It\u2019s part of a growing push by state governments to support more psychedelics research.<\/p>\n<p>The bill for a short time would have instead put the $10 million toward grants to study ibogaine, another psychedelic, as a possible treatment for opioid use disorder. But earlier this week on the House floor, that provision was <a href=\"https:\/\/www.marijuanamoment.net\/missouri-budget-bill-would-fund-psilocybin-research-with-10-million-in-opioid-settlement-money\/\" target=\"_blank\" rel=\"noopener\">adjusted to fund psilocybin research instead<\/a>.<\/p>\n<p>Money for the program would come from state opioid settlement funds, the result of multiple lawsuits filed against the opioid industry and peripheral businesses.<\/p>\n<p>Rep. Chad Perkins (R), who\u2019d supported the ibogaine research plan, told Marijuana Moment he thought the initial proposal was a \u201cworthy and prudent investment\u201d but is nevertheless optimistic about the shift to study psilocybin.<\/p>\n<p>\u201cI had several concerned individuals reach out and provide me with information regarding the potential benefits of ibogaine,\u201d he told Marijuana Moment in an email. \u201cAfter some research, I believed it was a worthy and prudent investment for the state to combat opiate addiction.\u201d<\/p>\n<p>\u201cI\u2019m not disappointed,\u201d he said of the substitution of psilocybin for ibogaine in the bill, HB 2010. \u201cI believe that bringing more exposure to the benefits of psychedelics has been an ancillary effect of the pursuit of this budget item. This issue will hopefully raise the profile of psychedelics and provide a foundation on which we can base future policy decisions.\u201d<\/p>\n<p>Neither Perkins nor Rep. Cody Smith (R), the sponsor of the underlying budget <a href=\"https:\/\/house.mo.gov\/Bill.aspx?bill=HB2010&amp;year=2024&amp;code=R\" target=\"_blank\" rel=\"noopener\">bill<\/a> who brought the psilocybin amendment on the floor,\u00a0 responded to questions about whether the legislation might see further changes\u2014including to reintroduce the ibogaine provision\u2014once the Senate takes it up in the coming weeks.<\/p>\n<p>Smith explained on the House floor this week why the ibogaine proposal was nixed, saying the change resulted from a conversation he had with the state Department of Mental Health last week.<\/p>\n<p>\u201cThey had concerns about the ibogaine research they had read, and there are concerns about the dangers involved in that research,\u201d Smith\u00a0said. \u201cHowever, they are interested in the psilocybin piece. And we\u2019ve seen many other states use their opioid settlement funds to that end.\u201d<\/p>\n<p>The provision in its current form would take a one-time $10 million deduction from the state\u2019s Opioid Addiction Treatment and Recovery Fund and use that money to award grants to research universities in to study psilocybin as a treatment for substance use disorder.<\/p>\n<p>Advocates cheered the inclusion of the psychedelic research funding in the House-passed legislation.<\/p>\n<p>Tim Jensen, president of the board of directors for the Grunt Style Foundation, a nonprofit that supports military veterans and their families, said the group commended Perkins and state lawmakers \u201cfor examining the path forward on psilocybin and ibogaine as a modality to address these issues.\u201d<\/p>\n<p>Eapen Thampy, a lobbyist and founder of the group Psychedelic Missouri, added that recent clinical research \u201chas indicated psilocybin users may be able to significantly decrease their dependance on opiates.\u201d<\/p>\n<p>\u201cAn ongoing phase 1 trial at the University of Wisconsin is examining safety of psilocybin as an intervention for opiate use disorder,\u201d he said in an email to Marijuana Moment, \u201cbut more research is needed on efficacy of this treatment. We hope to continue advancing Missouri\u2019s interest in advancing these kind of treatments.\u201d<\/p>\n<p>In the coming decades, Missouri is set to receive hundreds of millions of dollars in opioid-related settlement funds. Psychedelic medicine proponents have been working to encourage states to use those millions to fund further research into ibogaine and other entheogens.<\/p>\n<p>An earlier plan to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/gop-kentucky-attorney-general-launches-psychedelics-research-effort-supported-by-42-million-in-opioid-settlement-funds\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">use $42 million from Kentucky\u2019s opioid settlement fund for ibogaine research<\/a>, for instance, ultimately fell through late last year after the state\u2019s new attorney general replaced then-Kentucky Opioid Commission Chairman Bryan Hubbard, who was spearheading the ibogaine initiative, with a former Drug Enforcement Administration (DEA) official. Hubbard and others\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/activists-renew-effort-to-use-opioid-settlement-funds-to-study-ibogaine-for-addiction-in-ohio-after-kentucky-plan-falls-through\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">have since shifted attention to other states<\/a>, including Missouri and Ohio.<\/p>\n<p>A Stanford University study published earlier this year found that military combat veterans with traumatic brain injury (TBI) saw\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/military-veterans-who-received-psychedelic-ibogaine-treatment-saw-dramatic-and-life-changing-improvements-in-ptsd-and-depression-stanford-study-finds\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">\u201cdramatic\u201d and \u201clife-changing\u201d improvements in their symptoms and cognitive functioning<\/a>\u00a0immediately after receiving treatment with ibogaine. It would be charged specifically with ensuring \u201cbroad, equitable and affordable access to psychedelic substances\u201d in the state.<\/p>\n<p>Vermont\u2019s Senate recently passed a measure that would establish a working group\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/vermont-senate-approves-psychedelic-working-group-bill-to-study-how-substances-can-improve-physical-and-mental-health\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">to study whether and how to allow therapeutic access to psychedelics\u00a0in the state<\/a>. If the bill is enacted, a report from the working group would be due to the legislature in November with recommendations on how to regulate the substances.<\/p>\n<p>The Indiana governor also recently signed a bill that includes\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/indiana-governor-signs-psilocybin-research-funding-bill-with-focus-on-veterans-and-first-responders\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">provisions to fund clinical research trials into psilocybin<\/a>.<\/p>\n<p>Utah\u2019s governor allowed a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/utah-governor-lets-psychedelics-pilot-program-bill-become-law-without-his-signature-citing-overwhelming-support\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">authorize a pilot program for hospitals to administer psilocybin and MDMA<\/a>\u00a0as an alternative treatment option to become law without his signature.