Conservative lawmakers who won the most votes in the election have expressed their desire to roll back the law, but they were not able to get another party to agree to that plan as part of the new coalition agreement announced on Wednesday.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">\u201cIn the fall of 2025, we will conduct an open-ended evaluation of the cannabis law,\u201d says a new 146-page coalition agreement between the Christian Democratic Union (CDU), Christian Social Union (CSU) and Social Democratic Party (SPD), according to a translation.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Lawmakers who support the marijuana legalization law cheered the new agreement, which for now will leave in place the Cannabis Consumption Act (Konsumcannabisgesetz, or CanG) rather than seek to repeal it.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">\u201cFor all those who thought this was important: #CanG stays!\u201d Carmen Wegge, an SDP politician in the country\u2019s Bundestag, posted on social media after the release of the new agreement.<\/span><\/span><\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"de\" dir=\"ltr\">F\u00fcr alle denen das wichtig war: <a href=\"https:\/\/twitter.com\/hashtag\/CanG?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#CanG<\/a> bleibt!<\/p>\n<p>\u2014 Carmen Wegge (@CarmenWegge) <a href=\"https:\/\/twitter.com\/CarmenWegge\/status\/1909954771395424555?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">April 9, 2025<\/a><\/p>\n<\/blockquote>\n<p \/><\/div>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">The German Hemp Association (DHV) also cheered the news of the <\/span><\/span><a href=\"https:\/\/www.cdu.de\/aktuelles\/cdu-deutschlands\/cdu-csu-und-spd-uebernehmen-verantwortung-fuer-deutschland\/\" target=\"_blank\" rel=\"noopener\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">agreement<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">\u201cThe CanG won\u2019t be reversed for now!\u201d the trade group said on social media\u2014an indication of just how concerned legalization supporters were that results of the national election could undo the reform.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Niklas Kouparanis, co-founder and CEO of the German medical marijuana company Bloomwell Group said the country\u2019s cannabis industry \u201cis breathing a sigh of relief.\u201d<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">\u201cThe new government is sending a strong signal: Germany\u2019s legal cannabis industry is sustainable even under a CDU chancellor,\u201d Kouparanis said in a statement. \u201cCannabis in Germany will attract global interest and investors, more jobs will be created, sales will continue to rise, the state will generate more tax revenue and we\u2019re projecting that soon more than a million patients will benefit from medical cannabis.\u201d<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">\u201cThe Coalition agreement confirms what many already forecasted,\u201d he added: \u201clegal cannabis is here to stay.<\/span><\/span><\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"de\" dir=\"ltr\">Koalitionsvertrag zwischen CDU\/CSU und SPD zu Cannabis: &#8220;Im Herbst 2025 f\u00fchren wir eine ergebnisoffene Evaluierung des Gesetzes zur Legalisierung von<br \/>Cannabis durch.&#8221;<\/p>\n<p>Also wird das CanG erstmal nicht zur\u00fcckgedreht! &#x1f525;<a href=\"https:\/\/twitter.com\/hashtag\/NieWiederKriminell?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#NieWiederKriminell<\/a><a href=\"https:\/\/t.co\/wtG4V35CUC\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/wtG4V35CUC<\/a><\/p>\n<p>\u2014 Hanfverband (@hanfverband) <a href=\"https:\/\/twitter.com\/hanfverband\/status\/1909959357942452671?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">April 9, 2025<\/a><\/p>\n<\/blockquote>\n<p \/><\/div>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">There was good reason for supporters to be concerned. Ahead of last year\u2019s election, two of the parties now in power\u2014CDU and CSU\u2014said in a manifesto that they would be \u201cabolishing the traffic light coalition\u2019s cannabis law,\u201d claiming that the plan \u201cprotects dealers and exposes our children and teenagers to drug use and addiction.\u201d<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Other parties also addressed cannabis issues in the run-up to the elections.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Beginning in April of last year, <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/germanys-marijuana-legalization-law-officially-takes-effect-allowing-personal-possession-and-cultivation-for-adults\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">the legalization of possession and home cultivation for adults<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> took effect. Cannabis social clubs\u00a0 <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/german-officials-approve-countrys-first-marijuana-social-club-since-legalization-took-effect\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">also began to open, providing members with legal access to marijuana products<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> .<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">In December, the federal minister for food and agriculture signed off on a plan to <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/top-german-official-approves-rules-allowing-commercial-marijuana-sales-pilot-programs-for-research-purposes\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">allow for research-focused commercial marijuana pilot programs<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> to test legal and regulated access to cannabis for consumers.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">At the local level, the city of Frankfurt late last year announced plans to move forward with a <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/german-cannabis-club-distributes-first-legal-marijuana-to-members-as-officials-announce-broader-pilot-program-for-sales\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">five-year pilot program that would make cannabis products available to adults more broadly<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> , with the city of Hanford also pursuing a similar plan. A number of other localities have also\u00a0 <\/span><\/span><a href=\"https:\/\/cannabiswirtschaft.de\/cannabis-modellprojektinteressierte-kommunen-und-bundeslaender-in-deutschland\/\" target=\"_blank\" rel=\"noopener\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">expressed interest<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> \u00a0in conducting cannabis sales pilot projects.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Despite widespread concern that results of February\u2019s election could spell doom for the legalization law, most Germans\u2014 <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/majority-of-germans-support-legalizing-marijuana-similar-to-u-s-states-new-poll-shows-amid-concerns-about-reversal-of-reform-law-in-2025\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">59 percent of eligible voters<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> \u2014support allowing adults to purchase cannabis from licensed stores.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">For the previous three years Germans were polled on the issue, support sat at just under 50 percent. But as the country\u2019s marijuana law began being implemented last year, there was a spike in favor of the policy change.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Notably, respondents who identified as CDU or CSU\u2014two of the three coalition parties behind the new agreement\u2014were the only political affiliations among which majorities of voters supported rolling back the reform law.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">German officials last year convened an international conference where leaders were invited to <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/germany-hosts-five-other-european-nations-at-joint-marijuana-meeting-to-discuss-legalization-experiences\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">share their experiences with legalizing and regulating marijuana<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> , with a focus on public health and mitigating the illicit market.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">Representatives from Luxembourg, Malta, the Netherlands, the Czech Republic and Switzerland were invited by German Commissioner for Addiction and Drug Issues Burkhard Blienert to the meeting in Berlin.<\/span><\/span><\/p>\n<p><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">The countries that participated in the ministerial have varying cannabis policies. Malta, for example,\u00a0 <\/span><\/span><a href=\"https:\/\/www.marijuanamoment.net\/malta-officially-legalizes-marijuana-with-presidents-signature-becoming-first-in-europe-to-end-cannabis-prohibition\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\"><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\">became the first European country to enact cannabis legalization<\/span><\/span><\/a><span style=\"vertical-align: inherit\"><span style=\"vertical-align: inherit\"> \u00a0in 2021.
