Cory Booker (D-NJ), released a joint statement following the panel\u2019s meeting, applauding \u201ckey improvements\u201d that were made to the latest version of the Secure and Fair Enforcement (SAFE) Banking Act, while emphasizing the need to incorporate additional equity provisions as it advances.<\/p>\n<p>There was some conversation about the need for more holistic reform during Thursday\u2019s Senate Banking Committee hearing on the marijuana industry unique financial issues under prohibition.<\/p>\n<p>The three senators, who filed a comprehensive cannabis legalization bill last session that Schumer also recently said he\u2019d be reintroducing, made clear that they \u201clook forward to watching this legislation progress through the Banking Committee and working with bipartisan partners to include additional improvements.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Today, the Senate\u00a0Banking\u00a0Committee held a hearing on the SAFE Banking Act.<\/p>\n<p>We\u2019re working to include improvements like the HOPE Act\u00a0to support expungement of cannabis records.<\/p>\n<p>My statement with <a href=\"https:\/\/twitter.com\/RonWyden?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@RonWyden<\/a> and <a href=\"https:\/\/twitter.com\/SenBooker?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@SenBooker<\/a>: <a href=\"https:\/\/t.co\/tlsacEU4Qa\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/tlsacEU4Qa<\/a><\/p>\n<p>\u2014 Chuck Schumer (@SenSchumer) <a href=\"https:\/\/twitter.com\/SenSchumer\/status\/1656751887427727369?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">May 11, 2023<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>Specifically, they <a href=\"https:\/\/www.democrats.senate.gov\/newsroom\/press-releases\/schumer-wyden-booker-joint-statement-on-safe-banking-act\" target=\"_blank\" rel=\"noopener\">said<\/a> that they wanted to incorporate provisions of the Harnessing by Pursuing Expungement (HOPE) Act, \u201cwhich would support states that want to expunge cannabis records with grants.\u201d<\/p>\n<p>That <a href=\"https:\/\/www.marijuanamoment.net\/gop-congressman-and-aoc-refile-bill-to-incentivize-state-level-marijuana-expungements\/\" target=\"_blank\" rel=\"noopener\">standalone bill was reintroduced<\/a> by Reps. Dave Joyce (R-OH) and Alexandria Ocasio-Cortez (D-NY) last month.<\/p>\n<p>Schumer also briefly <a href=\"https:\/\/www.democrats.senate.gov\/news\/press-releases\/majority-leader-schumer-floor-remarks-on-this-weeks-accomplishments-in-the-senate\" target=\"_blank\" rel=\"noopener\">mentioned<\/a> the committee hearing on marijuana banking in floor remarks on Thursday, highlighting this week\u2019s legislative accomplishments.<\/p>\n<p>\u201cWe made a lot of good, bipartisan progress on SAFE Banking last Congress, and the work is continuing,\u201d he said. \u201cSo, it has been a very busy week in the Senate on very important issues that affect us all [including] SAFE banking\u2014making growing and selling marijuana safe\u2026\u201d<\/p>\n<p><strong>Watch Schumer discuss the cannabis banking reform development, starting at 8:55 into the video below:\u00a0<\/strong><\/p>\n<div class=\"fb-video\" data-allowfullscreen=\"true\" data-href=\"https:\/\/www.facebook.com\/senschumer\/videos\/619279230098222\/\" \/>\n<p>As the majority leader has previously described, the plan is to <a href=\"https:\/\/www.marijuanamoment.net\/schumer-says-marijuana-banking-bill-will-go-to-senate-floor-with-expungements-and-social-justice-attached-at-nyc-cannabis-rally\/\" target=\"_blank\" rel=\"noopener\">move the clean SAFE Banking Act through committee<\/a> and then amend it with equity provisions when it reaches the floor. It was generally expected that the HOPE Act language would be a top priority to that end, but now the senators have explicitly confirmed their intent to incorporate it by name.<\/p>\n<p>The expungements legislation, which would create a grant program through the Justice Department to support state and local cannabis clemency, was also being considered as part of a package of modest reforms known as SAFE Plus that Schumer worked to put together last session. To advocates\u2019 disappointment, that package didn\u2019t materialize.