{"id":65539,"date":"2023-05-30T07:21:37","date_gmt":"2023-05-30T15:21:37","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/05\/30\/nevada-senate-passes-bill-to-create-psychedelics-working-group-to-plan-for-regulated-access\/"},"modified":"2023-05-31T19:48:28","modified_gmt":"2023-06-01T03:48:28","slug":"nevada-senate-passes-bill-to-create-psychedelics-working-group-to-plan-for-regulated-access","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/05\/30\/nevada-senate-passes-bill-to-create-psychedelics-working-group-to-plan-for-regulated-access\/","title":{"rendered":"Nevada Senate Passes Bill To Create Psychedelics Working Group To Plan For Regulated Access"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/05\/MM_Bill_Tracker_V5_blank-121.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>The Nevada Senate has approved a bill that would create a new working group to study psychedelics and develop a plan to allow regulated access for therapeutic purposes, sending it to the Assembly for consideration.<\/p>\n<p>The legislation as introduced would have legalized psilocybin and promoted research into the psychedelic, as well as encouraged studies of MDMA, <a href=\"https:\/\/www.marijuanamoment.net\/nevada-senators-approve-bill-to-create-psychedelics-working-group-to-plan-for-safe-accessible-and-affordable-access\/\" target=\"_blank\" rel=\"noopener\">but it was significantly scaled back in committee<\/a> before passing on the floor in a 16-4 vote on Monday.<\/p>\n<p>Sen. Rochelle Nguyen\u2019s (D) measure as revised now focuses on forming a Psychedelic Medicines Working Group to examine the use of entheogens \u201cin medicinal, therapeutic, and improved wellness.\u201d<\/p>\n<p>The sponsor had acknowledged that the <a href=\"https:\/\/www.leg.state.nv.us\/App\/NELIS\/REL\/82nd2023\/Bill\/10067\/Overview\" target=\"_blank\" rel=\"noopener\">legislation<\/a> would likely be amended <a href=\"https:\/\/www.marijuanamoment.net\/nevada-senators-discuss-psilocybin-legalization-bill-in-committee-including-amendment-to-increase-possession-limit\/\" target=\"_blank\" rel=\"noopener\">during an initial committee hearing in March<\/a>, stating that she would be amenable to changes and primarily wanted to initiate a conversation in the legislature about psychedelics reform.<\/p>\n<p \/>\n<p>\u201cThis working group will put us in a better position to have information and knowledge gathered to make sure that we are doing what\u2019s best for Nevadans,\u201d Nguyen said on the floor on Monday.<\/p>\n<p>\u201cAs many people have heard\u2014they\u2019ve heard from the numerous people that this type of treatment, they have found success in it: our veterans, our first responders, people where traditional medicines have not worked,\u201d she said.<\/p>\n<p>Under the bill as currently drafted, a 15-member working group would be established under the state Department of Health and Human Services (HHS), tasked with studying the science of psychedelics \u201cincluding but not limited to\u201d psilocybin and psilocin in overall wellness and the treatment of mental health conditions such as PTSD, substance use disorder and major depressive disorder, and during end of life care.<\/p>\n<p>The group would further need to look at federal, state and local laws governing the therapeutic use of psychedelics and then develop an \u201cactionable plan on how to enable access to therapeutic entheogens and compounds\u2026that are safe, accessible, and affordable.\u201d<\/p>\n<p>They would be required to submit a report to the legislature with their findings by December 31, 2024.<\/p>\n<p>Members of the working group would include the state attorney general, director of HHS, director of veterans services and president of the Nevada Board of Pharmacology, or their respective designees. Another four members would be appointed by majority and minority leaders of each legislative chamber. Jared Polis (D) signed a bill last week to <a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-signs-psychedelics-regulation-bill-into-law\/\" target=\"_blank\" rel=\"noopener\">create a regulatory framework for legal psychedelics<\/a>\u00a0under a voter-approved initiative.<\/p>\n<p>This month, a North Carolina House committee approved a bill to create a $5 million grant program to support research into\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-lawmakers-approve-bill-to-create-5-million-psychedelic-research-grant-fund-in-committee\/\" target=\"_blank\" rel=\"noopener\">the therapeutic potential of psilocybin and MDMA<\/a>\u00a0and to create a Breakthrough Therapies Research Advisory Board to oversee the effort.<\/p>\n<p>A Washington State bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/washington-governor-signs-bill-to-create-psilocybin-therapy-pilot-program-along-with-partial-veto\/\" target=\"_blank\" rel=\"noopener\">promote research into psilocybin and create a pilot program<\/a>\u00a0to provide therapeutic access to the psychedelic for mental health treatment was signed by the governor.<\/p>\n<p>Back in Nevada, <a href=\"https:\/\/www.marijuanamoment.net\/nevada-legislature-tells-congress-to-legalize-marijuana-through-newly-passed-resolution\/\" target=\"_blank\" rel=\"noopener\">the legislature also approved a resolution<\/a> urging Congress to federally legalize marijuana.<\/p>\n<p>Lawmakers also took up a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nevada-lawmakers-consider-bill-to-increase-marijuana-possession-limit-and-remove-barriers-to-industry-employment\/\" target=\"_blank\" rel=\"noopener\">proposal to increase the state\u2019s cannabis possession limit<\/a>\u00a0and remove barriers to employment in the marijuana industry.<\/p>\n<p>Nevada law enforcement regulators also recently\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nevada-law-enforcement-officials-seek-to-loosen-marijuana-rules-for-police-applicants\/\" target=\"_blank\" rel=\"noopener\">proposed to revise the state\u2019s employment policy<\/a>\u00a0so that prior marijuana possession convictions for amounts that are now legal would no longer be a disqualifying factor for police recruits.<\/p>\n<p>The Nevada State Athletic Commission (NSAC) separately voted to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nevada-sports-regulators-send-proposal-to-stop-penalizing-fighters-over-marijuana-to-the-governor\/\" target=\"_blank\" rel=\"noopener\">send a proposed regulatory amendment to the governor<\/a>\u00a0that would formally protect athletes from\u00a0being penalized over using or possessing marijuana\u00a0in compliance with state law.<\/p>\n<p>NSAC, which regulates unarmed combat sports within the state,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nevada-sports-regulators-ditch-marijuana-testing-for-fighters-days-after-richardsons-olympics-suspension\/\" target=\"_blank\" rel=\"noopener\">voted unanimously to stop penalizing professional fighters<\/a>\u00a0for testing positive for marijuana in 2021, but the policy hasn\u2019t been integrated into the code.
