{"id":81400,"date":"2025-05-28T07:42:34","date_gmt":"2025-05-28T15:42:34","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/05\/28\/london-mayor-backs-marijuana-decriminalization-after-a-commission-he-created-recommends-reform\/"},"modified":"2025-05-28T19:47:29","modified_gmt":"2025-05-29T03:47:29","slug":"london-mayor-backs-marijuana-decriminalization-after-a-commission-he-created-recommends-reform","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/05\/28\/london-mayor-backs-marijuana-decriminalization-after-a-commission-he-created-recommends-reform\/","title":{"rendered":"London Mayor Backs Marijuana Decriminalization After A Commission He Created Recommends Reform"},"content":{"rendered":"<\/p>\n<p>The mayor of London is voicing support for the decriminalization of marijuana following the release of a comprehensive report the government commissioned that ultimately determined that criminalizing people over simple possession of cannabis does more harm than good and disproportionately impacts minority communities.<\/p>\n<p>On Wednesday, London Mayor Sadiq Khan said the report from the independent London Drugs Commission (LDC), which he established, \u201cmakes a compelling, evidenced-based case for the decriminalization of possession of small quantities of natural cannabis.\u201d<\/p>\n<p>While the policy recommendation to move marijuana from the Misuse of Drugs Act to the Psychoactive Substances Act has been described as decriminalization, the proposal to remove any criminal penalties associated with low-level possession and stop police from conducting searches people over the smell of cannabis would effectively be non-commercial legalization.<\/p>\n<p>What the report expressly does not recommend, however, is legalizing and regulating cannabis sales\u2014at least for now. That comes as a disappointment to advocates, who feel the debate over reform and evidence from jurisdictions that have taken that step sufficiently shows that enacting commercial legalization would promote public safety with minimal risk.<\/p>\n<p>\u201cWe need fresh thinking on how to reduce the substantial harms associated with drug-related crime in our communities,\u201d the mayor said in a statement. \u201cBetter education, improved healthcare and more effective, equitable policing of cannabis use are long overdue.\u201d<\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We need fresh thinking on how to reduce the substantial harms associated with drug-related crime in our communities. <\/p>\n<p>My statement on the independent London Drugs Commission report &#x2b07;&#xfe0f; <a href=\"https:\/\/t.co\/dCz7YHsPqQ\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/dCz7YHsPqQ<\/a> <a href=\"https:\/\/t.co\/HksedIW83c\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/HksedIW83c<\/a><\/p>\n<p>\u2014 Sadiq Khan (@SadiqKhan) <a href=\"https:\/\/twitter.com\/SadiqKhan\/status\/1927646635116404883?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">May 28, 2025<\/a><\/p>\n<\/blockquote>\n<p \/><\/div>\n<p>\u201cThis comprehensive independent report makes a number of recommendations for City Hall, the government and others,\u201d Khan said. \u201cWe will be studying these recommendations carefully and sharing the report\u2019s findings with all the relevant parties, including the government, local authorities, the Met police, [National Health Service] London and other health and education partners.\u201d<\/p>\n<p>The LDC report\u2014titled \u201cThe Cannabis Conundrum: A Way Forward For London\u201d\u2014includes a total of 42 recommendations, both for London and the U.K. more broadly, that focus on the \u201ceducation, healthcare and policing of cannabis.\u201d<\/p>\n<p>Beyond decriminalizing marijuana, the body advised the government to study racial disparities in cannabis enforcement, conduct an updated cost-benefit analysis of legalization, codify that the smell of marijuana can\u2019t be used as a pretext for a police search and explore the possibility of allowing limited home cultivation\u2014with the caveat that the commission feels that policy shouldn\u2019t be implemented until evidence demonstrates it can mitigate the illicit market.<\/p>\n<p>But LDC repeatedly emphasized that it is not endorsing commercial legalization.<\/p>\n<p>\u201cPossible gains from legalization, including tax revenues and reductions in criminalization, can be realized early,\u201d it said. \u201cHowever, the extent of harms, particularly with respect to public health, as well as personal and societal costs, take longer to emerge and are not yet well understood.\u201d<\/p>\n<p>\u201cIt is commonplace for legalization to be seen as the panacea for all the problems associated with the prohibition of cannabis use,\u201d the report said. \u201cWe have not come to that conclusion, but we do not make the case for retaining the status quo.