{"id":76168,"date":"2024-06-11T11:49:53","date_gmt":"2024-06-11T19:49:53","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/06\/11\/white-house-opposes-proposal-to-end-marijuana-testing-for-military-recruits-calling-cannabis-use-a-readiness-and-safety-concern\/"},"modified":"2024-06-11T12:45:49","modified_gmt":"2024-06-11T20:45:49","slug":"white-house-opposes-proposal-to-end-marijuana-testing-for-military-recruits-calling-cannabis-use-a-readiness-and-safety-concern","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/06\/11\/white-house-opposes-proposal-to-end-marijuana-testing-for-military-recruits-calling-cannabis-use-a-readiness-and-safety-concern\/","title":{"rendered":"White House Opposes Proposal To End Marijuana Testing For Military Recruits, Calling Cannabis Use A \u2018Readiness And Safety Concern\u2019"},"content":{"rendered":"<\/p>\n<p>The White House has come out against a proposal to <a href=\"https:\/\/www.marijuanamoment.net\/gop-lawmakers-seek-to-remove-marijuana-testing-ban-for-military-recruits-from-defense-bill\/\" target=\"_blank\" rel=\"noopener\">prevent military branches from testing for marijuana<\/a> for enlistment or commission as part of a large-scale defense bill, calling cannabis use a \u201cmilitary readiness and safety concern.\u201d<\/p>\n<p>In a \u201cstatement of administration policy\u201d that was released on Tuesday, the White House Office of Management and Budget (OMB) outlined their \u201cconcerns\u201d with various provisions of the 2025 National Defense Authorization Act (NDAA) that\u2019s being prepared this week by the House Rules Committee for floor action.<\/p>\n<p>One of the components the administration said it opposes is Section 532, which stipulates that military branches \u201cmay not require an individual to submit to a test for cannabis as a condition of enlistment of such individual as a member, or the commission of such individual as an officer, of an Armed Force.\u201d<\/p>\n<p>OMB said the Biden administration \u201cappreciates Congress\u2019 desire to increase the available military accessions pool.\u201d<\/p>\n<p>\u201cHowever, the Administration opposes Section 532, which would prevent DoD from testing applicants for \u03949-THC and \u03948-THC contained in marijuana (cannabis),\u201d it <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2024\/06\/SAP-HR8070.pdf\" target=\"_blank\" rel=\"noopener\">says<\/a>. \u201cThe use of marijuana by Servicemembers is a military readiness and safety concern.\u201d<\/p>\n<p>The section at issue <a href=\"https:\/\/www.marijuanamoment.net\/defense-department-would-be-blocked-from-testing-military-recruits-for-marijuana-under-gop-congressmans-amendment\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">mirrors a proposed amendment to DOD appropriations legislation last year\u00a0<\/a>that was led by Rep. Matt Gaetz (R-FL).<\/p>\n<p>\u201cBecause Joe Biden was running out of ways to turn off young voters, he decided to oppose any cannabis reform that didn\u2019t enrich big pharma,\u201d Gaetz told Marijuana Moment on Tuesday after the OMB document was posted.<\/p>\n<p>DOD told lawmakers last year that marijuana\u2019s active ingredient delta-9 THC is the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-is-most-prevalent-drug-in-military-drug-tests-department-of-defense-tells-senators-with-delta-8-thc-second\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">most common substance that appears on positive drug tests<\/a>\u00a0for active duty military service members. And several military branches have taken steps to loosen cannabis-related restrictions, including\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/u-s-navy-expands-marijuana-waiver-authority-to-address-recruiting-shortfalls\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">issuing waivers for recruits who test positive their first time<\/a>.<\/p>\n<p>Meanwhile, GOP lawmakers have filed an amendment to the NDAA that will be taken up by the Rules Committee on Tuesday that would strip the cannabis enlistment language from the bill, which <a href=\"https:\/\/www.marijuanamoment.net\/congressional-committee-approves-defense-bill-with-marijuana-and-psychedelics-provisions-for-military-service-members\/\" target=\"_blank\" rel=\"noopener\">advanced through the Armed Services Committee late last month<\/a>.<\/p>\n<p>Members of the Rules Committee will also consider a separate bipartisan amendment to the defense bill that would require the secretary of defense to submit a report to Congress with a plan to \u201ccreate, disseminate, and use a clear definition for the reenlistment waiver process\u201d to clarify that the existing policy allows for such waivers to reapply for enlistment after testing positive for THC.<\/p>\n<p>This isn\u2019t the first time that the Biden administration has found itself at odds with cannabis reform supporters in Congress.<\/p>\n<p>For example, the president\u2019s budget requests have consistently kept intact a rider of a large-scale spending bill that <a href=\"https:\/\/www.marijuanamoment.net\/biden-again-proposes-blocking-marijuana-sales-in-d-c-in-budget-despite-promoting-pardons-and-scheduling-review\/\" target=\"_blank\" rel=\"noopener\">blocks Washington, D.C. from using its local tax dollars to implement a system of adult-use marijuana sales<\/a>.
