North Dakota voters defeated a marijuana legalization initiative at the ballot on Tuesday.<\/p>\n
The most recent polling indicated that advocates with the New Economic Frontier campaign needed to close a gap to convince enough voters, a plurality of whom already say they back the cannabis measure, to reach the required majority. But they were ultimately unsuccessful in that effort.<\/p>\n
North Dakota voters also rejected an earlier cannabis legalization proposal<\/a>\u00a0at the ballot box two years ago.<\/p>\n

Let’s keep pushing for smarter approaches to protect our families! pic.twitter.com\/AIzrvwGsn3<\/a><\/p>\n \u2014 SAM (@learnaboutsam) November 6, 2024<\/a><\/p>\n<\/blockquote>\n\n What polls said about voters\u2019 preferences:<\/strong><\/p>\n A poll released last month found the legalization measure ahead with a plurality of support<\/a>\u2014but without the majority needed to pass at this point due to a sizable share of voters who remain undecided on the reform.<\/p>\n That survey was more encouraging for advocates than another poll released in August that found sizable majority opposition to the measure<\/a>.<\/p>\n 2024 campaign:<\/strong><\/p>\n New Economic Frontier said in September that they submitted more than 22,000 voter signatures<\/a>. They needed at least 15,582 valid signatures to qualify the proposal and officials ultimately\u00a0validated\u00a018,964 signatures.<\/p>\n In August, North Dakota Secretary of State Michael Howe (R) certified that organizers behind the legalization initiative had\u00a0collected enough valid voter signatures to put the measure on November\u2019s ballot<\/a>.<\/p>\n In an effort to shore up support for the legalization measure, North Dakota activists released an ad last month<\/a> emphasizing the revenue the state is missing out on as its neighbors build up their cannabis markets.<\/p>\n Meanwhile, there\u2019s been a stepped-up opposition push<\/a>, with the\u00a0North Dakota\u2019s Medical Association, Hospital Association, Peace Officers Association, Chiefs of Police Association and Sheriffs and Deputies Association all recently coming out against the measure.<\/p>\n North Dakota lawmakers have been divided over how to estimate revenue and expenses for the state if voters approve the legalization proposal\u2014but a legislative panel\u00a0landed on a projection of $10.3 million in revenue<\/a>\u00a0for the 2025-2027 biennium if the reform is enacted.<\/p>\n As for neighboring states, cannabis already legal in Montana and Minnesota, and it\u2019s also on the ballot in South Dakota this year<\/a>.<\/p>\n Advocates with the separate group\u00a0North Dakota Cannabis Caucus started collecting signatures<\/a>\u00a0to qualify a constitutional amendment legalizing cannabis for the 2022 ballot, but they did not gather enough by deadline.<\/p>\n New Approach ND previously led an effort to place a\u00a0legalization measure on the 2018 ballot that was defeated<\/a>\u00a0by voters. They filed another initiative for 2020, but signature gathering complications largely caused by the coronavirus pandemic got in the way.<\/p>\n North Dakota voters approved a medical cannabis ballot measure in 2016.<\/p>\n Past legislative North Dakota cannabis reform efforts:<\/strong><\/p>\n In 2021, North Dakota\u2019s House approved a marijuana legalization bill sponsored by Rep. Jason Dockter (R), but it was\u00a0ultimately defeated in the Senate after advancing through committee<\/a>.<\/p>\n Following that defeat, some senators\u00a0devised a new plan to advance the issue<\/a>\u00a0by referring it to voters on the 2022 ballot.
