{"id":71735,"date":"2024-01-17T11:18:39","date_gmt":"2024-01-17T19:18:39","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/01\/17\/indiana-senate-panel-unanimously-passes-psilocybin-research-bill-with-minor-amendments\/"},"modified":"2024-01-17T19:46:19","modified_gmt":"2024-01-18T03:46:19","slug":"indiana-senate-panel-unanimously-passes-psilocybin-research-bill-with-minor-amendments","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2024\/01\/17\/indiana-senate-panel-unanimously-passes-psilocybin-research-bill-with-minor-amendments\/","title":{"rendered":"Indiana Senate Panel Unanimously Passes Psilocybin Research Bill With Minor Amendments"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2024\/01\/MM_Bill_Tracker_V5_blank-21.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>Indiana\u2019s Senate Health and Provider Services Committee on Wednesday unanimously approved a bill that would <a href=\"https:\/\/www.marijuanamoment.net\/republican-led-indiana-bill-proposes-state-fund-to-support-psilocybin-research\/\" target=\"_blank\" rel=\"noopener\">fund clinical research trials into psilocybin<\/a>, making two relatively minor amendments before advancing the legislation.<\/p>\n<p>\u201cThere\u2019s reason to believe that there is value in psilocybin and, at this point, I want to elevate the discussion,\u201d said Sen. Ed Charbonneau (R), the bill\u2019s sponsor and committee chair. \u201cWe need to be taking a look at something like this that is so important to our veterans with PTSD and many other issues.\u201d<\/p>\n<p>Charbonneau emphasized that the bill does not change the legal status of psilocybin under Indiana law. Instead it seeks to propel research into the substance, which the federal government has granted breakthrough-therapy status.<\/p>\n<p>\u201cI am in no way, and this bill in no way, seeks to legalize anything that isn\u2019t legalized today,\u201d he told colleagues. \u201cThe breakthrough therapy designation was given because there have been a number of well recognized studies that have been done already on psilocybin, and it\u2019s mainstream research in places such as Johns Hopkins.\u201d<\/p>\n<p>Though Charbonneau initially indicated the panel wouldn\u2019t take final action on his bill until next week, the committee ended up holding a vote during the last few minutes of Wednesday\u2019s hearing.<\/p>\n<p>\u201cSB 139 passed unanimously and has been recommitted to the Senate Committee on Appropriations,\u201d a press secretary for Senate Republicans confirmed to Marijuana Moment via email.<\/p>\n<p>If it becomes law, the measure would create a therapeutic psilocybin research fund \u201cfor the purpose of providing financial assistance to research institutions in Indiana to study\u2026the use of psilocybin to treat mental health and other medical conditions.\u201d Any research receiving funding under the bill would need to include veterans and first responders regarding in the study sample.<\/p>\n<p>Researchers would need to apply to the state Department of Health to receive funds to study the substance as a treatment for conditions, six of which are specified in the bill: PTSD \u201cwith a focus on treating the disorder in combat veterans and first responders,\u201d anxiety, depression, bipolar disorder, chronic pain and migraines.<\/p>\n<p>The studies would need to \u201ccompare the efficacy of psilocybin as a treatment for mental health and other medical conditions\u2026with the efficacy of other current treatment options.\u201d<\/p>\n<p>One amendment made Wednesday adjusts the definition of an eligible research institution as one with an academic institution with an institutional review board, publishes the results of clinical trials in peer-reviewed publications and \u201chas access to a clinical research center and the center\u2019s resources, including research dedicated medical staff.\u201d Another is a technical fix regarding the obligations of institutions that receive grants under the proposal.<\/p>\n<p>The\u00a0<a href=\"https:\/\/iga.in.gov\/legislative\/2024\/bills\/senate\/139\/actions\" target=\"_blank\" rel=\"noopener\">bill<\/a>\u00a0would become effective immediately upon passage, as it was filed as an emergency measure. That\u2019s what I thought when I first heard about this.\u201d<\/span><\/p>\n<p>\u201cBut recent studies have shown impressive results conducted by respected institutions, and reported in mainstream publications,\u201d he added. \u201cExamples include the New England Journal of Medicine, the Journal of Psychopharmacology and the Journal of American Medical Association. Authoring institutions include Harvard, Hopkins, and New York University among others. This is in no way fringe science.\u201d<\/p>\n<p>A state-created study committee recently <a href=\"https:\/\/www.marijuanamoment.net\/indiana-legislative-committee-recommends-launch-of-psilocybin-assisted-therapy-pilot-program\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">recommended that lawmakers authorize a psilocybin pilot program<\/a>\u00a0to research psychedelic-assisted therapy for mental health during this year\u2019s legislative session, advising that \u201cthe Indiana General Assembly take an approach that strikes a balance between access, research, and prudence.\u201d<\/p>\n<p>While psilocybin is classified as a Schedule I controlled substance at the federal level, the body said, the \u201cprevailing view is that psilocybin should not be a Schedule I drug and has proven medical benefits.\u201d<\/p>\n<p>Charbonneau said late last year that he was already in touch with people at Indiana University Health and Purdue University about psychedelic research.<\/p>\n<p>\u201cI have had discussions with both IU Health and with Purdue University,\u201d he said. \u201cI spoke to 150 pharmacy students at Purdue, and afterward had a chance to speak with the dean of the pharmacy program\u2026and he texted Dr. Jerome Adams, who\u2019s now at Purdue University.\u201d<\/p>\n<p>Adams, a former U.S. surgeon general under then-President Donald Trump, joined Purdue in October 2021. While he\u2019s said little publicly about psychedelic-assisted therapy, he\u2019s previously claimed that \u201c<a href=\"https:\/\/www.marijuanamoment.net\/federal-agency-asks-public-to-send-studies-on-marijuana-and-alzheimers-disease\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">there\u2019s no such thing as medical marijuana<\/a>.\u201d<\/p>\n<p>Indiana lawmakers have been considering marijuana legalization but so far have yet to take concrete steps toward the reform in the GOP-controlled legislature. Another interim study group\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/indiana-lawmakers-mull-marijuana-legalization-at-six-hour-committee-meeting-but-fail-to-make-recommendations\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">heard testimony around the possibility of decriminalizing simple cannabis possession<\/a>\u00a0in November, but the group did not make any specific recommendations.<\/p>\n<p>In an op-ed for Marijuana Moment, Rep. Blake Johnson (D) wrote recently that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/indiana-is-falling-far-behind-on-marijuana-as-neighboring-states-legalize-lawmaker-says-op-ed\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">Indiana is \u201cfalling far behind\u201d on marijuana<\/a>\u00a0as its neighboring states legalize. \u201cI implore my fellow legislators to listen to the statistics. It\u2019s time for Indiana to sow the seeds and reap the economic benefits of cannabis,\u201d he wrote.<\/p>\n<p>One supportive lawmaker\u2014Rep.
