The governor of Texas won\u2019t say whether he plans to sign or veto a bill to outlaw all consumable hemp-derived cannabinoid products<\/a> containing any detectable THC that was sent to his desk last week.<\/p>\n Amid intense pushback from the hemp industry, military veterans groups and other stakeholders over the legislation from Sen. Charles Perry (R), Gov. Greg Abbott (R) was asked during an unrelated bill signing ceremony on Tuesday what he intends to do about the cannabis measure.<\/p>\n SB 3 \u201cis one of literally more than a thousand bills on my desk\u2014all of which need my careful consideration and evaluation\u2014and I will give all of those pieces of legislation the consideration and time that they deserve,\u201d Abbott said, while sitting beside one of the measure\u2019s most vocal supporters, Lt. Gov. Dan Patrick (R).<\/p>\n The comments came as hemp advocates and stakeholders delivered more than 100,000 petition signatures asking Abbott to veto the measure<\/a>. Critics of the bill have\u00a0said\u00a0the industry\u2014which employs an estimated 53,000 people\u2014would be decimated if the measure becomes law.<\/p>\n The governor has three options for the proposal: sign it, veto it or allow it to take effect without his signature. The deadline for his decision is June 22.<\/p>\n In a follow-up to Abbott, a reporter on Tuesday reframed his question to ask how he feels about the current policy \u201cas a dad,\u201d but the governor again declined to state his position, saying it was a \u201cvery nice twist of the question,\u201d but \u201cyou\u2019re still not going to get an answer.\u201d<\/p>\n Last month, a spokesperson for the governor similarly declined to disclose Abbott\u2019s plan for the bill, saying only that he \u201cwill thoughtfully review any legislation sent to his desk.\u201d<\/p>\n Texas lawmakers legalized the sale of consumable hemp in 2019, following enactment of the 2018 federal Farm Bill, which legalized the plant nationwide. That\u2019s led to an explosion of products\u2014including edibles, drinks, vape products and cured flower\u2014sold by an estimated 8,000 retailers.<\/p>\n Military veterans advocates, including\u00a0Texas Veterans of Foreign Wars, have called on the governor to veto the hemp ban<\/a>, saying it \u201cwould cause irreversible harm to communities across the state.\u201d<\/p>\n Farmers have also said the prohibition would\u00a0devastate a key sector of the state\u2019s agriculture industry<\/a>.<\/p>\n \u2014 Last month, meanwhile, the Texas House passed a pair of bills designed to\u00a0ensure speedy access to psychedelic-assisted therapy<\/a>\u00a0in the event of FDA approval, but they did not clear the Senate by the end of the session.<\/p>\n More recently, lawmakers over the weekend passed a bill to\u00a0significantly expand the state\u2019s medical marijuana program<\/a>, sending it to the governor.<\/p>\n Just days after the legislation from Rep. Ken King (R) advanced through the Senate, with amendments that watered down the original House proposal, bicameral negotiators worked out a compromise over the weekend and then each chamber gave final approval on Sunday.<\/p>\n The final version of the bill\u2014which cleared the House on a 138-1 vote and the Senate by a vote of 31-0\u2014would expand the state\u2019s list of medical cannabis qualifying conditions to include chronic pain, traumatic brain injury (TBI), Crohn\u2019s disease and other inflammatory bowel diseases, while also allowing end-of-life patients in palliative or hospice care to use marijuana.<\/p>\n Separately in Texas, a House committee approved a Senate-passed bill last month that would prohibit cities from\u00a0putting any citizen initiative on local ballots that would decriminalize marijuana<\/a>\u00a0or other controlled substances\u2014as several localities have already done despite lawsuits from the state attorney general.<\/p>\n Under the\u00a0proposal, state law would be amended to say that local entities \u201cmay not place an item on a ballot, including a municipal charter or charter amendment, that would provide that the local entity will not fully enforce\u201d state drug laws.<\/p>\n While several courts have\u00a0previously upheld local cannabis decriminalization laws<\/a>, an appellate court comprised of three conservative justices appointed by the governor has recently pushed back against two of those rulings, siding with the state in its legal challenge to the marijuana policy in\u00a0Austin<\/a>\u00a0and\u00a0San Marcos<\/a>.<\/p>\n Despite the ongoing litigation and advancement of the House and Senate bills, Texas activists have their targets set on yet another city, Kyle, where\u00a0they hope put an initiative before voters to enact local marijuana reform<\/a>\u00a0at the ballot this coming November.<\/p>\n A recent poll found that\u00a0four in five Texas voters want to see marijuana legalized in some form<\/a>, and most also want to see regulations around cannabis relaxed.<\/p>\n North Carolina Governor Backs Marijuana Legalization And Forms A Bipartisan Commission To Craft A Plan<\/a><\/p>\n<\/blockquote>\n\n Photo courtesy of Pixabay<\/a>.<\/em><\/p>\n The post Texas Governor Refuses To Say Whether He\u2019ll Sign Or Veto Hemp Ban Bill Amid Intense Pushback<\/a> appeared first on Marijuana Moment<\/a>.<\/p>\n
