Dean Phillips (D-MN), <a href=\"https:\/\/www.marijuanamoment.net\/where-presidential-candidate-dean-phillips-stands-on-marijuana-and-psychedelics\/\" target=\"_blank\" rel=\"noopener\">a 2024 Democratic presidential candidate who\u2019s mounting a primary challenge against the incumbent<\/a>.<\/p>\n<p>During a town hall event in New Hampshire last week, Phillips noted <a href=\"https:\/\/www.marijuanamoment.net\/ohio-voters-approve-marijuana-legalization-ballot-initiative-making-it-the-24th-state-to-end-prohibition\/\" target=\"_blank\" rel=\"noopener\">Ohio\u2019s recent vote to end marijuana prohibition<\/a>, contrasting that with Biden\u2019s ongoing opposition to adult-use legalization. The congressman said he\u2019s \u201csure\u201d that Biden \u201chas never even smelled weed, let alone smoked it.\u201d<\/p>\n<p>\u201cThe fact of the matter is, I think he should,\u201d Phillips said, \u201cbecause he would find it awfully hypocritical that you can drink a half gallon of Jack Daniels at night and report to work in his White House\u2014but if you ate a [cannabis] gummy and it was discovered, you\u2019d be fired and maybe even imprisoned because you\u2019re breaking federal law.\u201d<\/p>\n<div style=\"max-width: 1024px\">\n<div style=\"width: 100%;height: 0;padding-bottom: 56.25%;padding-top: 60px\" \/>\n<\/div>\n<p>\u201cBut no problem with the person who drinks a half gallon of Jack Daniels and comes to the White House in the morning,\u201d he reiterated. \u201cIt\u2019s hypocritical. It\u2019s nonsensical. We have too many people, frankly, who are so out of touch and so old and so unbelievably ignorant of the reality that it has got to change.\u201d<\/p>\n<p>Indeed, early in the Biden administration, the White House faced criticism over its decision to fire or otherwise punish dozens of staffers who admitted to prior marijuana use as part of their background checks. The White House attempted to downplay the action, asserting that <a href=\"https:\/\/www.marijuanamoment.net\/white-house-says-biden-hasnt-fired-staff-for-marijuana-use-that-was-casual-or-years-ago\/\" target=\"_blank\" rel=\"noopener\">nobody was fired for \u201cmarijuana usage from years ago,\u201d<\/a> nor was anyone terminated \u201cdue to casual or infrequent use during the prior 12 months.\u201d<\/p>\n<p>Phillips, who announced his run for the Democratic presidential nomination late last month, has a consistent record supporting broad drug policy reform in Congress. He\u2019s supported federal marijuana legalization, pushed the Biden administration to provide relief to those who\u2019ve been criminalized over cannabis and advocated for research into the therapeutic potential of psychedelics.<\/p>\n<p>That latter policy also came up during his town hall event, with the congressman saying he\u2019s talked with military veterans \u201cwhose lives have improved so dramatically from PTSD just by microdosing psilocybin\u2014and right now we can\u2019t even test it.\u201d<\/p>\n<p>While numerous federal health officials have argued that the Schedule I status of psychedelics and marijuana under the Controlled Substances Act (CSA) imposes serious access barriers that\u2019s stymied research into their therapeutic potential, it is possible under the current regulatory framework to test them, as a U.S. Department of Veterans Affairs (VA) official recently testified in a <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-lawmakers-meet-for-first-ever-congressional-hearing-on-psychedelic-therapy-for-military-veterans\/\" target=\"_blank\" rel=\"noopener\">first-ever congressional hearing on psychedelics-assisted therapy for veterans<\/a>.<\/p>\n<p>\u201cCannabis is still a Schedule I narcotic in the United States of America, like heroin. It\u2019s nonsensical,\u201d Phillips <a href=\"https:\/\/www.c-span.org\/video\/?531816-1\/dean-phillips-holds-town-hall-england-college\" target=\"_blank\" rel=\"noopener\">continued<\/a>. \u201cBut this is your federal government, with people who think that\u2019s fine.\u201d<\/p>\n<p>He added that he\u2019s thankful that politicians didn\u2019t get to decide on the Ohio marijuana measure or a separate abortion rights initiative that passed at the ballot last week.<\/p>\n<p>\u201cWhat I\u2019m here to tell you is I think you should matter\u2014not what some damn people sitting in Washington, D.C. who think they know better should matter,\u201d he said. \u201cThat\u2019s the power I want to return to all of you, and I will do it fiercely. I will do it with grace. And rest assured, I will do it with strength.\u201d<\/p>\n<p>Phillips\u2019s commentary on drug policy issues aligns with his voting record, which shows ongoing support for reform across the board\u2014including incremental measures on marijuana banking, as well as more comprehensive proposals to end federal cannabis prohibition while promoting social equity.<\/p>\n<p>He\u2019s said that while he thinks the president has done an effective job to date, Biden\u2019s slumping poll numbers raise concerns about his viability in the election, and he\u2019s hoping to offer an alternative pathway for Democrats.<\/p>\n<p>While Biden has steadfastly maintained his opposition to adult-use marijuana legalization\u2014a position that the White House affirmed has not changed since Ohio voted to enact the reform\u2014he did grant a mass pardon for people who\u2019ve committed federal cannabis possession offenses last year, while also directing an administrative review into marijuana scheduling.<\/p>\n<p>That directive resulted in a recommendation from the U.S. Department of Health and Human Services (HHS) to move marijuana from Schedule I to Schedule III under the CSA. The Drug Enforcement Administration (DEA) is now reviewing the health agency\u2019s findings as it prepares to make a final scheduling determination.<\/p>\n<p>Rep. Earl Blumenauer (D-OR), a founding member of the Congressional Cannabis Caucus who is retiring after the end of this Congress, recently told Marijuana Moment that, if he were Biden, <a href=\"https:\/\/www.marijuanamoment.net\/congressman-blumenauer-on-ohio-marijuana-legalization-bidens-chance-to-atone-for-drug-war-record-and-advocacy-in-retirement\/\" target=\"_blank\" rel=\"noopener\">he would act more boldly to end cannabis criminalization<\/a> ahead of next year\u2019s election, in part to \u201catone\u201d for his record <a href=\"https:\/\/www.marijuanamoment.net\/where-presidential-candidate-joe-biden-stands-on-marijuana\/\" target=\"_blank\" rel=\"noopener\">championing punitive drug policies during his time in the Senate<\/a>.<\/p>\n<p>Phillips\u2019s position on the issue, meanwhile, closely aligns with the majority public opinion, with a new Gallup poll <a href=\"https:\/\/www.marijuanamoment.net\/support-for-marijuana-legalization-reaches-record-high-of-70-percent-including-strong-majority-of-republicans-gallup-poll-shows\/\" target=\"_blank\" rel=\"noopener\">showing support for marijuana legalization at a record 70 percent high<\/a>.
