{"id":82625,"date":"2025-08-06T07:21:18","date_gmt":"2025-08-06T15:21:18","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/08\/06\/oklahoma-marijuana-activists-launch-signature-drive-to-put-legalization-on-2026-ballot-with-hundreds-of-retailers-lending-support\/"},"modified":"2025-08-06T20:03:59","modified_gmt":"2025-08-07T04:03:59","slug":"oklahoma-marijuana-activists-launch-signature-drive-to-put-legalization-on-2026-ballot-with-hundreds-of-retailers-lending-support","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/08\/06\/oklahoma-marijuana-activists-launch-signature-drive-to-put-legalization-on-2026-ballot-with-hundreds-of-retailers-lending-support\/","title":{"rendered":"Oklahoma Marijuana Activists Launch Signature Drive To Put Legalization On 2026 Ballot\u2014With Hundreds Of Retailers Lending Support"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2025\/08\/MM_Bill_Tracker_V5_blank-3.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>Oklahoma activists officially started signature gathering for a <a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-activists-clear-hurdle-to-put-marijuana-legalization-initiative-on-2026-ballot-after-avoiding-legal-challenges\/\" target=\"_blank\" rel=\"nofollow noopener\">2026 ballot initiative to legalize adult-use marijuana<\/a> in the state on Wednesday\u2014and the campaign has hundreds of retailers, primarily medical cannabis dispensaries, ready to lend a hand.<\/p>\n<p>About a month after Oklahomans for Responsible Cannabis Action (ORCA) cleared a procedural hurdle to allow signature collecting, the work has now begun. This comes about two years after an earlier version of the reform was rejected by voters at the ballot.<\/p>\n<p>There are challenges unique to this election cycle, as earlier this year Gov. Kevin Stitt (R) gave final approval to legislation that some advocates worry will inhibit future citizen-led policy changes, including cannabis reform.<\/p>\n<p>The law puts\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-marijuana-activists-say-new-ballot-restrictions-signed-by-governor-wont-stop-their-legalization-push\/\" target=\"_blank\" rel=\"nofollow noopener\">additional requirements on initiative \u201cgist\u201d language that voters see on the ballot<\/a>\u00a0and also revise policies around signature gathering to make it so petitioners could only submit signatures from up to 11.5 percent of registered voters in a single county for statutory proposals and 20.8 percent for constitutional measures.<\/p>\n<p>To that end, ORCA is leveraging a sizable network of allies in the state\u2019s existing medical cannabis space and other industries where hundreds have already agreed to keep petitions on-site, according to a lead organizer of the campaign.<\/p>\n<div class=\"fb-post\" data-href=\"https:\/\/www.facebook.com\/orcaok\/posts\/pfbid0AS6Y95XFxfoPnbgXxAVEST1oRCDLz8TqKmYXJuPcHE3BHuiYpmW3shXsgyRrDPQRl\" data-width=\"552\" style=\"background-color: #fff\" \/>\n<p>\u201cI feel pretty good. The strategy is pretty straightforward. At this point, we\u2019ve managed to secure somewhere between 250 and 300 retail locations across the state\u2014a lot of dispensaries, but also a lot of other allied locations\u201d to keep signature packets on site for voters, Jed Green, founder of OCRA, told Marijuana Moment on Monday. \u201cThat number does continue to grow daily.\u201d<\/p>\n<p>\u201cWhat we are focused on right now is making sure as many of those retail locations have all got signature packets here this week\u2014and so all the printing has gone on, all of that assemblies are going and we\u2019re starting to pump those into the distribution network,\u201d he said.<\/p>\n<div class=\"fb-post\" data-href=\"https:\/\/www.facebook.com\/orcaok\/posts\/pfbid0ohN7H7NEEWQfFdsXPELbxxhm5GfEL9LmtRVhwSstbYzffzbdFj1QphWNj5XBkizJl\" data-width=\"552\" style=\"background-color: #fff\" \/>\n<p>For its initial signature gathering campaign, ORCA will be focused on ensuring that rural areas are set up so that advocates will be able to monitor them as a \u201cbaseline.\u201d After that point, they\u2019ll target the state\u2019s larger cities like Oklahoma City and Tulsa.<\/p>\n<p>\u201cThen on top of that, it\u2019s a great time of the year for canvassing at public events. We\u2019ve got home football games, fairs, a ton of public events going on and concerts in the fall,\u201d Green said. \u201cStep one is to make sure that we\u2019ve got good retail access, and then, after that, the more traditional signature gathering.\u201d<\/p>\n<p>One of the challenges that campaign is facing is a relatively new law that put additional requirements on initiative \u201cgist\u201d language that voters see on the ballot and also revised policies around signature gathering to make it so petitioners could only submit signatures from up to 11.5 percent of registered voters in a single county for statutory proposals and 20.8 percent for constitutional measures.<\/p>\n<p>That law is currently being litigated for reasons unrelated to the specific cannabis proposal.<\/p>\n<p>In any case, Green said that after 30 days of its signature drive, \u201cwe\u2019ll take a look at how we\u2019re doing and what we may need to do to accelerate things if needed.\u201d<\/p>\n<p>Overall, \u201cfolks have gone from cautiously optimistic a few months ago to relatively enthusiastic now, and we\u2019re seeing folks coming on board daily to to help out,\u201d he said.<\/p>\n<p>\u201cSo everyone seems pretty enthusiastic right now. On the administrative end, we feel good. We\u2019ve got everyone set up for success,\u201d he said. \u201cIt\u2019ll be interesting to see how everything goes the first 30 days.\u201d<\/p>\n<p>In order to ultimately qualify for ballot placement, ORCA will need to collect at least 172,993 valid signatures from voters across the state.<\/p>\n<p>Green previously said that one of the key differences between the\u00a0<a href=\"https:\/\/www.sos.ok.gov\/documents\/questions\/837.pdf\" target=\"_blank\" rel=\"noopener\">initiative<\/a>\u00a0his organization is pushing and the one that failed at the ballot in 2023 is that it accounts for concerns about licensing rules.
