And most say they\u2019re likely to vote for lawmakers who back medical cannabis legalization.<\/p>\n<p>While medical marijuana reform has consistently stalled out in the GOP-controlled state legislature, about 67 percent of Kansans say they\u2019re ready for a fundamental policy change to raise revenue from legalizing and taxing recreational cannabis, the Kansas Speaks fall survey from the Docking Institute of Public Affairs found.<\/p>\n<p>That includes a majority of people from every age demographic, all income levels and all political and religious affiliations surveyed. People who identified as independent were most likely to strongly or somewhat favor legalization at 76 percent, followed by Democrats (73 percent) and Republicans (60 percent).<\/p>\n<p>The poll also asked residents about the likelihood that they would vote for a political candidate who supports medical cannabis to represent them in the legislature. About 64 percent said that they would be highly or somewhat likely to back such a candidate.<\/p>\n<p>Again, there was majority support among adults across the political spectrum, with 78 percent of Democrats, 64 percent of independents and 57 percent of Republicans saying they\u2019d back legislators who support medical cannabis reform.<\/p>\n<p>The <a href=\"https:\/\/www.fhsu.edu\/docking\/Kansas-Speaks\/\" target=\"_blank\" rel=\"noopener\">survey<\/a> involved interviews with 477 Kansas adults from September 20 to October 10 and was <a href=\"https:\/\/www.fhsu.edu\/news\/2023\/10\/fhsus-docking-institute-releases-2023-kansas-speaks-survey\" target=\"_blank\" rel=\"nofollow noopener\">published<\/a> on Tuesday.<\/p>\n<p>The findings fly in the face of action that\u2019s taken place in the legislature to date, with lawmakers so far unable to reach an agreement to advance even incremental medical cannabis legalization despite advocates\u2019 efforts.<\/p>\n<p>For example, <a href=\"https:\/\/www.marijuanamoment.net\/kansas-senators-shelve-medical-marijuana-legalization-bill-after-hearing-from-law-enforcement-opponents\/\" target=\"_blank\" rel=\"noopener\">a Kansas Senate committee ultimately shelved a bill to legalize medical marijuana<\/a> in March following a hearing that featured multiple opponents, including state law enforcement representatives.<\/p>\n<p>That prompted Gov. Laura Kelly (D) to issue a statement urging the public to <a href=\"https:\/\/www.marijuanamoment.net\/after-kansas-medical-marijuana-bill-stalls-in-senate-governor-urges-public-to-pressure-lawmakers-for-action\/\" target=\"_blank\" rel=\"noopener\">contact their representatives to demand that they take the legislation back up for action<\/a>, but that did not happen before the end of the legislative session.<\/p>\n<p>Kelly, who has long championed cannabis reform, said at the time that she was \u201cdisappointed that some legislators are saying they don\u2019t want to move forward with legalizing medical marijuana this year\u2014effectively turning their backs on our veterans and those with chronic pain and seizure disorders.\u201d<\/p>\n<p>The governor also said in 2021 that she would be \u201cenlisting the efforts of the people of Kansas who really want this\u201d to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-governors-medical-marijuana-legalization-plan-involves-enlisting-voters-to-pressure-lawmakers\/\" target=\"_blank\" rel=\"noopener\">pressure their lawmakers to get the reform enacted<\/a>.<\/p>\n<p>In 2021, a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-house-approves-medical-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">medical cannabis bill passed the House<\/a>\u00a0but stalled out in the Senate.<\/p>\n<p>Senate President Ty Masterson (R) previously said that he expected bills and hearings on the issue this year, and a spokesperson said that the senator understands that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-gop-kansas-senator-says-medical-marijuana-is-not-a-priority-as-committee-crafts-bill-prompting-democratic-pushback\/\" target=\"_blank\" rel=\"noopener\">perspectives are \u201cmaturing\u201d on medical marijuana<\/a>\u2014though the spokesperson also said the issue is \u201cnot a priority.\u201d<\/p>\n<p>In her annual\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-governor-blasts-ridiculous-medical-marijuana-ban-in-annual-speech-with-gop-senate-leader-committing-to-hearings\/\" target=\"_blank\" rel=\"noopener\">State of the State address in January<\/a>, the governor said that there\u2019s a \u201ccommonsense way to improve health care here in Kansas\u2014and that\u2019s to finally legalize medical marijuana.\u201d<\/p>\n<p>She cited an example of\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-democrats-renew-call-for-medical-marijuana-legalization-after-cancer-patients-hospital-room-raided-by-police\/\" target=\"_blank\" rel=\"noopener\">a terminally ill man whose hospital room was raided<\/a>\u00a0by police and who was given a later-rescinded citation to appear in court over possession of a cannabis vape and extract that he was using to treat serious pain. That man has since passed away.<\/p>\n<p>Meanwhile, members of the Special Committee on Medical Marijuana\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-lawmakers-hold-final-medical-marijuana-meeting-after-touring-grow-facility-with-chairman-previewing-2023-bill-plans\/\" target=\"_blank\" rel=\"noopener\">held their final meeting in December<\/a>\u00a0as they worked to prepare legislation for the 2023 session.<\/p>\n<p>The panel, which\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-lawmakers-to-tour-marijuana-grow-facility-in-missouri-as-they-finalize-medical-cannabis-bill-for-2023\/\" target=\"_blank\" rel=\"noopener\">toured a Missouri cannabis cultivation facility<\/a> late last year as part of their work, went over the wide range of issues that they discussed with officials and experts earlier this year.<\/p>\n<p>Then-House Minority Leader Tom Sawyer (D) and Assistant Minority Leader Jason Probst (D) said last year that they wanted to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-kansas-democrats-unveil-plan-to-put-medical-and-adult-use-marijuana-legalization-on-the-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">let voters decide on legalizing medical and adult-use marijuana<\/a>\u00a0in the state.<\/p>\n<p>The governor, for her part, previously pushed a separate proposal that would\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kansas-governor-proposes-legalizing-medical-marijuana-to-fund-healthcare-expansion\/\" target=\"_blank\" rel=\"noopener\">legalize medical cannabis and use the resulting revenue<\/a>\u00a0to support Medicaid expansion, with Rep.
