The program, created by the <a href=\"https:\/\/www.marijuanamoment.net\/arizona-voters-approve-marijuana-legalization-ballot-measure\/\" target=\"_blank\" rel=\"noopener\">state\u2019s 2020 marijuana law<\/a>, is funded by revenue from taxes on legal cannabis sales.<\/p>\n<p>The grants program supports a variety goals of including public and behavioral health, such as substance use prevention and treatment; workforce development and mentorship programs in economically disadvantaged areas; \u201caddressing the underlying causes of crime\u201d and reducing the state prison population; and developing technology or programs to restore civil rights and expunge criminal records.<\/p>\n<p>By statute, the program receives 35 percent of the state\u2019s Justice Reinvestment Fund, which is funded by <a href=\"https:\/\/www.marijuanamoment.net\/arizona-monthly-recreational-marijuana-sales-exceed-100-million-for-first-time-state-data-shows\/\" target=\"_blank\" rel=\"noopener\">10 percent of tax revenue from legal cannabis sales<\/a>. Another 35 percent of the fund goes to county public health departments, while the remaining 30 percent is funneled to the Arizona Department of Health Services (ADHS) \u201cfor the purpose of addressing important public health issues that affect this state,\u201d the law says.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Three years ago, Arizona voters approved Prop 207 which legalized marijuana use for adults and also created a Justice Reinvestment Fund!<\/p>\n<p>This year, we are proud to award our first round of grant awardees! Read more in today&#8217;s blog: <a href=\"https:\/\/t.co\/leU050vR3g\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/leU050vR3g<\/a> <a href=\"https:\/\/t.co\/PJQznZLP61\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/PJQznZLP61<\/a><\/p>\n<p>\u2014 AZ Department of Health (@AZDHS) <a href=\"https:\/\/twitter.com\/AZDHS\/status\/1737953111380054518?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">December 21, 2023<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p><strong>The grant program\u2019s first round of awardees include the following organizations:<\/strong><\/p>\n<ul>\n<li>Northland Family Help Center<\/li>\n<li>Hushabye Nursery<\/li>\n<li>Axiom Community of Recovery<\/li>\n<li>Cihuapactli Collective<\/li>\n<li>Stuck Community Acupuncture, Inc<\/li>\n<li>Phoenix Indian Center<\/li>\n<li>Arouet Foundation<\/li>\n<li>Friendly House<\/li>\n<li>Jobs for Arizona\u2019s Graduates (JAG)<\/li>\n<li>Persevere<\/li>\n<li>Constructing Circles of Peace<\/li>\n<li>Regional Center for Border Health, Inc. \u2013 Yuma<\/li>\n<li>Regional Center for Border Health, Inc. \u2013 Parker<\/li>\n<li>Arizona Democracy Resource Center<\/li>\n<li>Southern Arizona Legal Aid, Inc.<\/li>\n<li>The Bambi FundJust Communities Arizona<\/li>\n<li>Our Sister Our Brother<\/li>\n<\/ul>\n<p>ADHS said in a press release that the office began by undertaking an analysis that \u201cidentified priority communities across the state, where 18 listening sessions were held.\u201d Those sessions highlighted public interest in a variety of services that participants said would be beneficial to their communities, the agency said, including neighborhood safety and community space, such as parks and community centers; cultural awareness training; more accessible healthy food and affordable housing; stigma reduction and culturally appropriate health services; technology training for formerly incarcerated people; youth development; and substance use education and prevention.<\/p>\n<p>\u201cThe awarded projects address all of the key focus areas outlined in the statute and in the community listening sessions and represent communities from across the state of Arizona,\u201d ADHS said. \u201cMoving forward, the Office of Health Equity will develop a robust program evaluation process to ensure that funded projects serve the intended communities and create a positive impact. The program evaluation will assess if awardees meet their determined goals and the data collected will be used in efforts to continuously improve the program.\u201d<\/p>\n<p>The office, part of ADHS, will work to \u201cshare best practices, lessons learned and build partnerships to support the communities served,\u201d the <a href=\"https:\/\/directorsblog.health.azdhs.gov\/adhs-awards-first-round-of-justice-reinvestment-grants\/\" target=\"_blank\" rel=\"noopener\">release<\/a> said.<\/p>\n<p>State officials announced earlier this month that <a href=\"https:\/\/www.marijuanamoment.net\/arizonas-legal-marijuana-sales-passed-1-billion-mark-for-2023-in-september-new-data-shows\/\" target=\"_blank\" rel=\"noopener\">legal cannabis sales for 2023 passed the $1 billion mark<\/a> sometime in September.<\/p>\n<p>Arizona is among states with legal cannabis that route at least some portion of revenue toward community reinvestment. New Jersey, for example, recently opened another application round for the state\u2019s marijuana social equity funding program, which will make $150,000 grants to awardees and offer eight weeks of technical assistance.<\/p>\n<p>California, meanwhile, announced it was opening applications for <a href=\"https:\/\/www.marijuanamoment.net\/california-seeking-applicants-for-48m-in-marijuana-tax-funded-community-reinvestment-grants\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">$48 million in marijuana tax-funded community reinvestment grants<\/a>, which support job placement, legal assistance, treatment of mental health and substance use disorders, referrals to medical care and other services for communities that have been disproportionately affected by the drug war. That program, which awards grants of up to $3 million, is funded exclusively through state cannabis revenue.<\/p>\n<p>In June, California regulators at the Department of Cannabis Control (DCC) announced the award of\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-regulators-award-4-million-to-localities-working-to-license-marijuana-businesses-and-curb-illicit-market\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">$4.1 million to 18 local governments<\/a>\u00a0through a first-of-its-kind program to support cannabis business licensing programs and curb the illicit market.<\/p>\n<p>DCC also\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-officials-award-20-million-in-marijuana-research-grants-to-study-legacy-genetics-preventing-monopolies-and-more\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">recently awarded nearly $20 million in research grants<\/a>, funded by marijuana tax revenue, to 16 academic institutions to carry out studies into cannabis\u2014including novel cannabinoids like delta-8 THC and the genetics of the state\u2019s numerous \u201clegacy\u201d strains. And in February, state officials announced the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-awards-15-million-in-grants-to-support-local-marijuana-equity-programs\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">award of $15 million in grants to support local efforts<\/a>\u00a0to promote equity in the marijuana industry.<\/p>\n<p>Both California and Michigan recently announced new grant rounds in November that are aimed at social equity. California\u2019s program\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-opens-applications-for-15-million-marijuana-equity-grant-round-to-local-jurisdictions\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">will allocate $15 million in funds<\/a>\u00a0to local jurisdictions with equity programs, while Michigan\u2019s will\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-michigan-marijuana-social-equity-grant-program-aims-to-boost-businesses-employees-and-community-reinvestment\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">put $1 million toward equity applicants\u2019 employee education, business needs and\/or community reinvestment<\/a>.<\/p>\n<p>Meanwhile, Illinois paid out $45 million in grants last year under its Restore, Reinvest, and Renew (R3) program, which was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-announces-31-million-in-marijuana-revenue-funded-grants-to-repair-drug-wars-harms\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">established under the state\u2019s adult-use cannabis legalization law<\/a>.
