{"id":80201,"date":"2025-02-12T05:37:56","date_gmt":"2025-02-12T13:37:56","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/02\/12\/bipartisan-governors-in-multiple-states-propose-significant-marijuana-tax-increases\/"},"modified":"2025-02-12T19:48:36","modified_gmt":"2025-02-13T03:48:36","slug":"bipartisan-governors-in-multiple-states-propose-significant-marijuana-tax-increases","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2025\/02\/12\/bipartisan-governors-in-multiple-states-propose-significant-marijuana-tax-increases\/","title":{"rendered":"Bipartisan Governors In Multiple States Propose Significant Marijuana Tax Increases"},"content":{"rendered":"<\/p>\n<p>Governors in at least four U.S. states are proposing significant tax increases for legal marijuana products.<\/p>\n<p>In Maine, Maryland, Michigan and Ohio, bipartisan governors are floating tax hikes within their state cannabis programs\u2014a trend that raises questions about balancing revenue goals with the need to bring consumers into the legal marketplace.<\/p>\n<p>These aren\u2019t small tax proposals on the table, either. Here\u2019s a rundown of the governors\u2019 plans that they hope to see legislatures implement in the 2025 session:<\/p>\n<h3>Maine<\/h3>\n<p>In Maine, Gov. Janet Mills (D) put forward a budget request late last month that would increase the sales tax on marijuana by 40 percent, raising it from 10 percent to 14 percent beginning January 1, 2026.<\/p>\n<p>The governor\u2019s office <a href=\"https:\/\/www.maine.gov\/governor\/mills\/news\/governor-mills-unveils-balanced-biennial-budget-proposal-2025-01-10\" target=\"_blank\" rel=\"noopener\">estimates<\/a> that the tax rate change would generate almost $4.2 million in additional revenue in the 2026 fiscal year and $11.5 million in the next fiscal year.<\/p>\n<h3>Maryland<\/h3>\n<p>Under Gov. Wes Moore\u2019s (D) budget plan, the tax rate on marijuana would increase from 9 percent to 15 percent\u2014a 67 percent hike\u2014starting in July 2026.<\/p>\n<p>Meanwhile, the <a href=\"https:\/\/governor.maryland.gov\/news\/press\/pages\/governor-moore-releases-mooremiller-administration-fy-2026-budget-proposal.aspx\" target=\"_blank\" rel=\"noopener\">budget<\/a> also calls for a strategic investment of $5 million to convert a vacant armory in Catonsville \u201cinto an incubator space for cannabis businesses.\u201d<\/p>\n<p>Meanwhile, last week at his State of the State address, Moore touted legislation that would <a href=\"https:\/\/www.marijuanamoment.net\/maryland-governor-pushes-to-build-on-mass-marijuana-pardons-through-bill-to-expand-expungement-eligibility\/\" target=\"_blank\" rel=\"noopener\">expand opportunities for people to have their criminal records for marijuana expunged<\/a>.<\/p>\n<h3>Michigan<\/h3>\n<p>Michigan Gov. Gretchen Whitmer (D) is seeking to impose a new wholesale marijuana tax that would be paid by licensed cannabis operators, rather than consumers.<\/p>\n<p>Her office said that the intent is to close a \u201cloophole\u201d that\u2019s exempted the industry from such a tax. However, while the policy change is projected to bring in $470 million in new revenue\u2014which would go toward road repairs\u2014the governor didn\u2019t specify what she thinks the exact tax rate should be, saying that would be up for negotiation with the legislature.<\/p>\n<p id=\"6R55QC5IXRCRDDKSKY74CTTBFY\" class=\"article__paragraph article__paragraph--left\">\u201cAfter voters legalized marijuana, the industry has grown exponentially thanks in part to Michigan\u2019s industry-friendly taxes, the fourth lowest in the nation,\u201d Whitmer\u2019s office <a href=\"https:\/\/www.michigan.gov\/whitmer\/news\/press-releases\/2025\/02\/10\/whitmer-introduces-mi-road-ahead-plan-to-fix-the-damn-roads\" target=\"_blank\" rel=\"noopener\">said<\/a> in a press release. \u201cThe industry, which recorded billions in sales in 2024, uses Michigan roads to transport marijuana multiple times throughout the process, including to grow operations, testing labs, distribution hubs and finally retail stores.\u201d<\/p>\n<h3>Ohio<\/h3>\n<p>In Ohio, Gov. Mike DeWine (R) is proposing to double the 10 percent tax rate on cannabis under the state\u2019s voter-approved legalization law to 20 percent.<\/p>\n<p>The <a href=\"https:\/\/governor.ohio.gov\/media\/news-and-media\/governor-dewine-introduces-biennial-executive-budget-proposal\" target=\"_blank\" rel=\"noopener\">hike<\/a> would go even further than a bill that passed the state Senate in late 2023. That legislation, which the governor tentatively supported, <a href=\"https:\/\/www.marijuanamoment.net\/ohio-senate-committee-approves-bill-to-allow-marijuana-sales-from-dispensaries-immediately-keep-home-grow-and-expunge-records\/\" target=\"_blank\" rel=\"noopener\">called for a 15 percent tax on cannabis<\/a>.<\/p>\n<p>Last month, Ohio Republican lawmakers separately revived an effort to significantly alter the state\u2019s voter-approved marijuana legalization law\u2014in part by <a href=\"https:\/\/www.marijuanamoment.net\/ohio-gop-lawmakers-introduce-bill-to-raise-marijuana-tax-restrict-home-grow-and-eliminate-social-equity-funding\/\" target=\"_blank\" rel=\"noopener\">raising the tax on cannabis products to 15 percent<\/a>, halving the number of plants adults could grow and eliminating certain social equity provisions.<\/p>\n<p>Notably, DeWine\u2014who opposes legalization but pledged to implement the will of voters that approved the reform\u2014is proposing a tax rate on cannabis that matches what pro-legalization Pennsylvania Gov. Josh Shapiro (D) called for in his latest budget request.
