Michelle Hinchey (D) and Assemblymember Donna Lupardo (D) would revive <a href=\"https:\/\/www.marijuanamoment.net\/new-yorks-first-marijuana-farmers-market-will-open-this-week-regulators-announce\/\" target=\"_blank\" rel=\"noopener\">the cannabis growers showcase events that had been temporarily authorized<\/a> but ended last year. It would authorize regulators to continue issuing permits for the farmers markets indefinitely.<\/p>\n<p>In order to obtain a permit, a licensed marijuana retailer would need to partner with a grower or processor and also receive a secondary permit for each event they hold, which could last up to two weeks at a time.<\/p>\n<p>\u201cNo cannabis showcase event permit shall authorize more than one cannabis showcase event at one time,\u201d the <a href=\"https:\/\/nyassembly.gov\/leg\/?default_fld=&amp;leg_video=&amp;bn=A10398&amp;term=2023&amp;Summary=Y&amp;Actions=Y&amp;Floor%26nbspVotes=Y&amp;Memo=Y&amp;Text=Y\" target=\"_blank\" rel=\"noopener\">bill<\/a> <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2023\/S9679\/\" target=\"_blank\" rel=\"noopener\">says<\/a>. \u201cA licensee may participate in more than one cannabis showcase event so long as each cannabis showcase event has a corresponding separate cannabis showcase event permit.\u201d<\/p>\n<p>The measure, which was approved by the Senate and Assembly last week and is now heading to the desk of Gov. Kathy Hochul (D), further stipulates that the Cannabis Control Board (CCB) may \u201cset reasonable fees for cannabis showcase event permits.\u201d Those fees can be based on \u201cthe type of cannabis showcase event permit sought, size, length, duration, or any other factors deemed reasonable and appropriate by the board.\u201d<\/p>\n<p>Part of the purpose of the temporary growers showcase events that were approved last year was to help farmers reach customers directly while meeting pent-up demand for cannabis products amid the state\u2019s protracted rollout of the legal retail market.<\/p>\n<p>\u201cBy all accounts, the program was a success, bringing cultivators, processors, and retail licensees together in a way where they could directly interact with and educate consumers, build brand recognition, and orient consumers to the legal market\u2019s offerings,\u201d a memo attached to the new bill says.<\/p>\n<p>\u201cThis legislation may provide additional tax revenue for the State and local governments as it will provide additional sales opportunities for cannabis growers to sell their products,\u201d it says.<\/p>\n<p>Regulators have faced pressure from stakeholders and the Hochul administration to expedite licensing, and the governor recently <a href=\"https:\/\/www.marijuanamoment.net\/top-new-york-marijuana-regulator-resigns-following-governors-criticism\/\" target=\"_blank\" rel=\"noopener\">pushed out the executive director of the Office of Cannabis Management (OCM)<\/a> as part of an \u201coverhaul\u201d of the agency.<\/p>\n<p>The governor also foreshadowed at a February meeting that she was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-eyes-marijuana-regulator-leadership-change-amid-growing-frustration-over-licensing-delays\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">eyeing potential leadership changes within the state\u2019s marijuana regulatory apparatus<\/a>\u00a0because of the implementation issues.<\/p>\n<p>Following the ouster of OCM Executive Director Chris Alexander, advocates at the Cannabis Regulators of Color Coalition\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/cannabis-regulators-of-color-condemn-new-york-governors-firing-of-top-marijuana-official-op-ed\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">said they were \u201cshocked and dismayed\u201d by the action<\/a>.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,500 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/06\/MM_Bill_Tracker_V5_blank-38.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<p>As the state has worked to stand up the legal market, it\u2019s also dealt with a proliferation of unlicensed cannabis shops.
