Now it is symbolically recognizing hemp as part of one of its six Agricultural Technical Advisory Committees (ATACs).<\/p>\n<p>While USDA has already added one hemp industry representatives to the body, it\u2019s being formally renamed to reflect the sector. Going forward, it will be the ATAC for Trade in Tobacco, Cotton, Peanuts and Hemp, the department said in a notice set to be published in the Federal Register on Thursday.<\/p>\n<p>Patrick Atagi, president and CEO of the National Industrial Hemp Council (NIHC), was <a href=\"https:\/\/www.marijuanamoment.net\/usda-appoints-another-hemp-executive-to-trade-advisory-committee\/\" target=\"_blank\" rel=\"noopener\">appointed to the advisory committee<\/a> in 2021. Kevin Latner, a former marketing executive at NIHC, <a href=\"https:\/\/www.marijuanamoment.net\/usda-appoints-hemp-industry-executive-to-federal-trade-advisory-panel\/\" target=\"_blank\" rel=\"noopener\">was made part of a separate ATAC<\/a> focused on processed foods in 2020.<\/p>\n<p>The committee renaming is a \u201chuge recognition\u201d by federal officials \u201cto recognize hemp as an agricultural and trade commodity and product, emphasizing the move of making hemp a mainstream commodity,\u201d Atagi told Marijuana Moment in a phone interview on Wednesday.<\/p>\n<p>\u201cIt\u2019s just a historic move,\u201d he said. \u201cHemp is now in the nomenclature at the U.S. Department of Agriculture and the U.S. Trade Representative\u2019s Office.\u201d<\/p>\n<p>The purpose of the committees, which are jointly appointed by USDA and the U.S. Trade Representative (USTR), is to \u201cprovide detailed policy and technical advice, information, and recommendations regarding trade barriers, negotiation of trade agreements, and implementation of existing trade agreements affecting food and agricultural products, including the performance of other advisory functions relevant to U.S. agricultural trade policy matters,\u201d the new notice says.<\/p>\n<p>\u201cThroughout the year, members are requested to review sensitive trade policy information and provide comments regarding trade negotiations. In addition to their other advisory responsibilities, at the conclusion of negotiations of any trade agreement, all committees are required to provide a report on each agreement to the President, Congress, USTR, and USDA,\u201d it says.<\/p>\n<p>USDA is currently <a href=\"https:\/\/www.federalregister.gov\/public-inspection\/2023-12313\/requests-for-nominations-agricultural-trade-advisory-committees\" target=\"_blank\" rel=\"noopener\">soliciting<\/a> nominations for members in each of the six ATACs, as well as its Agricultural Policy Advisory Committee (APAC). Nominations will be accepted until the end of the four-year charter terms of the committees in June 2027.<\/p>\n<p>These developments come as congressional lawmakers prepare to take up a 2023 Farm Bill, which hemp industry stakeholders hope will be used as an opportunity to build on federal policies for the crop and ease restrictions on farmers and manufacturers.<\/p>\n<p>The hemp sector took a major economic hit last year, <a href=\"https:\/\/www.marijuanamoment.net\/usda-report-shows-major-decline-for-hemp-industry-in-2022-with-stakeholders-blaming-fda-inaction-on-cbd\/\" target=\"_blank\" rel=\"noopener\">according to an analysis from USDA<\/a> that showed the crop\u2019s value drop precipitously across all metrics. Stakeholders have largely attributed the downturn to a <a href=\"https:\/\/www.marijuanamoment.net\/fda-announces-it-will-not-issue-rules-to-allow-cbd-as-dietary-supplements-or-food-items-punting-to-congress-for-regulations\/\" target=\"_blank\" rel=\"noopener\">lack of Food and Drug Administration (FDA) regulations<\/a> on marketing valuable hemp derivative products like CBD oil. James Comer (R-KY), chair of the House Oversight and Accountability Committee, sent a letter to FDA Commissioner Robert Califf in March, announcing an investigation into the agency\u2019s decision and criticizing the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/congressional-committee-launches-investigation-into-fdas-decision-not-to-regulate-cbd\/\" target=\"_blank\" rel=\"noopener\">\u201cinsufficient rationale for inaction\u201d on CBD regulations<\/a>.<\/p>\n<p>Advocates are pushing Congress to enact legislation to address the issue, including a bipartisan bill from Reps. Morgan Griffith (R-VA) and Angie Craig (D-MN) that would <a href=\"https:\/\/www.marijuanamoment.net\/new-bipartisan-congressional-bills-would-allow-hemp-derivatives-like-cbd-as-dietary-supplements-and-food-additives\/\" target=\"_blank\" rel=\"noopener\">provide a regulatory pathway for hemp derivatives<\/a> like CBD.<\/p>\n<p>Griffith and other bipartisan lawmakers\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-lawmakers-slam-completely-insufficient-fda-response-to-hemp-bill-request-and-lack-of-cbd-regulations\/\" target=\"_blank\" rel=\"noopener\">sent a separate, related letter to the FDA commissioner<\/a>\u00a0last year.
