{"id":76347,"date":"2024-06-15T06:02:48","date_gmt":"2024-06-15T14:02:48","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/06\/15\/arizona-bill-to-legalize-psilocybin-service-centers-heads-to-governors-desk\/"},"modified":"2024-06-15T12:45:27","modified_gmt":"2024-06-15T20:45:27","slug":"arizona-bill-to-legalize-psilocybin-service-centers-heads-to-governors-desk","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/06\/15\/arizona-bill-to-legalize-psilocybin-service-centers-heads-to-governors-desk\/","title":{"rendered":"Arizona Bill To Legalize Psilocybin Service Centers Heads To Governor\u2019s Desk"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/06\/MM_Bill_Tracker_V5_blank-78.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>The Arizona House of Representatives has approved a Senate-passed bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/arizona-house-panel-advances-bill-to-legalize-psilocybin-service-centers-that-has-already-passed-the-full-senate\/\" target=\"_blank\" rel=\"noopener\">legalize psilocybin service centers where people could receive the psychedelic<\/a> in a medically supervised setting.<\/p>\n<p>Two days after clearing a final House committee, the legislation from Sen. T. J. Shope (R) was approved by the full chamber in a 42-16 vote on Friday. It now heads to the desk of Gov. Katie Hobbs (D).<\/p>\n<p>If enacted into law, the Department of Human Services (DHS) would be authorized to license psilocybin-assisted therapy centers in the state, where trained facilitators could administer the psychedelic.<\/p>\n<p>The legislation would significantly expand on Arizona\u2019s existing research-focused psychedelics law that provides $5 million in annual funding to support studies into psilocybin therapy.<\/p>\n<p>The proposal would establish an Arizona Psilocybin Advisory Board, comprised of members appointed by the governor and legislative leaders. Representatives of the attorney general\u2019s office and DHS, as well as military veterans, first responders, scientists with experience with psilocybin and physicians would be among the members.<\/p>\n<p>The board would be responsible for establishing training criteria for psilocybin service center staff, making recommendations on the implementation of the law, and studying the science and policy developments related to psychedelics.<\/p>\n<p>By July 31, 2025 and each year after that, members would need to submit an annual report on the status of \u201cmedical, psychological and scientific\u201d studies into the safety and efficacy of psilocybin, as well as a \u201clong-term strategic plan\u201d on ensuring that psychedelic-assisted therapy remains \u201csafe, accessible and affordable\u201d to people 21 and older.<\/p>\n<p>Medical directors of psychedelic-assisted therapy centers would need to complete at least 132 hours of training under an approved program, which would need to involve lessons on the historical and traditional use of psychedelics, safety and ethics, facilitation skills and preparation, administration and integration.<\/p>\n<p>The\u00a0<a href=\"https:\/\/apps.azleg.gov\/BillStatus\/BillOverview\/81143\" target=\"_blank\" rel=\"noopener\">bill<\/a>, which is cosponsored by Senate President Warren Petersen (R), states that DHS would need to start accepting applications for psychedelics centers by January 1, 2026. The department would need to promulgate rules for the program, but it would be barred from requiring specific eligible conditions for participation in psilocybin services.<\/p>\n<p>Regulators could also license psilocybin centers that are carrying out clinical trials into the psychedelic that could lead to a Food and Drug Administration-approved drug.<\/p>\n<p>Meanwhile, in January an Arizona House committee approved a separate bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/arizona-lawmakers-approve-bill-to-protect-5-million-in-psilocybin-research-funding-amid-budget-shortfall\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">protect the $5 million in funding that\u2019s already been designated for psilocybin research<\/a>\u00a0from being redistributed amid a state budget deficit.<\/p>\n<p>The fund was enacted last year under an appropriations package signed by the governor that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/arizona-governor-signs-budget-deal-that-includes-5-million-for-psilocybin-research-grants\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">mandated research into the medical potential of psilocybin mushrooms for a variety of conditions<\/a>.<\/p>\n<p>A\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/arizona-psilocybin-council-to-hold-first-meeting-this-week-as-officials-prepare-to-distribute-5-million-in-research-grants\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Psilocybin Research Advisory Council that was established under DHS<\/a> met for the first time last November prior to opening an application period for potential grant recipients.<\/p>\n<p>The grant money must be distributed to applicants with proposals focused on clinical trials that are meant to identify therapeutic applications that could receive FDA approval for treatment of 13 listed conditions.<\/p>\n<p>Arizona one of several states where lawmakers have worked to promote research into psychedelics amid growing public interest in expanding therapeutic access and ending criminalization.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,500 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/06\/MM_Bill_Tracker_V5_blank-77.