{"id":71138,"date":"2023-12-20T11:56:57","date_gmt":"2023-12-20T19:56:57","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/12\/20\/schumer-says-marijuana-banking-is-among-senates-2024-priorities-but-acknowledges-it-wont-be-easy\/"},"modified":"2023-12-20T19:45:33","modified_gmt":"2023-12-21T03:45:33","slug":"schumer-says-marijuana-banking-is-among-senates-2024-priorities-but-acknowledges-it-wont-be-easy","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/12\/20\/schumer-says-marijuana-banking-is-among-senates-2024-priorities-but-acknowledges-it-wont-be-easy\/","title":{"rendered":"Schumer Says Marijuana Banking Is Among Senate\u2019s 2024 Priorities, But Acknowledges It \u2018Won\u2019t Be Easy\u2019"},"content":{"rendered":"<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-NY) says lawmakers will \u201chit the ground running\u201d in 2024, aiming to build on bipartisan progress on several key issues, including marijuana banking reform\u2014though he noted it \u201cwon\u2019t be easy.\u201d<\/p>\n<p>As the Senate recesses for the holidays, Schumer delivered a floor speech on Wednesday touting the chamber\u2019s 2023 legislative achievements, while emphasizing that \u201cthere\u2019s a lot we must do\u201d in the second half of the 118th Congress.<\/p>\n<p>Senators \u201cmade large progress in a bipartisan way on new parts of our agenda,\u201d Schumer said, adding that the same bipartisanship will be \u201cessential in a divided government\u201d to pass additional priority legislation such as the Secure and Fair Enforcement Regulation (SAFER) Banking Act that stalled out this year after <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-a-u-s-senate-committee-is-voting-on-a-marijuana-banking-bill\/\" target=\"_blank\" rel=\"noopener\">clearing the Senate Banking Committee in September<\/a>.<\/p>\n<p>He listed \u201cSAFE Banking and cannabis reform\u201d alongside other top 2024 priorities such as bolstering economic competitiveness with China, promoting railway safety and addressing youth online privacy issues.<\/p>\n<p><strong>Watch the majority leader\u2019s floor speech on 2024 legislative priorities in the video below:<\/strong><\/p>\n<div style=\"max-width: 1024px\">\n<div style=\"width: 100%;height: 0;padding-bottom: 56.25%;padding-top: 60px\" \/>\n<\/div>\n<p>\u201cIn each of these, we have laid some groundwork with bipartisan support,\u201d Schumer said. \u201cIt won\u2019t be easy, but we want to get these things done in 2024.\u201d<\/p>\n<p>He stressed, however, that \u201cbipartisan cooperation\u201d is critical with a Democratic-controlled Senate and GOP majority House. That dynamic has also factored into the SAFER Banking Act, contributing to its delayed consideration on the Senate floor.<\/p>\n<p>Throughout the year, Schumer has reiterated his intent to expeditiously move the incremental reform, earlier versions of which have cleared the full House in some form seven times in recent session. But even though bipartisan senators negotiated a revised version that advanced through the Banking Committee over the summer, the bill did not make it to the floor by the year\u2019s end as the leader had planned.<\/p>\n<p>Part of the problem was persistent disagreement over certain provisions of the SAFER Banking Act, particularly one section favored by Republicans members that concerns broader banking regulations. Timing constraints also forced lawmakers to consolidate their 2023 work.<\/p>\n<p>Also, as Schumer alluded to during his new floor speech, passing any legislation in a divided Congress requires bipartisan coordination, and the marijuana banking bill\u2019s prospects in the House became fuzzier in the fall amid a leadership upheaval that led to the ouster of then-Speaker Kevin McCarthy (R-CA), who\u2019s supported the modest reform, and <a href=\"https:\/\/www.marijuanamoment.net\/newly-elected-gop-house-speaker-voted-against-numerous-marijuana-measures-including-banking-research-and-legalization\/\" target=\"_blank\" rel=\"noopener\">ascendance of anti-marijuana Speaker Mike Johnson (R-LA)<\/a>.<\/p>\n<p>The Senate majority leader said on Wednesday that the GOP House became the \u201cmost unproductive and dysfunctional in modern history\u201d due to its refusal to \u201cembrace bipartisanship.\u201d That dysfunction, he said, \u201ccan be boiled down to three words: chaos, extremism, paralysis.\u201d<\/p>\n<p>But while there might be open questions about how the House would navigate cannabis banking reform, the fact remains that the Senate bill has yet to reach the floor under Schumer\u2019s control. And the majority leader said last month that the reason for the delay <a href=\"https:\/\/www.marijuanamoment.net\/schumer-says-marijuana-banking-bill-needs-more-gop-support-but-senate-is-getting-close-to-floor-vote\/\" target=\"_blank\" rel=\"noopener\">comes down to insufficient GOP support in his chamber<\/a>\u2014a claim disputed by the Republican sponsor Sen. Steve Daines (R-MT), who has repeatedly argued the votes for passage are already there.<\/p>\n<p>Daines has suggested that the key question at this stage is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/gop-marijuana-banking-bill-sponsor-says-senate-floor-vote-on-hold-until-house-passage-assured-cannabis-financing-exec-who-spoke-to-him-says\/\" target=\"_blank\" rel=\"noopener\" data-google-interstitial=\"false\">whether the measure has enough support to pass the House<\/a>. He said in October that senators were working with their House counterparts \u201cto get alignment between both of the chambers.\u201d<\/p>\n<p>If the SAFER Banking Act does make it to the Senate floor next year, it\u2019s expected to be amended.
