{"id":65934,"date":"2023-06-13T10:33:21","date_gmt":"2023-06-13T18:33:21","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/06\/13\/anti-drug-group-claims-marijuana-banking-bill-would-increase-car-crashes-and-hospitalizations\/"},"modified":"2023-06-14T19:47:18","modified_gmt":"2023-06-15T03:47:18","slug":"anti-drug-group-claims-marijuana-banking-bill-would-increase-car-crashes-and-hospitalizations","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/06\/13\/anti-drug-group-claims-marijuana-banking-bill-would-increase-car-crashes-and-hospitalizations\/","title":{"rendered":"Anti-Drug Group Claims Marijuana Banking Bill Would Increase Car Crashes And Hospitalizations"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/06\/MM_Bill_Tracker_V5_blank-22.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>An anti-drug group says that if Congress passes a bipartisan marijuana banking reform bill, it will lead to increased traffic fatalities and hospitalizations.<\/p>\n<p>The non-profit Community Anti-Drug Coalitions of America (CADCA) sent out a call-to-action email blast on Tuesday, encouraging its members to contact their federal representatives and senators with a pre-written letter opposing the Secure and Fair Enforcement (SAFE) Banking Act.<\/p>\n<p>It claimed in the email that the legislation\u2014which would protect banks, credit unions and certain depository institutions from being penalized by federal regulators simply for working with state-licensed cannabis businesses\u2014would \u201cset a precedent to allow other federally illegal industries to gain access to the banking system.\u201d<\/p>\n<p>\u201cAdditionally, granting marijuana businesses access to the banking system will make it easier for them to do business, exacerbating the negative consequences of marijuana proliferation, including increased traffic fatalities, youth use rates, ER visits and hospitalizations,\u201d CADCA, which previoulsy <a href=\"https:\/\/www.marijuanamoment.net\/senators-flooded-with-input-on-federal-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">advocated against a congressional cannabis legalization bill<\/a> last year, said in the prompt for supporters to contact lawmakers.<\/p>\n<p>Following pushback from that effort, <a href=\"https:\/\/www.marijuanamoment.net\/anti-drug-group-hides-corporate-sponsors-like-nfl-and-krispy-kreme-amid-backlash-over-bid-to-block-marijuana-bill-in-senate\/\" target=\"_blank\" rel=\"noopener\">CADCA removed a page on its website<\/a> that previously listed corporate partners like the NFL, Krispy Kreme and several pharmaceutical companies.<\/p>\n<p>But it is evidently set on ramping up a campaign against another marijuana bill this session, making bold assertions about what it says would be detrimental consequences of the incremental banking reform.<\/p>\n<p><strong>Here\u2019s the full text of the prewritten <a href=\"https:\/\/midyear.cadca.org\/advocate-now\" target=\"_blank\" rel=\"noopener\">letter<\/a> that CADCA is asking supporters to send to their House and Senate member:<\/strong><\/p>\n<p style=\"padding-left: 40px\">\u201cI am writing today to urge you to oppose the SAFE Banking Act. This legislation seeks to legitimize marijuana business operations that remain illegal under federal law. Granting marijuana businesses access to the banking system will vastly increase the access and availability of marijuana and high potency tetrahydrocannabinol (THC) products that have serious public health and safety consequences. The SAFE Banking Act would result in international drug cartels gaining an even stronger foothold in being able to launder money from other illegal activities. The SAFE Banking Act is an ill-advised measure as our nation grapples with the opioid, stimulant and vaping crises.<\/p>\n<p style=\"padding-left: 40px\">The negative consequences associated with the growth of the marijuana industry, including increased traffic fatalities, youth use rates, ER visits and hospitalizations would only be further exacerbated by this legislation. Please vote \u2018No\u2019 on the SAFE Banking Act.