Andy Beshear (D) said regulators will start taking medical marijuana business license applications on Monday, July 1.<\/p>\n<p>\u201cThis administration has been working hard to expedite the timeline for making medical cannabis available to Kentuckians with serious medical conditions,\u201d Beshear said in a press release. \u201cI am pleased to report that Team Kentucky will begin accepting applications from prospective medical cannabis businesses beginning next Monday, July 1\u2013a full 6 months ahead of schedule.\u201d<\/p>\n<p>The governor also announced that the state Board of Medical Licensure and Board of Nursing will be simultaneously start issuing permits for doctors and nurses to issue medical cannabis recommendations to patients at the beginning of next month.<\/p>\n<p>\u201cWe are excited that the program will be able to issue licenses in 2024 rather than 2025,\u201d Cabinet for Health and Family Services Secretary Eric Friedlander said. \u201cFrom its inception, the program has been focused on ensuring patients with serious medical conditions like cancer, PTSD, multiple sclerosis and other symptoms and conditions have safe access to medical cannabis.\u201d<\/p>\n<p>The expedited timeline was made possible under a bill Beshear signed in April.<\/p>\n<p>\u201cThe program is also focused on ensuring cannabis business licensing is fair and transparent,\u201d Sam Flynn, executive director of the Kentucky Medical Cannabis Program, <a href=\"https:\/\/www.chfs.ky.gov\/News\/Documents\/20240418%20Medical%20Cannabis%20Update.pdf\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cTo do so, the program has partnered with the Kentucky Lottery Corporation, to issue medical cannabis business licenses using a lottery system. Other states have also adopted this approach. Kentucky\u2019s first license lottery will be held this October.\u201d<\/p>\n<p>\u201cIt is also critical that our cannabis business licensing framework ensures the new industry is both stable and sustainable\u2014with an emphasis on small business\u2014and provides product growth to meet cardholder demand,\u201d he said.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The application period for cannabis business licenses in Kentucky is quickly approaching! Learn more: <a href=\"https:\/\/t.co\/BmgsXMYO5F\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/BmgsXMYO5F<\/a><\/p>\n<p>\u2014 Kentucky Office of Medical Cannabis (@MedCanKY) <a href=\"https:\/\/twitter.com\/MedCanKY\/status\/1805995971282690063?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 26, 2024<\/a><\/p>\n<\/blockquote>\n<p\/>\n<p>Before lawmakers passed medical marijuana legalization legislation, the governor took executive action to <a href=\"https:\/\/www.marijuanamoment.net\/kentucky-governor-signs-executive-order-creating-new-medical-marijuana-workgroup-while-launching-website-on-legalization-implementation\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">legally protect patients who possess medical cannabis purchased at out-of-state licensed retailers<\/a>\u00a0by exercising his unilateral authority to grant pardons to anyone who meets certain criteria.<\/p>\n<p>He was also invited to participate in a <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-vp-harris-talks-marijuana-ahead-of-white-house-meeting-with-cannabis-pardon-recipients\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">historic roundtable discussion at the White House in March alongside Vice President Kamala Harris<\/a>\u00a0and pardon recipients who received clemency under President Joe Biden\u2019s pardon proclamations.<\/p>\n<p>After Biden issued his first pardon proclamation in October 2022, Beshear said he was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kentucky-governor-actively-considering-marijuana-pardons-after-bidens-federal-action-urging-people-to-apply-for-relief\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">\u201cactively considering\u201d possible marijuana clemency actions<\/a>\u00a0the state could take and encouraged people to petition for relief in the interim. If passed, it would have legalized and regulated cannabis for adults 21 and older, though it did not advance in the state\u2019s Republican-controlled legislature this session.<\/p>\n<p>A more limited legalization measure,\u00a0HB 72, was introduced earlier that month by Rep. Nima Kulkarni (D). It would\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-kentucky-bill-would-legalize-marijuana-use-possession-and-home-cultivation-but-not-sales\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">end all penalties for simple possession and use of marijuana by adults 21 and older<\/a> and also allow adults to grow a small number of cannabis plants at home. Commercial sales, however, would remain prohibited. It too died, however.<\/p>\n<p>Last year, Kulkarni\u00a0introduced a measure that would have\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kentucky-lawmakers-bill-would-put-marijuana-legalization-on-the-ballot-for-voters-to-decide\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">let voters decide whether to legalize use, possession and home cultivation<\/a>.
