Tim Walz (D) signed legalization into law, the state\u2019s market is now up and running, with the cannabis company Vireo Growth announcing the first sales at its Green Goods dispensaries on Tuesday. Additional businesses are also expected to start selling recreational products soon.<\/p>\n<p>While certain tribal governments across the state have been permitted to sell marijuana on their reservations\u2013and tribes have also agreements with the governor to <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-signs-first-of-its-kind-agreement-allowing-indian-tribe-to-sell-legal-marijuana-outside-reservation\/\" target=\"_blank\" rel=\"nofollow noopener\">sell at retail locations outside of their territories<\/a>\u2013this marks the first time a non-tribal entity has been able to market marijuana for adults.<\/p>\n<p>\u201cAs a Minnesota company founded with a long-term vision for cannabis, we are proud to begin making our products available to all Minnesotans,\u201d Vireo President Amber Shimpa said in a press release. \u201cWe will always remain committed to our medical patients and product portfolio as we have for over 10 years, and look forward to this new opportunity to serve adult-use customers with the same standard of quality and care.\u201d<\/p>\n<p>Alexandra Breant, Vireo\u2019s head of market in Minnesota, said Tuesday represents \u201ca historic day for our team which we have been preparing for since 2023, and we are honored to share it with patients and new customers across Minnesota.\u201d<\/p>\n<p>\u201cThis milestone is more than just expanding access, it\u2019s about building community, fostering inclusion, and continuing to serve Minnesotans with care and responsibility,\u201d she <a href=\"https:\/\/www.globenewswire.com\/news-release\/2025\/09\/16\/3150916\/0\/en\/Vireo-Growth-Inc-Announces-Launch-of-Adult-Use-Cannabis-Sales-in-Minnesota.html\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cWe are grateful for the trust placed in us and look forward to being part of this new chapter together.\u201d<\/p>\n<p>Another multi-state operator, Green Thumb Industries (GTI), said its dispensary chain RISE will also start serving adult consumers beginning on Wednesday.<\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We\u2019re excited to announce RISE Dispensaries will launch adult-use cannabis sales in Minnesota on September 17th! &#x1f389; We can&#8217;t wait to see you there! Many of the newly authorized retailers sit within driving distance of borders with those jurisdictions.<\/p>\n<p>Meanwhile, Minnesota\u2019s House of Representatives recently circulated a poll at this year\u2019s State Fair that asked attendees about <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-lawmakers-poll-shows-support-for-letting-cities-ban-marijuana-businesses\/\" target=\"_blank\" rel=\"nofollow noopener\">the idea of allowing localities to enact bans on marijuana businesses within their borders<\/a>. And while there may be some jurisdictions in favor of a local control option for licensees, over a dozen Minnesota cities have\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/13-minnesota-cities-are-looking-to-launch-government-owned-marijuana-stores\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">signaled interest in government-run cannabis retailers<\/a>.<\/p>\n<p>In June, OCM issued the state\u2019s <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-officials-award-states-first-marijuana-business-license\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">first recreational marijuana license for a cultivation microbusiness<\/a>.<\/p>\n<p>OCM said at the time that it\u2019s taking further steps to build up in the industry and create opportunities to entrepreneurs, including opening a new licensing window for cannabis testing facilities, accepting the first applications for marijuana event licenses and verifying more social equity status requests.<\/p>\n<p>Separately, after Minnesota lawmakers passed a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-lawmakers-pass-bill-to-decriminalize-bong-water-ending-risk-of-decades-in-prison-over-drug-residue\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">end the criminalization of bong water containing trace amount of drugs<\/a>,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-governor-signs-bill-to-decriminalize-bong-water-containing-drug-residue\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">the governor signed the measure into law<\/a>\u00a0in May.<\/p>\n<p>The change addresses an existing policy that had allowed law enforcement to treat quantities of bong water greater than four ounces as equivalent to the pure, uncut version of whatever drug the device was used to consume.<\/p>\n<p>In April, meanwhile, state officials\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-officials-are-delaying-opening-safe-drug-consumption-sites-citing-federal-concerns\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">moved to delay a separate drug reform\u2014the opening of safe drug consumption sites<\/a>, meant to allow people to use drugs in a safer, supervised setting.<\/p>\n<p>\u201cMore work needs to be done on a state and federal level before these services can be implemented in a way that is safe for participants and Harm Reduction programs,\u201d a representative for the Department of Human Services (DHS) Behavioral Health Administration said at the time.<\/p>\n<p>In March, lawmakers also filed legislation that would\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-minnesota-bill-would-create-state-regulated-therapeutic-psilocybin-program\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">create a system to allow legal access to psilocybin for medical purposes<\/a>.