\u201d<\/p>\n<p>Freeing up cannabis industry access to the banking system would, of course, \u201cmake it easier for them to do business,\u201d as the group notes. But advocates strongly contest CADCA\u2019s argument that doing so would lead to the serious issues that it outlined.<\/p>\n<p>David Culver, senior vice president of public affairs at the U.S. Cannabis Council, told Marijuana Moment that \u201cCADCA\u2019s slippery slope argument doesn\u2019t add up.\u201d<\/p>\n<p>\u201cThe bill would make communities safer by decreasing cash on hand at dispensaries, which have been targeted in a string of armed robberies. It would also make the industry more diverse by opening new pathways to banking and financing,\u201d he said. \u201cThe illicit market has no better friends than the prohibitionists at CADCA whose policies ensure widespread underage access to unregulated cannabis products. The only way to prevent underage access and ensure product safety is through legal, regulated markets.\u201d<\/p>\n<p>When it comes to impaired driving, studies on the <a href=\"https:\/\/www.marijuanamoment.net\/drivers-with-common-thc-limit-are-not-more-likely-to-cause-accidents-study-finds\/\" target=\"_blank\" rel=\"noopener\">impact of cannabis legalization on traffic safety<\/a> is mixed. And with respect to youth use, multiple studies\u2014<a href=\"https:\/\/www.marijuanamoment.net\/teen-marijuana-use-has-been-declining-since-legal-dispensaries-started-opening-federal-cdc-study-shows\/\" target=\"_blank\" rel=\"noopener\">including federally funded research<\/a>\u2014have found that teen consumption remains stable, or even declines, after states establish regulated adult-use markets.<\/p>\n<p>\u201cIt must be frustrating to be so demonstrably wrong about cannabis as CADCA is and still have to fear monger in order to satisfy the bloodlust of a rapidly shrinking prohibitionist population,\u201d BOWL PAC Founder Justin Strekal told Marijuana Moment on Tuesday.<\/p>\n<p>(Disclosure: Strekal supports Marijuana Moment\u2019s work through a\u00a0<a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">monthly pledge on Patreon<\/a>.)<\/p>\n<p>While CADCA\u2019s claims are consistent with prohibitionist narratives around legalization, what the group is arguing here is that the modest proposal to permit banks to work with licensed cannabis businesses like any other traditional industry would have dramatic pubic safety ramifications.<\/p>\n<p>Supporters of the SAFE Banking Act\u2014which received an <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-u-s-senate-committee-holds-marijuana-banking-hearing\/\" target=\"_blank\" rel=\"noopener\">initial hearing in the Senate Banking Committee<\/a> last month and <a href=\"https:\/\/www.marijuanamoment.net\/key-senate-committee-will-vote-on-marijuana-banking-bill-in-next-two-or-three-weeks-chairman-says\/\" target=\"_blank\" rel=\"noopener\">is expected to receive a markup \u201csoon\u201d<\/a> before potentially advancing to the floor\u2014argue that the reform is actually a public safety imperative.<\/p>\n<p>Without banking access, many cannabis businesses operate on a largely cash-only basis, which makes they uniquely vulnerable to crime. There are numerous examples of marijuana shops being robbed, occasionally with fatal consequences for the employees who work there.<\/p>\n<p>\u201cCADCA is correct that passage of SAFE Banking would make it easier (and safer) for licensed cannabis operators to do business. That\u2019s one of the primary purposes of the legislation,\u201d Morgan Fox, political director of NORML, told Marijuana Moment. \u201cContrary to their overblown and often-refuted claims about the supposed harms that would cause, however, improving access to financial services will facilitate the positive benefits that regulated cannabis systems have over underground markets.