The announcement said the birds would be able to carry up to one gram of marijuana per delivery.<\/p>\n<p>\u201cAs The Travel Agency, it\u2019s only natural we\u2019d explore all modalities of travel for our delivery service, even pigeons,\u201d Arana Hankin-Biggers, co-founder of The Travel Agency, said. \u201cAnd being in NYC, we thought there\u2019s no better courier than the ever-present and beloved pigeon.\u201d<\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Our new delivery is taking flight. A PR rep for The Travel Agency confirmed with Marijuana Moment on Wednesday that the pigeon campaign wasn\u2019t real.<\/p>\n<p>News about the made-up initiative even received pushback from certain animal rights activists such as Megan Walton from the Pigeons for Miles avian sanctuary. She said that, even though it ended up being a gimmick, \u201cit\u2019s still very upsetting to even conceptualize a campaign like this, centering on exploiting pigeons.\u201d<\/p>\n<p>The press release about the test trial last week said that the \u201cCannabis Carrier Pigeon Program is not about putting birds to work; it\u2019s about reimagining delivery with a very New York sense of ingenuity.\u201d<\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Project Pigeon (our experimental \u201cpilot program\u201d) was a blast. That includes ID verification upon receipt of cannabis products, which a pigeon ostensibly would not be capable of performing.<\/p>\n<p>But in any case, the stunt is an example of the normalization of the adult-use marijuana market in New York, <a href=\"https:\/\/www.marijuanamoment.net\/new-york-stores-have-sold-1-billion-in-legal-marijuana-this-year-so-far-with-market-topping-2-billion-since-launch\/\" target=\"_blank\" rel=\"nofollow noopener\">which has seen over $2 billion in cannabis sales since it launched<\/a>. And while the stunt proved effective, with certain media outlets reporting the partnership as fact, that didn\u2019t end up being the case.<\/p>\n<p>Virgin Atlantic didn\u2019t appear to have any hard feelings after <a href=\"https:\/\/www.marijuanamoment.net\/cannabis-drink-company-deletes-posts-claiming-virgin-atlantic-would-serve-thc-sodas-on-flights-but-theres-no-hard-feelings\/\" target=\"_blank\" rel=\"nofollow noopener\">the company made false and satirical claims about a deal to sell its THC-infused beverages on flights<\/a>\u2014but the airline said it had to draw a line when it came to an AI-generated video and fake letter from its CEO about the supposed partnership.<\/p>\n<p>Meanwhile, back in New York, given confusion within the marketplace about timelines for provisional marijuana business licenses, the Cannabis Control Board (CCB) recently said it will be extending the renewal deadline for conditional adult-use until December 31, 2026.<\/p>\n<p>Part of the uncertainty surrounding provisional licensees concerns a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-seeks-lawmakers-help-to-fix-marijuana-zoning-mishap-that-could-shutter-over-100-businesses\/\" target=\"_blank\" rel=\"nofollow noopener\">recently identified zoning issue impacting more than 100 cannabis businesses<\/a>\u00a0that are apparently located too close to public schools or places of worship than is allowed under current statute. Gov. Kathy Hochul (D) has said that she will be pushing the legislature to amend the state\u2019s marijuana law to address the issue.<\/p>\n<p>Meanwhile, both chambers of the New York legislature recently passed legislation that would\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-lawmakers-send-governor-bill-to-extend-marijuana-business-tax-return-deadlines\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">extend the deadline for some marijuana businesses to file electronic tax returns<\/a>, sending the proposal next to the governor\u2019s desk.<\/p>\n<p>If signed into law, the measure would give cannabis manufacturers and distributors 30 extra days to submit their tax returns following the end of each quarterly tax period. Currently the companies have a 20-day window to file the documents, which the legislation would extended to 50 days.<\/p>\n<p>Sponsors of the bill have noted that Hochul vetoed an earlier cannabis business tax reform proposal late last year, claiming it would \u201cpose significant operational challenges for the State and confusion for taxpayers,\u201d but that they\u2019ve worked to address those concerns in the current version.<\/p>\n<p>The earlier, vetoed measure would have\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-signs-bills-to-resume-marijuana-farmers-markets-and-classify-cannabis-as-agricultural-product\/?fbclid=IwY2xjawLKe7xleHRuA2FlbQIxMQABHnUPCMhNIX3cIu9F4WRb3LAgtgpzfIQfKlSRfUnl-FQrrKUTg7qrhxxcxC-l_aem_7ttCT2xb9X9s1PI9JIswkA\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">allowed marijuana growers and processors to pay excise taxes on an annual basis rather than quarterly<\/a>\u2014a change that would have extended the same treatment to cannabis as the state already offers the alcohol industry.<\/p>\n<p>In July, meanwhile, New York officials announced the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-officials-award-first-round-of-grants-to-help-marijuana-businesses-with-startup-costs-prioritizing-justice-involved-licensees\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">first round of grants under a $5 million program to help retail marijuana businesses owned by justice-involved people<\/a>\u00a0cover startup costs.