Jim Pressel (R-Rolling Prairie). The underlying legislation originally just dealt with BMV agency matters, like insurance verification, specialty license plates and registration stickers.<\/p>\n<p>But among multiple changes adopted by the Senate Homeland Security and Transportation Committee on Tuesday\u2014including a significant amendment addressing \u201cpredatory\u201d towing\u2014was a ban on \u201coutdoor\u201d marijuana advertising, notably on highway billboards.<\/p>\n<p>Specifically, the amended bill language seeks to prohibit outdoor advertisements for products containing marijuana or a variety of other controlled substances, including heroin, LSD and ecstasy.<\/p>\n<p>The <a href=\"https:\/\/iga.in.gov\/legislative\/2025\/bills\/house\/1390\" target=\"_blank\" rel=\"noopener\">bill<\/a> now moves to the Senate Appropriations Committee.<\/p>\n<p>Pressel, whose district extends to Indiana\u2019s northern border, described \u201cbillboards all over the place that say, \u2018Come to my store and buy this,\u2019\u201d referencing dispensaries in Michigan, where recreational marijuana is legal.<\/p>\n<p>\u201cAnd we have trucks\u2014mobile billboards\u2014that drive around and sit in front of our parks. That\u2019s unacceptable, and it sends a mixed message to the consumer that this product is legal in Indiana, which it is not,\u201d said Pressel, who unsuccessfully attempted to add the provision to a separate House bill earlier in the session.<\/p>\n<p>\u201cI think that\u2019s an unfair message,\u201d he continued, \u201cand I believe that we should get in front of this to say that if it\u2019s an illegal substance, listed on our illegal substance list in the state of Indiana, you should not be able to advertise for that.\u201d<\/p>\n<p>Multiple advertisers pushed back.<\/p>\n<p>Ron Breymier, executive director of the Outdoor Advertising Association of Indiana, cited First Amendment issues.