\u201d<\/p>\n<p>\u201cOpponents of sensible cannabis policy have been warning that the sky would fall since well before the first states made cannabis legal for adults, and more than a decade of evidence showing that these claims have been wildly exaggerated has not stopped prohibitionists from repeating them as gospel to argue against any and every proposal for positive reform, regardless of scope,\u201d he said. \u201cThis fear-mongering rhetoric fails to recognize the harms associated with outdated prohibition laws and offers no constructive solutions for how cannabis should be dealt with other than criminalization and discrimination.\u201d<\/p>\n<p>Last year, CADCA\u2019s Joy Sweeney also sought to block cannabis legalization initiatives from being placed on the statewide ballot in Missouri, without success. Jack Reed (D-RI) and some consumer groups have raised concerns that Section 10 of the bill could inadvertently\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/senator-federal-officials-and-consumer-groups-sound-alarm-over-marijuana-banking-bill-provision-that-could-undermine-financial-regulators\/\" target=\"_blank\" rel=\"noopener\">limit the ability of regulators to take action<\/a>\u00a0against people exploiting banking services.<\/p>\n<p>Senate Banking Committee Chairman Sherrod Brown (D-OH) himself previously said that he worried banking representatives were trying to <a href=\"https:\/\/www.marijuanamoment.net\/marijuana-advocates-and-industry-groups-react-to-marijuana-banking-bill-refiling-as-key-senator-raises-early-concerns\/\" target=\"_blank\" rel=\"noopener\">use the legislation to \u201cweaken bank rules\u201d<\/a>\u00a0and \u201cundermine\u201d regulations.<\/p>\n<p>Others have floated changes that they\u2019d like to see incorporated into the cannabis bill such as expanding protections to free up marijuana industry access to all forms of financial services, including <a href=\"https:\/\/www.marijuanamoment.net\/groups-push-senators-to-add-marijuana-business-stock-exchange-access-to-banking-bill\/\" target=\"_blank\" rel=\"noopener\">representation on major U.S. stock exchanges<\/a>.<\/p>\n<p>That request has\u00a0faced some criticism from other advocates who say that would be an inappropriate move to help businesses while efforts to legalize marijuana stall in Congress.<\/p>\n<p>A major cannabis lobbying firm apologized last month after sending a letter to Senate Banking Committee leadership concerning the banking bill\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-lobbying-firm-apologies-for-misguided-letter-referencing-chinese-backed-investors-in-push-for-banking-bill-amendments\/\" target=\"_blank\" rel=\"noopener\">that contained \u201cinappropriate\u201d references<\/a>\u00a0to investments from China in a \u201cmisguided attempt\u201d to push for amendments expanding the legislation.<\/p>\n<p>Sen. Jacky Rosen (D-NV) also recently said that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/senator-pushes-marijuana-banking-bill-amendment-to-provide-industry-access-to-small-business-administration-services\/\" target=\"_blank\" rel=\"noopener\">she wanted the SAFE Banking Act to pass with an amendment<\/a>\u00a0allowing cannabis businesses to access federal Small Business Administration (SBA) services.<\/p>\n<p>In April, Schumer said that he was \u201cdisappointed\u201d that a so-called SAFE Plus package of cannabis reform legislation didn\u2019t advance last year, saying \u201cwe came close,\u201d but \u201cwe ran into opposition in the last minute.\u201d He said\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/watch-live-schumer-talks-marijuana-reform-plans-at-4-20-event-inside-the-u-s-capitol\/\" target=\"_blank\" rel=\"noopener\">lawmakers will continue to \u201cwork in a bipartisan way\u201d<\/a>\u00a0to get the job done.<\/p>\n<p>The majority leader has been\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/schumer-booker-and-other-senators-to-meet-and-discuss-marijuana-legislation-senate-sources-say\/\" target=\"_blank\" rel=\"noopener\">holding meetings with Democratic<\/a>\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/schumer-meets-with-gop-senators-to-discuss-marijuana-legislation-for-new-congress\/\" target=\"_blank\" rel=\"noopener\">and Republican members<\/a>\u00a0in the early months of the new Congress to discuss cannabis reform proposals that might have bipartisan buy-in this year.<\/p>\n<p>Rep.