<\/p>\n<p>An Arizona House panel also approved a Senate-passed bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/arizona-senate-passes-bill-to-legalize-psilocybin-service-centers-where-people-could-use-the-psychedelic-in-a-supervised-setting\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">legalize psilocybin service centers where people could receive the psychedelic<\/a>\u00a0in a medically supervised setting.<\/p>\n<p>The Maine Senate approved legislation to establish a commission tasked with studying and <a href=\"https:\/\/www.marijuanamoment.net\/maine-senate-passes-bill-to-create-psychedelics-commission-that-would-explore-regulated-access\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">making recommendations on regulating access to psychedelic services<\/a>.<\/p>\n<p>A Connecticut joint legislative panel approved a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-lawmakers-approve-psilocybin-decriminalization-bill-in-joint-committee-vote\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">decriminalize possession of psilocybin<\/a>.<\/p>\n<p>A\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-bill-to-legalize-psychedelic-services-get-amendments-ahead-of-expected-committee-vote-next-month\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">bipartisan bill to legalize psychedelic service centers in California<\/a>\u00a0was recently amended in a number of different ways as supporters prepare for an expected committee hearing this month.<\/p>\n<p>The governor of New Mexico has endorsed a newly enacted resolution\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-mexico-senate-passes-psilocybin-therapy-and-research-resolution-in-unanimous-vote\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">requesting that state officials research the therapeutic potential of psilocybin<\/a>\u00a0and explore the creation of a regulatory framework to provide access to the psychedelic.<\/p>\n<p>Alaska lawmakers are considering legislation to create a task for to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/alaska-house-committee-advances-bill-to-create-state-psychedelics-task-force-in-anticipation-of-federal-legalization\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">study how to regulate access to psychedelics<\/a>\u00a0following federal approval.<\/p>\n<p>An Illinois committee also recently held a hearing to discuss\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-senators-take-up-bill-to-legalize-psilocybin-and-create-service-centers-in-committee-hearing\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">a bill to legalize psilocybin and allow regulated access at service centers<\/a> in the state\u00a0where adults could use the psychedelic in a supervised setting\u2014with plans to expand the program to include mescaline, ibogaine and DMT.<\/p>\n<p>Lawmakers in Hawaii are also considering a bill that would\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/hawaii-panel-advances-therapeutic-psilocybin-bill-that-would-protect-patients-from-penalties\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">provide some legal protections to patients engaging in psilocybin-assisted therapy<\/a>\u00a0with a medical professional\u2019s approval.<\/p>\n<p>New York lawmakers also said that a bill to legalize psilocybin-assisted therapy in that state\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-lawmakers-say-bill-to-legalize-psilocybin-assisted-therapy-has-a-real-chance-to-advance-this-year\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">has a \u201creal chance\u201d of passing this year<\/a>.<\/p>\n<p>A Nevada joint legislative committee held a hearing with\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nevada-lawmakers-hear-testimony-on-therapeutic-benefits-of-psychedelics-and-law-enforcement-concerns-about-legalization\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">expert and public testimony on the therapeutic potential of substances like psilocybin<\/a>\u00a0in January. Law enforcement representatives also shared their concerns around legalization\u2014but there was notable acknowledgement that some reforms should be enacted, including possible rescheduling.<\/p>\n<p>The governor of Massachusetts recently\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-governor-touts-activists-support-for-her-veterans-bill-that-would-create-psychedelics-work-group\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">promoted the testimony of activists who spoke in favor of her veterans-focused bill<\/a>\u00a0that would, in part, create a psychedelics work group to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-governor-files-bill-to-create-psychedelic-therapy-working-group-for-veterans-as-activists-push-legalization-on-ballot\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">study the therapeutic potential of substances such as psilocybin<\/a>. Last month a Massachusetts joint legislative committee\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-take-up-psychedelics-legalization-ballot-initiative\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">held a hearing to discuss an initiative that would legalize psychedelics<\/a>\u00a0that may appear on the November ballot if lawmakers decline to independently enact it first.<\/p>\n<p>Currently, there are no psychedelic drugs that are federally approved to prescribe as medicine. But that could soon change, as the Food and Drug Administration (FDA) recently agreed to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/fda-grants-priority-review-of-mdma-assisted-therapy-for-ptsd-psychedelics-drug-development-company-says\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">review a new drug application for MDMA-assisted therapy<\/a>\u00a0on an expedited basis.<\/p>\n<p>At the start of this year, VA separately issued a request for applications to conduct in-depth research on\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/va-is-funding-new-research-on-psychedelics-benefits-for-veterans-with-ptsd-and-depression\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">the use of psychedelics to treat PTSD and depression<\/a>.<\/p>\n<p>In October, the agency also launched a new podcast about the future of veteran health care, and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/first-episode-of-new-federal-veterans-affairs-podcast-focuses-on-psychedelics-healing-potential\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">the first episode of the series focuses on the healing potential of psychedelics<\/a>.<\/p>\n<p>FDA also recently joined scientists at a public meeting on\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/fda-officials-join-experts-to-discuss-psychedelics-research-challenges-and-promises\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">next steps for conducting research to develop psychedelic medicines<\/a>.