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<p>For example, bipartisan California lawmakers have filed legislation to <a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-california-senators-file-bill-to-create-psilocybin-therapy-pilot-program-for-veterans-and-first-responders\/\" target=\"_blank\" rel=\"noopener\">authorize a pilot program that would provide psilocybin treatment<\/a> to military veterans and first responders.<\/p>\n<p>Last month, Vermont Gov. Phil Scott (R) <a href=\"https:\/\/www.marijuanamoment.net\/vermont-governor-signs-bill-to-create-psychedelics-work-group-but-vetoes-drug-overdose-prevention-site-measure\/\" target=\"_blank\" rel=\"noopener\">signed a bill into law to create a psychedelic-assisted therapy working group<\/a>\u00a0that will make recommendations on whether and how the state should regulate legal access to substances such as psilocybin and MDMA.<\/p>\n<p>Maryland Gov. Wes Moore (D) signed legislation last month to <a href=\"https:\/\/www.marijuanamoment.net\/maryland-governor-signs-psychedelics-task-force-legislation-initiating-study-on-equitable-and-affordable-access\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">create a psychedelics task force responsible for studying possible regulatory frameworks\u00a0for therapeutic access<\/a>\u00a0to substances such as psilocybin, mescaline and DMT. It would be charged specifically with ensuring \u201cbroad, equitable and affordable access to psychedelic substances\u201d in the state.<\/p>\n<p>Last month in Alaska lawmakers sent the governor a bill to <a href=\"https:\/\/www.marijuanamoment.net\/alaska-bill-to-create-task-force-to-study-psychedelic-assisted-therapy-heads-to-governors-desk\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">create a state task force to study how to license and regulate psychedelic-assisted therapy<\/a>\u00a0in the event of federal approval of substances such as MDMA and psilocybin.<\/p>\n<p>Indiana\u2019s governor recently signed a bill that includes\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/indiana-governor-signs-psilocybin-research-funding-bill-with-focus-on-veterans-and-first-responders\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">provisions to fund clinical research trials into psilocybin<\/a>.<\/p>\n<p>Utah\u2019s governor, meanwhile, allowed a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/utah-governor-lets-psychedelics-pilot-program-bill-become-law-without-his-signature-citing-overwhelming-support\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">authorize a pilot program for hospitals to administer psilocybin and MDMA<\/a>\u00a0as an alternative treatment option to become law without his signature.<\/p>\n<p>Maine lawmakers sent the governor legislation to establish a commission tasked with studying and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/maine-lawmakers-send-governor-bill-to-create-psychedelics-commission-that-would-explore-regulated-access\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">making recommendations on regulating access to psychedelic services<\/a>.<\/p>\n<p>A Connecticut joint legislative panel approved a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-lawmakers-approve-psilocybin-decriminalization-bill-in-joint-committee-vote\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">decriminalize possession of psilocybin<\/a>.<\/p>\n<p>The governor of New Mexico has endorsed a newly enacted resolution\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-mexico-senate-passes-psilocybin-therapy-and-research-resolution-in-unanimous-vote\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">requesting that state officials research the therapeutic potential of psilocybin<\/a>\u00a0and explore the creation of a regulatory framework to provide access to the psychedelic.<\/p>\n<p>An Illinois committee also recently held a hearing to discuss\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-senators-take-up-bill-to-legalize-psilocybin-and-create-service-centers-in-committee-hearing\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">a bill to legalize psilocybin and allow regulated access at service centers<\/a>\u00a0in the state\u00a0where adults could use the psychedelic in a supervised setting\u2014with plans to expand the program to include mescaline, ibogaine and DMT.<\/p>\n<p>Lawmakers in Hawaii also considered a bill that would\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/hawaii-panel-advances-therapeutic-psilocybin-bill-that-would-protect-patients-from-penalties\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">provide some legal protections to patients engaging in psilocybin-assisted therapy<\/a>\u00a0with a medical professional\u2019s approval.<\/p>\n<p>New York lawmakers said that a bill to legalize psilocybin-assisted therapy in that state\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-lawmakers-say-bill-to-legalize-psilocybin-assisted-therapy-has-a-real-chance-to-advance-this-year\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">has a \u201creal chance\u201d of passing this year<\/a>.<\/p>\n<p>A Nevada joint legislative committee held a hearing with\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nevada-lawmakers-hear-testimony-on-therapeutic-benefits-of-psychedelics-and-law-enforcement-concerns-about-legalization\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">expert and public testimony on the therapeutic potential of substances like psilocybin<\/a>\u00a0in January.
