{"id":80457,"date":"2025-03-05T09:27:06","date_gmt":"2025-03-05T17:27:06","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/03\/05\/trump-white-house-invites-proposal-on-federal-marijuana-legalization-activist-says\/"},"modified":"2025-03-05T19:47:19","modified_gmt":"2025-03-06T03:47:19","slug":"trump-white-house-invites-proposal-on-federal-marijuana-legalization-activist-says","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/03\/05\/trump-white-house-invites-proposal-on-federal-marijuana-legalization-activist-says\/","title":{"rendered":"Trump White House Invites Proposal On Federal Marijuana Legalization, Activist Says"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2025\/03\/MM_Bill_Tracker_V5_blank-3.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>A longtime drug policy reform advocate says he spoke with a White House staffer at an event last week and was invited to submit a proposal outlining why President Donald Trump should back federal marijuana legalization.<\/p>\n<p>At Americans for Tax Reform\u2019s (ATR) weekly \u201cWednesday Meeting\u201d of conservative activists hosted by Grover Norquist last week, Citizens Against Prohibition (COP) drug policy specialist Howard Wooldridge said a White House representative welcomed proposals from all attendees\u2014and he was able to personally discuss his plan to advise the administration to adopt a pro-legalization position.<\/p>\n<p>\u201cI got a couple minutes with her, just one-on-one, and basically gave her the basics that my organization of law enforcement and citizens would like to see an end to the drug war and make it a medical issue in the macro,\u201d Wooldridge told Marijuana Moment in a phone interview on Tuesday.<\/p>\n<p>\u201cShe was very open to any and all suggestions coming to that particular meeting, because it obviously is a friendly environment for someone who\u2019s coming from the Trump White House,\u201d he said. \u201cShe was certainly a good listener.\u201d<\/p>\n<p>Wooldridge\u2014who also co-founded Law Enforcement Against Prohibition (LEAP), which has since been renamed Law Enforcement Action Partnership\u2014declined to provide the name of the administration staffer, given certain expectations of decorum at the weekly meeting that\u2019s been going on for over 30 years. Marijuana Moment reached out to the White House for comment, but a representative was not immediately available.<\/p>\n<p>As far as the cannabis proposal is concerned, Wooldridge said he would be submitting it by the end of this week, with consultation from well-known conservative cannabis lobbyist Don Murphy.<\/p>\n<p>\u201cBasically what I\u2019m going to bring in the proposal is the political advantages for the Trump administration to end the policy of federal prohibition,\u201d Wooldridge said, stressing the potential appeal of pitching a states\u2019 rights position on the issue of legalization to the Republican president\u2019s team.<\/p>\n<p>Trump has backed that states\u2019 rights perspective in the past, and on the campaign trail he also endorsed a Florida marijuana legalization proposal as well as federal rescheduling and industry banking access.<\/p>\n<p>But in the months since he came out in favor of those reforms, he\u2019s been notably silent on the issue. For example, even after securing the release of an American who was incarcerated in Russia over marijuana possession\u2014and inviting him to the Capitol for an address to a joint session of Congress this week\u2014<a href=\"https:\/\/www.marijuanamoment.net\/trump-invites-former-medical-marijuana-prisoner-to-speech-before-joint-session-of-congress\/\" target=\"_blank\" rel=\"nofollow noopener\">Trump declined to acknowledge the underlying cannabis charges<\/a>.<\/p>\n<p>In any case, the forthcoming proposal is an attempt to bring the president back into the conversation. From Wooldridge\u2019s perspective, getting Trump to explicitly call on Congress to act on a reform bill is the only feasible pathway given the ongoing resistance to loosening marijuana laws by current GOP House and Senate leadership.<\/p>\n<p>If Trump gives them that mandate \u201cmembers of Congress of the Republican Party are not going to resist the will of Donald Trump on essentially anything,\u201d he said.<\/p>\n<p>Wooldridge said in an email newsletter sent to his organization\u2019s supporters that the administration staffer who invited the proposal indicated that if it was approved, he would be invited to the White House \u201cfor a discussion on why should Trump support legalizing marijuana at the federal level.\u201d<\/p>\n<p>Murphy, a GOP lobbyist with the American Cannabis Collective, is going to assist in the drafting of Wooldridge\u2019s proposal to the White House. Specifically, Murphy is going to help with \u201cconservative messaging\u201d around the issue.<\/p>\n<p>\u201cThere are plenty of reasons why the president should do this. Kennedy Jr., was previously vocal about his support for marijuana legalization.<\/p>\n<p>Despite that stated support, however, following his confirmation Kennedy said last month that he is \u201cworried about\u201d the normalization of high-potency marijuana and that <a href=\"https:\/\/www.marijuanamoment.net\/rfk-jr-says-marijuana-can-have-catastrophic-impacts-on-consumers-but-state-level-legalization-can-spur-research-on-its-harms-and-benefits\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">he feels its use can have \u201creally catastrophic impacts\u201d on people<\/a>, but that state-level legalization can facilitate research into its harms and benefits.<\/p>\n<p>The comments came on the same day that Sen. Pete Ricketts (R-NE) said he received a commitment from Kennedy to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/rfk-will-follow-the-science-on-the-harms-of-marijuana-gop-senator-says-following-vote-confirming-trumps-health-secretary-pick\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">\u201cfollow the science on the harms of marijuana.\u201d<\/a><\/p>\n<p>Ricketts had already disclosed earlier this month that he spoke to Kennedy about the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/gop-senator-pushes-rfk-jr-on-preventing-the-expansion-of-marijuana-as-trumps-health-secretary\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">the \u201cimportance\u201d of \u201cpreventing the expansion of marijuana.\u201d<\/a>\u00a0Now he says \u201cRFK committed to me that he would follow the science on the harms of marijuana.\u201d<\/p>\n<p>Despite Kennedy\u2019s history of advocating for cannabis legalization, he said last month that he will\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/rfk-says-hell-defer-to-dea-on-marijuana-rescheduling-as-trumps-health-secretary-while-dodging-questions-on-legalization-support\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">defer to the Drug Enforcement Administration (DEA) on marijuana rescheduling<\/a>\u00a0in his new role.<\/p>\n<p>That could complicate rescheduling. Last month, <a href=\"https:\/\/www.marijuanamoment.net\/trumps-new-dea-leader-has-a-just-say-no-stance-on-marijuana-linking-cannabis-use-to-suicide-risk-and-schizophrenia\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Trump officially named his pick to lead DEA<\/a>\u2014selecting a decades-long agency veteran and top Virginia official who\u2019s voiced concerns about the dangers of marijuana and linked its use to higher suicide risk among youth.<\/p>\n<p>Separately, anti-marijuana Rep. Andy Harris (R-MD) told Marijuana Moment recently that it\u2019s \u201cdefinitely\u201d time to have a talk with Kennedy\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/gop-congressman-wants-to-talk-with-rfk-jr-about-how-marijuana-is-harmful-as-trumps-cabinet-pick-heads-to-confirmation-vote\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">to convince him that \u201cmarijuana is harmful\u201d<\/a>\u00a0and that the way to make Americans healthy is by \u201climiting\u201d its use.<\/p>\n<p>Prior to Kennedy\u2019s written responses to members of the Senate Finance Committee that gave him initial approval, Sen.
