from tariffs to military strikes to foreign aid\u2014and this seems to be resonating with the president\u2019s base, even though the impact of these actions on drug imports, sales and addiction in the U.S. is unclear so far,\u201d the polling organization said.<\/p>\n<p>\u201cWhile Republicans are heartened by this perceived progress, many in the party have backed away from supporting legalizing marijuana,\u201d the survey said. \u201cAfter climbing in the 2010s, Republican support for legalization had stalled at around 50 percent before retreating sharply this year\u2014another policy area in which there has been a reversal of Republicans\u2019 recent movement toward more progressive attitudes.\u201d<\/p>\n<p>How closely linked these issues are is uncertain, especially given the fact that President Donald Trump endorsed marijuana rescheduling, industry banking access and a Florida adult-use legalization initiative on the campaign trial. But since taking office, the president has been less clear about his position.<\/p>\n<p>While he reiterated in late August that he intends to make a rescheduling decision imminently and he\u2019s heard \u201csome pretty good things\u201d about medical cannabis, \u201cfor other things, I\u2019ve heard some pretty bad things.\u201d<\/p>\n<p>Gallup\u2019s Justin McCarthy told Marijuana Moment that \u201cthe pullback in support for legalization of marijuana among Republicans is similar to the decrease in support for same-sex marriage among this group in recent years.\u201d<\/p>\n<p>\u201cBoth trends have moved in a similar direction over time\u2014and though Republicans have been the least supportive on legalization on both issues, their support had grown over time before the most recent measurements,\u201d he said. \u201cGallup\u2019s continued tracking of these trends will give us a clearer picture of where this group is heading on both issues.\u201d<\/p>\n<p>The decline in support for cannabis legalization also comes amid an ongoing debate over intoxicating hemp products that have grabbed headlines in states and at the federal level over the past year, with certain GOP lawmakers pushing for bans on hemp containing THC.<\/p>\n<div id=\"attachment_130335\" style=\"width: 750px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" id=\"caption-attachment-130335\" class=\"wp-caption-text\">Via Gallup.<\/p>\n<\/div>\n<p>The Gallup <a href=\"https:\/\/news.gallup.com\/poll\/697445\/americans-positive-progress-drugs.aspx\" target=\"_blank\" rel=\"noopener\">survey<\/a> involved interviews with 1,000 American adults from October 1-16, with a +\/- 4 percentage point margin of error.<\/p>\n<p>Regardless of public opinion on the policy of legalization, Gallup also released data late last year showing that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/smoking-marijuana-is-now-more-popular-in-the-u-s-than-smoking-tobacco-cigarettes-gallup-polling-data-shows\/\" target=\"_blank\" rel=\"nofollow noopener\">15 percent of U.S. adults reported that they smoke cannabis<\/a>, which is more than the 11 percent of who told the polling firm that they have smoked any cigarettes in the past week.<\/p>\n<p>Rates of marijuana use are nearly the same in states that have legalized versus those that maintain prohibition, which <a href=\"https:\/\/www.marijuanamoment.net\/americans-use-marijuana-at-nearly-the-same-rate-in-legal-and-non-legal-states-suggesting-criminalization-doesnt-curtail-consumption-gallup-poll-finds\/\" target=\"_blank\" rel=\"nofollow noopener\">suggests that \u201ccriminalization does little to curtail its use,\u201d<\/a> another Gallup survey found last year.<\/p>\n<p>With the majority of states now having legalized marijuana for medical or recreational use, another poll from NBC News and SurveyMonkey signals that cannabis\u2019s normalization has left many people feeling neutral about how the policy impacts society\u2014<a href=\"https:\/\/www.marijuanamoment.net\/as-more-states-normalize-marijuana-legalization-new-poll-shows-many-americans-feel-neutral-about-its-societal-impact\/\" target=\"_blank\" rel=\"nofollow noopener\">though more say the reform has been \u201cgood\u201d than believe it has been \u201cbad.\u201d<\/a><\/p>\n<p><strong>\u2014<br \/>\nMarijuana Moment is <a series of polls investigating public opinion on cannabis reform.<\/p>\n<p>For example, recently released polling data from the Pew Research Center found that an overwhelming majority of Americans\u2014nearly nine in 10\u2014<a href=\"https:\/\/www.marijuanamoment.net\/9-in-10-americans-support-legalizing-marijuana-in-some-form-including-bipartisan-majorities-pew-poll-shows\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">support legalizing marijuana in some form<\/a>.<\/p>\n<p>Another recent survey from the Coalition for Cannabis Policy, Education, and Regulation (CPEAR), which was conducted by the firm Forbes Tate Partners, showed that seven in 10 American voters want to see the end of federal marijuana prohibition\u2014and nearly half say\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/7-in-10-us-voters-support-federal-marijuana-reform-and-nearly-half-would-view-trump-more-favorably-if-he-took-action-poll-shows\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">they\u2019d view the Trump administration more favorably if it took action on the issue<\/a>.<\/p>\n<p>A poll released in June that Marijuana Moment partnered on with the cannabis telehealth platform NuggMD showed that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/most-marijuana-consumers-oppose-trumps-cannabis-actions-so-far-but-rescheduling-or-legalization-could-bolster-support-poll-shows\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">a majority of marijuana consumers disapprove of the Trump administration\u2019s actions on cannabis policy<\/a>\u00a0to date, but there\u2019s also a significant willingness among users to shift their position if the federal government opts to reschedule or legalize marijuana.<\/p>\n<p>Earlier this year, meanwhile, a firm associated with Trump\u2014Fabrizio, Lee &amp; Associates\u2014also\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/trumps-pollster-shows-that-republicans-are-even-more-supportive-of-state-marijuana-legalization-rights-than-voters-overall-are\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">polled Americans on a series of broader marijuana policy issues<\/a>.
