Aaron Kaufer (R) and Emily Kinkead (D) noted that a growing number of states have enacted legalization, including most recently Ohio, which is \u201cprimed to open their market with the lion\u2019s share of their licenses perched on the border of Pennsylvania as they seek to take capture Pennsylvania dollars into their market.\u201d<\/p>\n<p>\u201cAccordingly, we believe that now is the time for Pennsylvania to move in a similar direction and our bill establishes strong tenets for an adult-use market,\u201d they said.<\/p>\n<p>The text of the legislation isn\u2019t available yet, but the lawmakers said it would create a regulated cannabis market under the state Department of Agriculture, prioritize social equity and small businesses, enact safeguards to deter youth use and generate tax revenue for law enforcement and local governments.<\/p>\n<p>\u201cWe hope this bill will act as a strong starting point for discussions around legalizing adult-use cannabis in a thoughtful and strategic way,\u201d they <a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&amp;SPick=20230&amp;cosponId=42873\" target=\"_blank\" rel=\"noopener\">wrote<\/a> to colleagues. \u201cPlease join us in cosponsoring this important piece of legislation.\u201d<\/p>\n<p>Kaufer said in a press release that the bill that will be introducing \u201cunderscores our commitment to responsible regulation of the cannabis industry while addressing the diverse needs of Pennsylvania\u2019s communities.\u201d<\/p>\n<p>\u201cBy prioritizing public safety and consumer protection, this legislation will build on the successful regulatory structure of the state\u2019s medical cannabis program, continuing stringent standards for product quality, packaging and labeling to ensure the well-being of all consumers,\u201d he said.<\/p>\n<p>Kinkead added that it\u2019s \u201cwell past time for the Commonwealth to legalize cannabis for recreational use, address the injustices of the failed War on Drugs, and ensure that Pennsylvanians can benefit from this industry in the same way our neighboring states have.\u201d<\/p>\n<p>\u201cOur bipartisan effort to provide specific language that takes the best practices from other states is the next substantial step in finally getting this done,\u201d she <a href=\"https:\/\/www.repkaufer.com\/News\/34300\/Latest-News\/Kaufer,-Kinkead-to-Introduce-Bipartisan-Adult-Use-Cannabis-Legalization-Bill\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>The memo is being distributed a week after <a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-lawmakers-step-up-push-for-marijuana-legalization-with-emphasis-on-social-equity\/\" target=\"_blank\" rel=\"noopener\">several legislators participated in a cannabis rally at the Pennsylvania State Capitol<\/a>, where there was a significant emphasis on the need to incorporate social equity provisions as they move to advance legalization.<\/p>\n<p>While the rally only featured Democratic lawmakers, ResponsiblePA organized a separate event last month where Sens. Dan Laughlin (R), who is sponsoring a separate cannabis bill with Sen. Sharif Street (D), said the state is \u201cgetting close\u201d to legalizing marijuana, but <a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-gop-senator-says-state-is-getting-close-to-legalizing-marijuana-but-lawmakers-must-work-it-out-with-governor\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">the job will only get done if House and Senate leaders sit down with the governor and \u201cwork it out.\u201d<\/a><\/p>\n<p>\u201cWe need to work it out, and that doesn\u2019t happen in a vacuum,\u201d Laughlin said, adding that while he understands Gov. Josh Shapiro (D) has\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-governor-proposes-marijuana-legalization-in-budget-so-state-can-catch-up-with-friggin-ohio\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">again included legalization in his budget proposal this year<\/a>, \u201cyou need to sit down with House and Senate leadership and try and work out a package where we can get this done.\u201d<\/p>\n<p>Warren County, Pennsylvania District Attorney Robert Greene, a registered medical cannabis patient in the state, also spoke at that rally. Amen Brown (D)\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-lawmakers-file-marijuana-legalization-bill-ahead-of-committee-hearing-this-week\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">filed a marijuana legalization bill that he described as \u201cgrounded in safety and social equity.\u201d<\/a><\/p>\n<p>\u201cI\u2019m here to get this done,\u201d Brown said at last week\u2019s rally, noting that he and other people he knows have a \u201cpersonal experience\u201d with current marijuana policy.<\/p>\n<p>At a prior meeting in March, members focused on\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-joint-committee-takes-up-marijuana-legalization-as-governor-renews-push-for-reform\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">criminal justice implications of prohibition and the potential benefits of reform<\/a>.<\/p>\n<p>At another\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-lawmakers-take-marijuana-industry-testimony-on-market-launch-timing-equity-and-taxes-at-legalization-hearing\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">hearing in February, members looked at the industry perspective<\/a>, with multiple stakeholders from cannabis growing, dispensing and testing businesses, as well as clinical registrants, testifying.<\/p>\n<p>At the subcommittee\u2019s previous cannabis meeting in December, members\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-marijuana-legalization-hearing-features-testimony-from-expert-on-regulatory-systems-in-other-states\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">heard testimony and asked questions about\u00a0various elements of marijuana oversight<\/a>, including promoting social equity and business opportunities, laboratory testing and public versus private operation of a state-legal cannabis industry.<\/p>\n<p>And during the panel\u2019s first meeting late last year, Frankel said that state-run stores are \u201ccertainly an option\u201d he\u2019s considering for Pennsylvania, similar to what New Hampshire Gov.
