Meanwhile, some in the cannabis reform community are raising concerns about alleged instances where voters are being approached by signature gatherers with misleading information before signing petitions.<\/p>\n<p>About a month after Massachusetts Attorney General Joy Campbell (D) <a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-attorney-general-certifies-ballot-measures-to-recriminalize-recreational-marijuana-sales\/\" target=\"_blank\" rel=\"nofollow noopener\">cleared the campaign for signature gathering by certifying the recriminalization proposal<\/a>, spokesperson Wendy Wakeman said the process is \u201cgoing well\u201d as they work to collect 100,000 signatures by a December 3 deadline.<\/p>\n<p>\u201cIt\u2019s on track,\u201d Wakeman told Cannabis Business Times, while acknowledging that the \u201cwhole process\u2014the initiative petition process\u2014isn\u2019t easy.\u201d<\/p>\n<p>In order to potentially qualify for the ballot, the campaign will need to submit an initial batch of 74,574 valid signatures. Internally, prohibitionist advocates have determined that they need to collect around 100,000 \u201cbecause there are two different vetting processes that the signature sheets, the petitions, will go through,\u201d and so it\u2019s important to have that cushion for those that are potentially invalidated.<\/p>\n<p>\u201cThe process at every step is political,\u201d Wakeman <a href=\"https:\/\/www.cannabisbusinesstimes.com\/us-states\/massachusetts\/news\/15769726\/massachusetts-ballot-campaign-to-end-adultuse-cannabis-market-on-track-to-collect-enough-signatures\" target=\"_blank\" rel=\"noopener\">said<\/a>, arguing that while the voters decisively approved legalization at the ballot in 2016, there\u2019s a sizable population of health professionals, parents and educators who are angling for a reversal of the law.<\/p>\n<p>More people are feeling the \u201cimpact that the growth of marijuana use has had on the quality of life, the increase in DUI stops, the increase in child poisonings and in pet poisonings,\u201d she said. \u201cThere\u2019s a group that coalesces around the idea that we moved too far too fast with marijuana legalization, and that it\u2019s not working well for Massachusetts.\u201d<\/p>\n<p>When the attorney general\u2019s office completed its review of about 50 proposed 2026 ballot measures, it certified two versions the recriminalization campaign submitted.<\/p>\n<p>Both would eliminate the state\u2019s commercial adult-use market while maintaining patient access under the medical cannabis program and continuing to allow lawful possession of up to an ounce of recreational marijuana. \u201cVersion A\u201d contains language that would also cap THC content for medical marijuana, while \u201cVersion B\u201d omits that policy.<\/p>\n<p>Wakeman says the campaign is pursuing the latter initiative without the cap. \u201cWe\u2019re focusing on a petition that rolls back recreational pot stores and the legality of home-grown recreational marijuana,\u201d she said.<\/p>\n<p>Under initiative\u2014titled \u201cAn Act to Restore A Sensible Marijuana Policy\u201d\u2014adults 21 and older could still possess up to an ounce of cannabis, only five grams of which could be a marijuana concentrate product.<\/p>\n<p>Possession of more than one ounce but less than two ounces would be effectively decriminalized, with violators subject to a $100 fine. Adults could also continue to gift cannabis between each other without remuneration.<\/p>\n<p>But provisions in the state\u2019s voter-approved marijuana law that allow for commercial cannabis retailers and access to regulated products by adults would be repealed under the proposal.<\/p>\n<p>Adults\u2019 right to cultivate cannabis at home would also be repealed.<\/p>\n<p>Meg Sanders, CEO of the Massachusetts-based Canna Provisions, told Cannabis Business Times that the question of legalization in the commonwealth has already been answered.<\/p>\n<p>\u201cI believe the voters showed up in 2016 and stated exactly what they wanted to see, which was a regulated cannabis market for adults,\u201d she said. \u201cI really hope we don\u2019t have to ask and answer it again.\u201d<\/p>\n<p style=\"padding-left: 40px\">\u201cI think prohibition in any form is a real threat, and I think we have to keep our eye on the ball and not assume and not just go about our merry way. We\u2019ll talk about it with our customers. We\u2019ll make sure that they\u2019re very aware of it. Please ask them to tell their friends. I just feel like we don\u2019t know what the money behind this initiative is. We don\u2019t understand exactly what\u2019s backing this, but in my opinion, any threat to freedom is a threat that we need to look at.