Ed Osienski (D) and Sen. Trey Paradee (D), has the endorsement of state Treasurer Colleen Davis (D). It cleared the House of Representatives last month and advanced through the Senate Health &amp; Social Services Committee on Wednesday.<\/p>\n<p>The measure is designed to clarify that banks, credit unions, armored car services and accounting services providers are not subject to state-level prosecution simply for working with cannabis businesses.<\/p>\n<p>Pardee said during Wednesday\u2019s hearing that the lack of access to financial services for cannabis businesses has been a \u201cproblem that has plagued the cannabis industry since California became the first state to have medical marijuana in 1996.\u201d<\/p>\n<p>\u201cThis is really a public safety issue,\u201d he <a href=\"https:\/\/sg001-harmony.sliq.net\/00329\/Harmony\/en\/PowerBrowser\/PowerBrowserV2\/20240424\/101\/4104\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cWe do not want any of the the current medical cannabis providers or the coming recreational cannabis providers to struggle with that issue.\u201d<\/p>\n<p>The <a href=\"https:\/\/legis.delaware.gov\/BillDetail?legislationId=141114\" target=\"_blank\" rel=\"noopener\">bill<\/a> synopsis says that it \u201caims to facilitate the operation of cannabis-related businesses by helping to ensure that such businesses have access to necessary financial and accounting services.\u201d<\/p>\n<p>Meanwhile, separate legislation to significantly expand Delaware\u2019s medical marijuana program was sent to the governor\u2019s desk last month. Like the banking measure, that bill was also sponsored by Osienski, who <a href=\"https:\/\/www.marijuanamoment.net\/delaware-lawmakers-approve-marijuana-legalization-bill-in-committee-one-day-after-regulatory-proposal-advances\/\" target=\"_blank\" rel=\"noopener\">championed that marijuana legalization legislation that was enacted into law<\/a>\u00a0last year.<\/p>\n<p>The medical cannabis expansion measure would remove limitations for patient eligibility based on a specific set of qualifying health conditions. Instead, doctors could issue marijuana recommendations for any condition they see fit. The bill would also allow patients over the age of 65 to self-certify for medical marijuana access without the need for a doctor\u2019s recommendation.<\/p>\n<p>These developments come as regulators are <a href=\"https:\/\/www.marijuanamoment.net\/delaware-officials-release-third-round-of-draft-rules-for-marijuana-testing-disposal-and-more-as-state-works-to-launch-legal-market\/\" target=\"_blank\" rel=\"noopener\">rolling out a series of draft regulations to stand up the adult-use cannabis market<\/a>. The current timeline puts the launch of the market at March 2025, according to Delaware Marijuana Commissioner Robert Coupe.<\/p>\n<p>The Office of the Marijuana Commissioner (OMC) published its latest proposed regulations earlier this month, with new sections related to issues such as cannabis testing, sampling, disposal, variances and fee schedules.<\/p>\n<p>For its initial batch of rules in February, the office <a href=\"https:\/\/www.marijuanamoment.net\/delaware-officials-release-first-draft-rules-for-adult-use-marijuana-market-as-states-prepares-for-legalization\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">provided a basic framework for various cannabis business license types<\/a>\u00a0and requirements for the application process. However, congressional leaders have signaled that they intend to prioritize the Secure and Fair Enforcement Regulation (SAFER) Banking Act this year.<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-NY) recently reiterated his intent to <a href=\"https:\/\/www.marijuanamoment.net\/schumer-says-passing-marijuana-banking-bill-is-part-of-the-senates-busy-agenda-in-the-weeks-and-months-ahead\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">pass legislation to \u201csafeguard cannabis banking\u201d as part of a \u201cbusy agenda\u201d<\/a>\u00a0that he hopes to achieve in the \u201cweeks and months ahead,\u201d though he again stressed the need for bipartisan cooperation.<\/p>\n<p>He also recently asked people to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/schumer-circulates-petition-for-marijuana-banking-bill-as-pressure-builds-for-vote\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">show their support for the SAFER Banking Act by signing a petition<\/a>\u00a0as he steps up his push for the legislation. A poll released last month by the American Bankers Association (ABA) shows that roughly three out of five Americans\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/three-in-five-americans-want-congress-to-pass-marijuana-banking-reform-american-bankers-associations-poll-finds-amid-renewed-push\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">support allowing marijuana industry access to the banking system<\/a>.<\/p>\n<p>Rep.
