{"id":72292,"date":"2024-02-07T12:13:17","date_gmt":"2024-02-07T20:13:17","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/02\/07\/eighth-massachusetts-city-adopts-psychedelics-decriminalization-policy-also-pushing-changes-to-pending-state-ballot-initiative\/"},"modified":"2024-02-07T19:46:27","modified_gmt":"2024-02-08T03:46:27","slug":"eighth-massachusetts-city-adopts-psychedelics-decriminalization-policy-also-pushing-changes-to-pending-state-ballot-initiative","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/02\/07\/eighth-massachusetts-city-adopts-psychedelics-decriminalization-policy-also-pushing-changes-to-pending-state-ballot-initiative\/","title":{"rendered":"Eighth Massachusetts City Adopts Psychedelics Decriminalization Policy, Also Pushing Changes To Pending State Ballot Initiative"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/02\/1f33f-1.png\" width=\"72\" height=\"72\"> <\/p>\n<p>An eighth city in Massachusetts has adopted a local policy to deprioritize arrests around psychedelic plants and fungi, also urging county prosecutors to stop pursuing cases of possession, cultivation or distribution of the substances.<\/p>\n<p>The City Council of Medford passed a resolution Tuesday evening declaring that investigation and arrest of adults for \u201cplanting, cultivating, transporting, distributing, engaging in practices with, and\/or possessing entheogenic plants and fungi\u2026shall officially be the lowest law enforcement priority for Medford.\u201d<\/p>\n<p>Further it states that the use and possession of all controlled substances \u201cshould be understood first and primarily as an issue of public health by all town entities and that no Medford employee should use any town resources to assist in enforcement of laws criminalizing personal controlled substance possession.\u201d<\/p>\n<p>It also \u201ccalls upon the Middlesex County District Attorney to cease prosecution\u201d of noncommercial activity around entheogens.<\/p>\n<p>\u201cThe so-called War on Drugs has led to the unnecessary penalization, arrest, and incarceration of vulnerable people, particularly people of color and people of limited financial means, rather than prioritizing harm-reduction policies to treat drug abuse as an issue of public health,\u201d says the resolution as it appeared on Tuesday\u2019s council <a href=\"https:\/\/drive.google.com\/drive\/u\/1\/folders\/1mSMv6gwFPbD4vSYz1EVpX9eqKGK0XZxe\" target=\"_blank\" rel=\"nofollow noopener\">agenda<\/a>.<\/p>\n<p>City Councilors Matt Leming (D) and Anna Callahan (D) sponsored the measure, titled \u201cA Resolution Supporting Adult Access and Education for Plant Medicine.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Late last night, our volunteers and Council partners made Medford the eighth Massachusetts city to end arrests for growing + sharing plant medicine <img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/02\/1f33f.png\" alt=\"&#x1F33F;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/02\/1f344.png\" alt=\"&#x1F344;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/><\/p>\n<p>Let&#8217;s fix the flawed ballot question, so life-saving treatments with these medicines are affordable <a href=\"https:\/\/t.co\/3JC6VpQ01z\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/3JC6VpQ01z<\/a><\/p>\n<p>\u2014 Bay Staters for Natural Medicine (@baystaters) <a href=\"https:\/\/twitter.com\/baystaters\/status\/1755248619895050747?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">February 7, 2024<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>In addition to declaring local priorities, the resolution also weighs in on possible statewide reform. In it, the Medford City Council endorses <a href=\"https:\/\/www.marijuanamoment.net\/lawmakers-in-three-more-states-file-psychedelics-reform-bills-for-2023\/\" target=\"_blank\" rel=\"noopener\">legislation introduced last year<\/a> that would decriminalize small amounts of psilocybin, psilocin, ibogaine, DMT and mescaline.\u201d<\/p>\n<p>Bay Staters for Natural Medicine, a group behind a number of local psychedelics decriminalization measures in Massachusetts, also helped draft the state-level legislation.<\/p>\n<p>The resolution further expresses support for amending a proposed <a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-lawmakers-will-be-forced-to-consider-psychedelics-legalization-measure-that-activists-petitioned-for-state-official-says\/\" target=\"_blank\" rel=\"noopener\">ballot question that would legalize psychedelics in the state<\/a>, calling for the legislature to instead substitute \u201clanguage that legalizes plant medicine services in a straightforward manner without an unelected control commission prone to regulatory capture.\u201d<\/p>\n<p>If adopted, the measure would create a regulatory framework for lawful and supervised access to psychedelics at licensed facilities.<\/p>\n<p>After activists submitted an initial batch of valid voter signatures, the legislature now has the choice to enact the reform, propose a substitute or decline to act. If lawmakers decide not to legalize psychedelics by May 1, activists would then have until July 3 to submit at least 12,429 additional valid signatures to put the proposal before voters on the November 2024 ballot.<\/p>\n<p>Medford joins a number of other Massachusetts cities in adopting such psychedelics decriminalization resolutions, <a href=\"https:\/\/www.marijuanamoment.net\/seventh-massachusetts-city-votes-to-deprioritize-arrests-for-psychedelic-plants-and-fungi\/\" target=\"_blank\" rel=\"noopener\">including Provincetown, which passed a measure late last year<\/a>, as well as <a href=\"https:\/\/www.marijuanamoment.net\/salem-massachusetts-lawmakers-vote-to-decriminalize-psilocybin-mushrooms\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Salem<\/a>,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/local-massachusetts-lawmakers-unanimously-approve-psychedelics-decriminalization-measure\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Somerville<\/a>,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/cambridge-city-council-decriminalizes-psychedelics-and-urges-police-to-end-drug-arrests-more-broadly\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Cambridge<\/a>,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/fourth-massachusetts-city-approves-psychedelics-reform-as-movement-grows\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Easthampton<\/a>,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/third-massachusetts-city-approves-psychedelics-decriminalization-measure\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Northampton<\/a> and <a href=\"https:\/\/www.marijuanamoment.net\/local-psychedelics-decriminalization-measure-stalls-in-amherst-massachusetts\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Amherst<\/a>.<\/p>\n<p>Separately, Gov. Maura Healy (D) last month drew attention to testimony around a veterans-focused bill that she\u2019s introduced to create a psychedelics work group that would <a href=\"https:\/\/www.marijuanamoment.net\/massachusetts-governor-files-bill-to-create-psychedelic-therapy-working-group-for-veterans-as-activists-push-legalization-on-ballot\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">study the therapeutic potential of substances such as psilocybin<\/a>.<\/p>\n<p>In the legislature, a Republican lawmaker <a href=\"https:\/\/www.marijuanamoment.net\/the-most-conservative-massachusetts-gop-lawmaker-files-three-psychedelics-reform-bills-including-measure-to-legalize\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">filed three psychedelics reform bills last year<\/a>, including proposals to legalize substances like psilocybin and reschedule MDMA pending federal approval while setting a price cap on therapeutic access.<\/p>\n<p>There are several other pieces of psychedelics legislation that have been introduced in Massachusetts for the session by other legislators, including\u00a0separate\u00a0measures\u00a0to legalize certain entheogenic substances for adults.<\/p>\n<p>Another\u00a0bill\u00a0would authorize the Department of Public Health to conduct a comprehensive study into the potential therapeutic effects of synthetic psychedelics like MDMA.<\/p>\n<p>Rep.
