Local jurisdictions would be able to set limits on the location, size and operational hours of the facilities.<\/p>\n<p>Organizers are hoping to qualify the measure for the state\u2019s November 2026 ballot.<\/p>\n<p>\u201cThese establishments would allow customers to consume cannabis on-site, providing a safe and legal environment that aligns with Oregon\u2019s existing laws and standards,\u201d an overview of the proposal says. \u201cCannabis cafes would also create new economic opportunities, expand tourism, and contribute to the state\u2019s ongoing commitment to responsible cannabis consumption.\u201d<\/p>\n<p>Smoking and vaping marijuana would be allowed in designated areas in the cafes, which would be required to install high-efficiency ventilation systems that would capture airborne particles and prevent smoke from infiltrating non-smoking or food preparation areas.<\/p>\n<p>Would-be operators could apply for licenses \u201cto operate at cannabis cafes under the new regulations within six months of enactment,\u201d says the proposal filed last week with the Oregon Secretary of State. The businesses would begin operating about 18 months after passage, according to a separate summary.<\/p>\n<p>\u201cThe State has recently approved our petition initiative however we still need 1,000 signatures in order to get this drafted for the ballot,\u201d Justyce Seith, the chief petitioner on the proposal, told Marijuana Moment in an email.<\/p>\n<p>That threshold is needed to receive a ballot title from state officials. Tobacco use would also be prohibited, she said\u2014meaning no blunts or spliffs at lounges\u2014though that isn\u2019t mentioned in the summary itself.<\/p>\n<p>Cafes would also need to have on-site security and would \u201cwork closely with local law enforcement to ensure that no patrons leave the premises under the influence of cannabis or engage in impaired driving,\u201d the summary says.<\/p>\n<p>\u201cIt\u2019s bewildering to me that Oregon is such an innovator and a leader in the cannabis industry and, somehow, other states are surpassing us on this issue,\u201d she told <a href=\"https:\/\/www.wweek.com\/cannabis\/2025\/02\/17\/a-ballot-initiative-seeks-to-legalize-cannabis-cafes-in-oregon\/\" target=\"_blank\" rel=\"noopener\">Willamette Week<\/a>, which first reported the ballot measure effort. Nearly a dozen states already allow some form of on-site cannabis consumption.<\/p>\n<p>The publication also notes that Portland briefly hosted a hemp-focused consumption lounge from 2021 to 2023:<\/p>\n<p style=\"padding-left: 40px\">Portland actually did already have a cannabis cafe (of sorts) a few years ago. Hemp Bar opened at 6258 SE Foster Road in May 2021 and served hemp pre-rolls, hemp blunts, CBD-infused mocktails and edibles\u2014just nothing containing more than 0.3% THC.
