That\u2019s still a possibility, but he declined to commit to any specific timeline in a new interview with Cleveland.com\/The Plain Dealer.<\/p>\n<p>He said it\u2019s likely there will be a \u201ctrickle in the beginning,\u201d with a limited number of hybrid shops that are able to meet requirements to open their doors, such as enhanced security and updated point-of-sale systems to differentiate between medical and adult-use purchases.<\/p>\n<p>Most dual dispensaries are expected to launch later, he said, \u201cnot that they\u2019re not ready but that they\u2019re a little more thoughtful about the scale for a new customer base.\u201d<\/p>\n<p>\u201cEverybody keeps trying to get me to circle a day, and it\u2019s impossible because like with liquor, you have to process the applicants as they are,\u201d Canepa, <a href=\"https:\/\/www.marijuanamoment.net\/ohios-marijuana-program-will-be-led-by-top-alcohol-regulator-and-former-prosecutor\/\" target=\"_blank\" rel=\"noopener\">who previously served as the state\u2019s top alcohol regulator<\/a>, <a href=\"https:\/\/www.cleveland.com\/news\/2024\/06\/recreational-marijuana-dispensary-apps-are-coming-by-friday-but-dont-expect-next-day-sales-ohios-cannabis-chief-says.html\" target=\"_blank\" rel=\"noopener\">said<\/a> in the new interview. \u201cYou have to take them as they come to you. And there\u2019s a whole checklist that they have to meet.\u201d<\/p>\n<p>In addition to the security and sales system updates, the superintendent also noted that businesses will need to ensure that their employees are properly badged. Their medical cannabis licenses must also be up-to-date in order to apply for a dual license.<\/p>\n<p>In general, dispensaries with dual licenses will also need to make sure they maintain an adequate supply of cannabis so that they don\u2019t run into situations where medical patients aren\u2019t able to access the products they need.<\/p>\n<p>\u201cWe\u2019ve said our priority is to make sure the medical patients are taken care of,\u201d he said. \u201cYour responsibility is to be a good retailer.\u201d<\/p>\n<p>Canepa also described two other issues that are \u201cbogging me down.\u201d He wants regulatory clarity around public consumption rules and the sale of intoxicating hemp-derived cannabinoid products such as delta-8 THC.<\/p>\n<p>Applications for the dual licenses are set to open about a month after the legislature\u2019s Joint Committee On Agency Rule Review (JCARR) <a href=\"https:\/\/www.marijuanamoment.net\/ohio-lawmakers-approve-rules-allowing-adult-use-marijuana-sales-to-start-next-month\/\" target=\"_blank\" rel=\"noopener\">gave final approval to the proposed cannabis regulations for the adult-use market<\/a> under the legalization law voters passed last November.<\/p>\n<p>Gov. Mike DeWine (R) doesn\u2019t personally support legalization, but he\u2019s <a href=\"https:\/\/www.marijuanamoment.net\/ohio-gop-governor-pushes-lawmakers-to-fix-ridiculous-marijuana-sales-delay-and-send-tax-revenue-to-police\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">repeatedly criticized the delay in access to regulated products<\/a>\u00a0since voters made that choice and possession became legal in December.<\/p>\n<p>Legislative leaders had separately discussed putting together a bill to make various changes to the law, including expediting sales, but the plans have largely fallen apart amid disagreement within the GOP-controlled legislature.<\/p>\n<p>The Senate\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/ohio-senate-committee-approves-bill-to-allow-marijuana-sales-from-dispensaries-immediately-keep-home-grow-and-expunge-records\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">did pass an amendment package just prior to legalization taking effect<\/a>, but the House has not taken it up, nor has it moved to advance a different proposal that originate in the House. Senators also filed a separate <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/135\/sb278\" target=\"_blank\" rel=\"noopener\">bill<\/a> to change various marijuana rules last week.<\/p>\n<p>Meanwhile, as regulators have worked to finalize regulations for the adult-use market, it already implemented a change in February that allows medical marijuana patients and caregivers to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/ohio-drops-medical-marijuana-patient-fee-to-1%c2%a2-as-new-jersey-offers-free-digital-cannabis-cards\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">obtain or renew their registrations for only one penny<\/a>. That fee was then totally eliminated with the adoption of a new rule at last month\u2019s JCARR meeting.<\/p>\n<p>The fee elimination is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/ohio-officials-release-first-proposed-marijuana-licensing-rules-amid-push-for-expedited-adult-use-sales\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">part of an initial package of rules that DCC released in February<\/a>\u00a0to implement adult-use legalization.<\/p>\n<p>Following voter approval of legalization at the ballot, the Department of Commerce was quick to publish an FAQ guide\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/ohio-regulators-unveil-marijuana-legalization-guide-as-they-prepare-to-create-rules-for-voter-approved-market\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">for residents to learn about the new law and timeline for implementation<\/a>.<\/p>\n<p>The governor, meanwhile, has previously pressed the legislature to enact changes to expedite recreational marijuana sales.
