The commutation recipients have shown that they are deserving of forgiveness and the chance at building a brighter future for themselves beyond prison walls.\u201d<\/p>\n<p>\u201cLike my other clemency actions, these pardons and commutations reflect my overarching commitment to addressing racial disparities and improving public safety,\u201d the president <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/24\/statement-from-president-joe-biden-on-clemency-actions-2\/\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cWhile today\u2019s announcement marks important and continued progress, my Administration will continue to review clemency petitions and deliver reforms in a manner that advances equal justice, supports rehabilitation and reentry, and provides meaningful second chances.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Today, I am using my clemency power to pardon 11 individuals and commute the sentences of 5 individuals who were convicted of non-violent drug offenses.<\/p>\n<p>These recipients have shown that they deserve encouraged to see the administration continue to grant and promote clemency for people criminalized over drugs, but this latest round serves as a reminder that thousands of people remain incarcerated over federal marijuana offenses.<\/p>\n<p>Biden has issued two rounds of mass cannabis pardons for people with federal possession convictions on their records, but that didn\u2019t release anyone from prison, despite the president repeatedly suggesting as much.<\/p>\n<p>\u201cWhile I applaud President Biden for pardoning <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/24\/clemency-recipient-list-6\/\" target=\"_blank\" rel=\"noopener\">individuals<\/a> like my friend Jason Hernandez, who undoubtedly deserve a second chance, I am deeply disappointed that he continues to overlook those incarcerated on federal marijuana charges,\u201d Weldon Angelos, who\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/what-trumps-pardon-means-for-this-man-who-served-13-years-in-prison-for-marijuana\/\" target=\"_blank\" rel=\"noopener\">received a presidential pardon under the Trump administration for his own cannabis case<\/a>, told Marijuana Moment on Wednesday.<\/p>\n<p>\u201cOver half the country has legalized marijuana, and even the president agrees that it should be rescheduled,\u201d he said. \u201cYet, he does not see the urgency in releasing those who are unjustly imprisoned for marijuana offenses\u2014many of whom would not be prosecuted today.\u201d<\/p>\n<p>\u201cThis oversight is a glaring missed opportunity to correct clear injustices within our legal system and to honor his campaign promises,\u201d Angelos said. \u201cIt makes no sense to repeatedly leave out the most deserving group from his clemency grants.\u201d<\/p>\n<p>NORML Political director Morgan Fox said he is \u201cdisappointed that this round did not include any cannabis prisoners, but I\u2019m hopeful that this move is indicative of the administration hearing the nationwide call for conviction relief for behavior that is increasingly legal at the state level and which most Americans don\u2019t think should be illegal in the first place.\u201d<\/p>\n<p>\u201cThis should be step one in a regular and increasing cadence of clemency actions including the many open appeals for victimless cannabis-related offenses and expanding eligibility for the pardons that the president has already granted,\u201d he said.<\/p>\n<blockquote class=\"twitter-tweet\" members of Congress implored Biden to <a href=\"https:\/\/www.marijuanamoment.net\/congressional-lawmakers-push-biden-to-grant-marijuana-clemency-to-thousands-locked-up-in-federal-prison\/\" target=\"_blank\" rel=\"noopener\">grant clemency to all Americans currently in federal prison over non-violent cannabis convictions<\/a> by commuting their sentences, pointing out that the pardons he\u2019s issued to date for simple possession cases did not release a single person from incarceration.<\/p>\n<p>Biden has strongly indicated that he\u2019s uninterested in expanding his marijuana clemency efforts beyond people who\u2019ve faced convictions for use or simple possession, however. At a campaign stop in Wisconsin last month, for example, he said that <a href=\"https:\/\/www.marijuanamoment.net\/biden-incorrectly-says-marijuana-pardons-exempt-people-from-disclosing-convictions-on-official-forms-contrary-to-doj-guidance\/\" target=\"_blank\" rel=\"noopener\">\u201cif you\u2019re out selling it, if you\u2019re out growing, it\u2019s a different deal.\u201d<\/a><\/p>\n<p>But as the election approaches, it\u2019s clear that the administration recognizes the popularity of cannabis policy reform. Both Biden and Harris <a href=\"https:\/\/www.marijuanamoment.net\/joe-biden-and-kamala-harris-tweet-about-marijuana-at-exactly-420-on-4-20\/\" target=\"_blank\" rel=\"noopener\">touted their reform actions at exactly 4:20pm ET on the cannabis holiday 420 on Saturday<\/a>, for example.<\/p>\n<p>The president also discussed the marijuana actions in a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/biden-promotes-marijuana-reform-in-state-of-the-union-address-a-historic-first\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">historic context last month, during his State of the Union address<\/a>.<\/p>\n<p>Harris, meanwhile, separately urged DEA to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/watch-live-vp-harris-talks-marijuana-ahead-of-white-house-meeting-with-cannabis-pardon-recipients\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">finish its review and reschedule marijuana \u201cas quickly as possible\u201d<\/a>\u00a0while meeting pardon recipients for a roundtable event at the White House last month.