\u201d<\/p>\n<p>Decriminalizing cannabis possession, while maintaining criminal penalties for the sale, manufacturing and importation of marijuana, \u201crepresents the best way of addressing key harms of the current law, without risking others that further relaxation, or legalization, at least at the moment, would likely entail,\u201d it said.<\/p>\n<p>Lord Charlie Falconer KC, chair of LDC, <a href=\"https:\/\/www.london.gov.uk\/programmes-strategies\/mayors-office-policing-and-crime-mopac\/mopac-governance-and-decision-making\/london-drugs-commission\" target=\"_blank\" rel=\"noopener\">said<\/a> in a press release that the report represents \u201cthe most extensive consideration of what is the correct public policy response to cannabis in recent times.\u201d<\/p>\n<p>\u201cIt is clear that a fundamental reset is required. Legalization is not the answer. The criminal justice system response needs to focus only on the dealers and not the users,\u201d he said. \u201cThose who suffer from the adverse effects of cannabis\u2014which may be a small percentage of users but it is a high number of people\u2014need reliable, consistent medical and other support. And there needs to be much more education on the risks of cannabis use.\u201d<\/p>\n<p>\u201cOur Report provides detailed recommendations on how the law needs to change to reflect a new focus for the criminal justice system, and how the response of the public and other sectors can better support those damaged by cannabis use,\u201d Falconer added.<\/p>\n<p>Despite the report\u2019s findings and the mayor\u2019s endorsement, a spokesperson for the U.K. government\u2019s Home Office, which would be responsible for reclassifying controlled substances, <a href=\"https:\/\/www.thetimes.com\/uk\/london\/article\/sadiq-khan-decriminalise-cannabis-g2lb0vk3c\" target=\"_blank\" rel=\"noopener\">told<\/a> The Times that it currently has \u201cno intention\u201d of changing the legal status of cannabis.<\/p>\n<p>\u201cWe will continue to work with partners across health, policing and wider public services to drive down drug use, ensure more people receive timely treatment and support, and make our streets and communities safer,\u201d they said. \u201cWe have no intention of reclassifying cannabis from a class B substance under the Misuse of Drugs Act.\u201d<\/p>\n<p>Current law makes possession of marijuana punishable by a maximum five year prison sentence. And, notably, the Home Office recently released its own report along with RAND Europe that reached the conclusion that the enforcement of criminalization for drugs is <a href=\"https:\/\/www.marijuanamoment.net\/drug-enforcement-leads-to-increases-in-violence-report-published-by-uk-government-concludes\/\" target=\"_blank\" rel=\"nofollow noopener\">more likely to increase violence than decrease it<\/a>.<\/p>\n<p>Steve Rolles, senior policy analyst for the Transform Drug Policy Foundation, told Marijuana Moment that he\u2019s \u201cdisappointed\u201d with the report\u2019s final recommendation, as he\u2019d \u201choped for so much more.\u201d<\/p>\n<p>\u201cThe critique of criminalization and accompanying semi-decrim call is welcome of course,\u201d he said. However, the \u201crejection of legal regulation is based on tired arguments\u201d such as the commission\u2019s suggestion that legalization wouldn\u2019t meaningfully reduce the illicit market and that youth would have wider access.<\/p>\n<p \/>\n<p>\u201cThey seem to be arguing that it could be done badly and have some bad outcomes\u2014but this is like saying, \u2018Why did you you build a bridge over the ravine out of matchsticks?\u2019 OBVIOUSLY YOU NEED TO DO IT PROPERLY,\u201d Rolles said.<\/p>\n<p>A report released earlier this year by Transform found that legalizing and taxing marijuana for adults in the U.K. would <a href=\"https:\/\/www.marijuanamoment.net\/the-uk-could-earn-1-5-billion-in-annual-revenue-and-savings-by-legalizing-marijuana-report-finds\/\" target=\"_blank\" rel=\"nofollow noopener\">earn the country an estimated \u00a31.5 billion in tax revenue and government savings<\/a> each year.<\/p>\n<p>A United Nations agency report from last September <a href=\"https:\/\/www.marijuanamoment.net\/un-agency-says-drug-war-has-major-human-rights-impacts-urging-countries-to-instead-adopt-a-public-health-approach\/\" rel=\"noopener\" data-google-interstitial=\"false\" target=\"_blank\">highlighted human rights concerns raised by the war on drugs<\/a>, urging member states to shift from punitive drug-control policies to an approach rooted in public health. Dealing with drugs as a criminal problem, it said, is causing further harm.<\/p>\n<p>That same year, the government of Scotland, which is part of the U.K., said that <a href=\"https:\/\/www.marijuanamoment.net\/scotland-calls-on-uk-to-end-failed-drug-war-with-decriminalization-and-harm-reduction-approach\/\" data-google-interstitial=\"false\" target=\"_blank\" rel=\"nofollow noopener\">the war on drugs had \u201cfailed\u201d and that it was time to decriminalize currently illicit substances<\/a>, while promoting harm reduction services like overdose prevention centers.<\/p>\n<p>Separately, U.S. Sen.