<\/p>\n<p>About three months after opening up applications for\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-opens-applications-for-grant-program-to-help-marijuana-dispensaries-run-by-people-harmed-by-criminalization\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">the Conditional Adult-Use Retail Dispensary (CAURD) Grant Program<\/a>, The Office of Cannabis Management (OCM) and Empire State Development (ESD) have announced that they have awarded 52 licensed dispensaries up to $30,000 each in funds meant for startup and operational costs such as rent, renovations, inventory tracking and security systems.<\/p>\n<p>To qualify for the program, applicants need to have been \u201cjustice involved\u201d\u2014in other words, impacted by a marijuana-related conviction\u2014and have some experience running a profitable business.<\/p>\n<p>Separately, OCM recently launched an online map that\u2019s <a href=\"https:\/\/www.marijuanamoment.net\/new-york-marijuana-officials-launch-interactive-buy-legal-map-to-help-consumers-find-licensed-dispensaries\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">meant to help adults locate licensed marijuana retailers<\/a>\u2014one of their latest efforts to encourage consumers to buy their cannabis from the regulated market.<\/p>\n<p>After a rocky rollout of the state\u2019s legalization law opened the door to a proliferation of illicit marijuana shops, the governor and regulators have prioritized educating the public about the need to purchase their products from licensed dispensaries as a health and safety imperative.<\/p>\n<p>The broader New York campaign has also involved digital ads and educational resources, including a guide on safe consumption practices, as well as graphics and videos featuring licensed cannabis business owners and messaging about the benefits of participating in the regulated market.<\/p>\n<p>OCM also advises that \u201ccontinued enforcement against the illicit market is critical to building a health regulated market,\u201d pointing to what it describes as successful enforcement efforts in 2024. Last spring, for example,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-yorks-legal-marijuana-market-set-to-pass-1-billion-in-sales-by-end-of-2024\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">officials in New York City launched Operation Padlock, an enforcement initiative meant to shutter illegal storefronts<\/a>. Within months, licensed shops that were open before the operation began saw sales climb 105 percent, according to an OCM survey.<\/p>\n<p>Regulators are also moving forward with\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-officials-take-steps-to-expand-marijuana-farmers-market-program\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">new proposed regulations around the state\u2019s so-called \u201ccannabis showcase\u201d program<\/a>, which allows licensed businesses to sell to consumers at pop-up, farmers market-like events.<\/p>\n<p>As originally authorized, the showcase events were largely in response to the slow rollout of New York\u2019s adult-use marijuana program, which\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-yorks-marijuana-legalization-rollout-has-seen-growing-pains-as-well-as-successful-efforts-new-state-report-says\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">faced multiple delays in implementation amid litigation<\/a>\u00a0and other matters.<\/p>\n<p>Separately Hochul signed state budget legislation that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-signs-budget-after-lawmakers-remove-her-plan-to-let-police-use-marijuana-odor-against-drivers\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">did not include a controversial earlier provision\u00a0that\u00a0would have allowed police to use the smell of marijuana as probable cause<\/a>\u00a0that a driver is impaired\u00a0and then force them to take a drug test.<\/p>\n<p>Amendments made in the legislature removed the provision, which a coalition of 60 reform groups had\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-officials-must-not-let-police-use-marijuana-odor-to-harass-drivers-coalition-of-advocacy-groups-says\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">argued in a letter to Hochul and top lawmakers would \u201crepeat some of the worst harms of the War on Drugs\u201d<\/a>\u00a0and allow law enforcement to \u201crestart unconstitutional racial profiling of drivers.\u201d<\/p>\n<p>In April, New York cannabis regulators and labor officials\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-launches-mandatory-workforce-training-program-for-marijuana-industry-workers\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">announced the launch of a workforce training program<\/a>\u00a0aimed at \u201cproviding comprehensive safety education to workers\u201d in the state\u2019s legal marijuana industry.<\/p>\n<p>Separately, OCM\u2019s press secretary indicated the office is working on plans to expand permitting and licensing rules that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-movie-theaters-could-sell-marijuana-and-allow-consumption-during-films-under-forthcoming-licenses-official-says\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">could allow adults to buy and consume marijuana at movie theaters<\/a>.