\u201d<\/p>\n<p>On Tuesday, the editor in chief of the Massachusetts-based marijuana news site Talking Joints Memo shared that a friend of his was recently approached by a person allegedly collecting signatures for the campaign who he said significantly mischaracterized the proposal by suggesting it would \u201cstop criminalizing weed once and for all.\u201d<\/p>\n<p \/>\n<p>Others in the industry replied to the LinkedIn post with similar experiences. But for what it\u2019s worth, one person also flagged that they\u2019ve heard of recent instances where petitioners have been collecting signatures for a ballot measure that isn\u2019t actually certified.<\/p>\n<p>Marijuana Moment reached out to the campaign for comment, but a representative was not immediately available.<\/p>\n<p>Meanwhile, the head of Massachusetts\u2019s marijuana regulatory agency recently suggested that the measure to effectively recriminalize recreational cannabis sales could <a href=\"https:\/\/www.marijuanamoment.net\/top-massachusetts-marijuana-regulator-says-ballot-measures-to-recriminalize-sales-would-imperil-tax-funds-for-drug-treatment\/\" target=\"_blank\" rel=\"nofollow noopener\">imperil tax revenue that\u2019s being used to support substance misuse treatment efforts and other public programs<\/a>.<\/p>\n<p>If enough of the initial signature submissions are validated, the proposal will then go before the legislature, with lawmakers having until May 6 to enact it into law or propose a substitute. If they do not, organizers will then need to collect 12,429 additional valid voter signatures to put the measure on the ballot.<\/p>\n<p>Whether the cannabis measures make the cut is yet to be seen. Voters approved legalization at the ballot in 2016, with sales launching two years later. And the past decade has seen the market evolve and expand. As of August, Massachusetts officials <a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-marks-new-marijuana-milestone-with-adult-use-sales-topping-8-billion-since-market-launch\/\" target=\"_blank\" rel=\"nofollow noopener\">reported more than $8 billion in adult-use marijuana sales<\/a>.<\/p>\n<p><strong>\u2014<br \/>\nMarijuana Moment is <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking hundreds of cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2025\/10\/MM_Bill_Tracker_V5_blank-36.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/p>\n<p>Regulators are also working to finalize rules to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-marijuana-regulators-plan-to-release-social-consumption-rules-proposal-next-month\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">allow for a new cannabis consumption lounge license type<\/a>, which they hope to complete by October.<\/p>\n<p>Separately, in May CCC\u00a0launched an online platform aimed at\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-marijuana-officials-launch-career-hub-to-help-people-find-jobs-and-training-in-the-industry\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">helping people find jobs, workplace training and networking opportunities<\/a>\u00a0in the state\u2019s legal cannabis industry.<\/p>\n<p>The legislature\u2019s Joint Committee on Cannabis Policy in August approved bills to <a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-approve-bills-to-protect-marijuana-users-from-employment-discrimination-and-expand-medical-cannabis-program\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">provide employment protections for marijuana consumers and expand the state\u2019s medical cannabis program<\/a>, in part by adding post-traumatic stress disorder (PTSD) and opioid use disorder to the list of qualifying conditions.<\/p>\n<p>State lawmakers have also been considering\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-consider-bills-to-set-tighter-controls-on-intoxicating-hemp-derived-products\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">setting tighter restrictions on intoxicating hemp-derived products<\/a>\u00a0and a plan to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-weigh-several-bills-to-let-marijuana-companies-own-more-dispensaries\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">allow individual entities to control a larger number of cannabis establishments<\/a>.<\/p>\n<p>Also in Massachusetts,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-marijuana-regulators-at-odds-with-state-lawmakers-over-agency-funding-request\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">legislators who were working on a state budget butted heads with CCC officials<\/a>, who\u2019ve said they can\u2019t make critical technology improvements without more money from the legislature.<\/p>\n<p>Meanwhile, Massachusetts lawmakers recently approved a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-advance-psychedelics-pilot-program-bill-as-committees-weigh-additional-psilocybin-measures\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">establish a pilot program for the regulated therapeutic use of psychedelics<\/a>.