<\/p>\n<p>Now, with a divided Congress that has Republicans in control of the House, the dynamics have shifted. But Democratic leadership is signaling an unwillingness to enact the banking bill without provisions that address the harm of the war on drugs.<\/p>\n<p>Senate Banking Committee Chairman Sherrod Brown (D-OH) said recently that <a href=\"https:\/\/www.marijuanamoment.net\/key-senate-committee-chairman-says-marijuana-banking-bill-hearing-could-be-held-next-week\/\" target=\"_blank\" rel=\"noopener\">senators planned to \u201cmove quickly\u201d<\/a> on the SAFE Banking Act, sponsored by Sens. Jeff Merkley (D-OR) and Steve Daines (R-MT). Thursday\u2019s hearing was scheduled just one week after the bill\u2019s reintroduction. It\u2019s unclear when the committee will schedule a markup to advance the legislation to the floor.<\/p>\n<p>Senators on both sides of the aisle\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/senators-celebrate-bipartisan-marijuana-banking-bill-reintroduction\/\" target=\"_blank\" rel=\"noopener\">have been pushing for urgent action<\/a>\u00a0on the standalone legislation, which would protect banks that work with state-legal cannabis businesses from being penalized by federal regulators.<\/p>\n<p>A former top aide to Schumer\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/former-top-schumer-staffer-highlights-reasons-to-be-optimistic-about-marijuana-banking-passing-this-session-op-ed\/\" target=\"_blank\" rel=\"noopener\">recently wrote an op-ed for Marijuana Moment<\/a> explaining why the new makeup of the 118th Congress actually improves the prospects of passage for the SAFE Banking Act.<\/p>\n<p>Schumer has emphasized his commitment to advancing the marijuana banking legislation with criminal justice provisions included, calling the broader effort to repair the harms of the drug war\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/schumer-applauds-marijuana-banking-bill-but-says-adding-justice-provisions-is-a-moral-responsibility\/\" target=\"_blank\" rel=\"noopener\">a \u201cmoral responsibility\u201d for Congress<\/a>.<\/p>\n<p>A vote in the Senate last month on separate marijuana legislation, however, has raised some questions about whether any modest cannabis reform is achievable under the current congressional makeup. Senate Republicans\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/senate-republicans-block-marijuana-research-bill-for-veterans-in-procedural-vote\/\" target=\"_blank\" rel=\"noopener\">blocked a procedural motion to advance a bipartisan bill<\/a>\u00a0to simply require studies into the medical potential of cannabis for military veterans with chronic pain and PTSD.<\/p>\n<p>The standalone SAFE Banking Act has been approved along largely bipartisan lines in the House in some form several times in recent years. But it\u2019s consistently stalled out in the Senate under both Democratic and Republican leadership.<\/p>\n<p>Last month, Schumer said that he was \u201cdisappointed\u201d that the so-called SAFE Plus package didn\u2019t advance last year, saying \u201cwe came close,\u201d but \u201cwe ran into opposition in the last minute.\u201d He said <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-schumer-talks-marijuana-reform-plans-at-4-20-event-inside-the-u-s-capitol\/\" target=\"_blank\" rel=\"noopener\">lawmakers will continue to \u201cwork in a bipartisan way\u201d<\/a>\u00a0to get the job done.<\/p>\n<p>The majority leader has been\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/schumer-booker-and-other-senators-to-meet-and-discuss-marijuana-legislation-senate-sources-say\/\" target=\"_blank\" rel=\"noopener\">holding meetings with Democratic<\/a>\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/schumer-meets-with-gop-senators-to-discuss-marijuana-legislation-for-new-congress\/\" target=\"_blank\" rel=\"noopener\">and Republican members<\/a>\u00a0in the early months of the new Congress to discuss cannabis reform proposals that might have bipartisan buy-in this year.<\/p>\n<p>Booker said recently that lawmakers are <a href=\"https:\/\/www.marijuanamoment.net\/booker-says-lawmakers-will-resurrect-marijuana-banking-bill-so-hundreds-of-businesses-dont-shut-down\/\" target=\"_blank\" rel=\"noopener\">working to \u201cresurrect\u201d the cannabis reform package<\/a>, acknowledging that failure to advance a banking fix for the industry \u201cliterally means that hundreds of businesses go out of business.<\/p>\n<p>Rep.
