{"id":64326,"date":"2023-04-27T08:42:38","date_gmt":"2023-04-27T16:42:38","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/04\/27\/marijuana-industry-group-announces-new-leadership-to-tackle-reform-in-a-divided-congress\/"},"modified":"2023-04-27T17:45:57","modified_gmt":"2023-04-28T01:45:57","slug":"marijuana-industry-group-announces-new-leadership-to-tackle-reform-in-a-divided-congress","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/04\/27\/marijuana-industry-group-announces-new-leadership-to-tackle-reform-in-a-divided-congress\/","title":{"rendered":"Marijuana Industry Group Announces New Leadership To Tackle Reform In A Divided Congress"},"content":{"rendered":"<\/p>\n<p>The U.S. Cannabis Council (USCC)\u2014a coalition of <a href=\"https:\/\/www.marijuanamoment.net\/major-marijuana-coalition-forms-to-coordinate-legalization-push-but-some-key-advocacy-players-arent-involved\/\" target=\"_blank\" rel=\"noopener\">marijuana industry stakeholders and advocacy groups<\/a>\u2014has named a new executive director and made additional changes to leadership as it works to navigate cannabis reform under a divided Congress, the group told Marijuana Moment exclusively ahead of a formal announcement on Thursday.<\/p>\n<p>Edward Conklin, who\u2019s served as vice chair of USCC\u2019s board and previously worked as the head lobbyist for the cannabis company Curaleaf, will lead the advocacy organization as executive director.\u00a0Conklin will replace interim CEO Khadijah Tribble, who stood in after the organization\u2019s founding executive director Steve Hawkins left last year.<\/p>\n<p>Jessica Billingsley, chair of USCC\u2019s board and CEO of Akerna, said that Conklin \u201chas the kind of high-stakes, government affairs experience required to advance cannabis reform in Washington,\u201d adding that she\u2019s \u201cworked alongside him for years\u201d and believes that he\u2019s \u201cuniquely positioned to take the helm.\u201d<\/p>\n<p>Canopy CEO David Klein, Curaleaf Vice President of Government Relations Matt Harrell, Dutchie Senior Director and Assistant General Counsel Bryan Barash and representatives of the cannabis businesses GTI and Verano are joining the board. Former Colorado Rep. Dan Pabon (D) will take over as vice chair. Barash will serve as the organization\u2019s secretary starting in July.<\/p>\n<p>David Culver, who formerly worked as head of government relations for the international marijuana company Canopy, will now serve as USCC\u2019s head of policy, replacing Bo Bryant, who recently retired.<\/p>\n<p>Culver\u2014who hosted an interview series called \u201cUnder the Canopy\u201d in his prior role, <a href=\"https:\/\/www.marijuanamoment.net\/top-house-democrat-talks-marijuana-reform-with-major-cannabis-company\/\" target=\"_blank\" rel=\"noopener\">featuring top congressional lawmakers<\/a> and industry players\u2014told Marijuana Moment in a phone interview on Wednesday that he\u2019s optimistic about the prospects for reform this session, though he said it will be largely contingent on advocacy groups and trade associations becoming more strongly aligned on shared goals.<\/p>\n<p>\u201cWe\u2019ve seen a lot of joint efforts between the trade associations already. I think we\u2019re going to see more of that,\u201d Culver said. \u201cI think all of the advocates that are in the cannabis space right now, working the important issues on Capitol Hill, are really rowing in the same direction. And that\u2019s a good thing. That\u2019s something that\u2019s really critical for us to be successful.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">We&#8217;re thrilled to publicly announce our new senior leadership, board members and officers. Read more at <a href=\"https:\/\/t.co\/miQssrbzqz\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/miQssrbzqz<\/a><\/p>\n<p>\u2014 US Cannabis Council (@USCannabisCncl) <a href=\"https:\/\/twitter.com\/USCannabisCncl\/status\/1651639207159373836?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">April 27, 2023<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>One of the key challenges for USCC\u2014which was formed in 2021\u2014and other advocacy groups in the 118th Congress is building bipartisan consensus around legislation that stands a chance of advancing through the divided Congress, with Republicans in control of the House.<\/p>\n<p>Culver said that it\u2019s important to take lessons from the failure to pass significant reform proposals during the last Congress, when Democrats controlled both chambers.<\/p>\n<p>\u201cIt was a disappointment,\u201d he said. \u201cWe went into it\u2014everybody in cannabis space\u2014thinking that we were going to get a number of things accomplished, and we didn\u2019t. It was difficult. It was really hard at the end of December last year.\u201d<\/p>\n<p>\u201cBut going into 2023, even though there is a divided Congress, I get out of bed every morning incredibly optimistic about the possibilities for reform measures,\u201d he said. \u201cAnd I think that one of the big changes in terms of the strategy is the introduction of various packages in the Senate, and letting the Senate lead on this.\u201d<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-NY) and other lawmakers similarly <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-schumer-talks-marijuana-reform-plans-at-4-20-event-inside-the-u-s-capitol\/\" target=\"_blank\" rel=\"noopener\">offered an optimistic outlook on what\u2019s achievable<\/a> on the cannabis front this year during speeches at a 4\/20 event at the U.S. Capitol last week.<\/p>\n<p>Schumer pledged to \u201cwork like hell\u201d to advance reform, announcing plans to refile his comprehensive federal legalization bill while continuing work on a package of more modest cannabis legislation.<\/p>\n<p>Sen. Cory Booker (D-NJ) also said recently that lawmakers are <a href=\"https:\/\/www.marijuanamoment.net\/booker-says-lawmakers-will-resurrect-marijuana-banking-bill-so-hundreds-of-businesses-dont-shut-down\/\" target=\"_blank\" rel=\"noopener\">working to \u201cresurrect\u201d the so-called SAFE Plus package<\/a> of cannabis banking and expungements legislation, acknowledging that failure to advance a financial fix for the industry \u201cliterally means that hundreds of businesses go out of business.\u201d<\/p>\n<p>Culver said that, in his view, a standalone Secure and Fair Enforcement (SAFE) Banking Act, <a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-u-s-house-and-senate-lawmakers-reintroduce-marijuana-banking-bill\/\" target=\"_blank\" rel=\"noopener\">which was reintroduced in both chambers<\/a> on Wednesday, is passable in the current Congress. And while he\u2019d prefer comprehensive legalization, he argued that it\u2019s imperative for advocates to unite around incremental reform that is achievable and then build from there.<\/p>\n<p>Despite the bipartisan support for SAFE Banking and Democratic majorities last session, \u201cthere was still discomfort\u201d around equity-centered provisions that were being proposed as part of the SAFE Plus package last year, he said.<\/p>\n<p>A series of House marijuana bills have been filed in recent weeks, including bipartisan proposals to <a href=\"https:\/\/www.marijuanamoment.net\/gop-congressman-and-aoc-refile-bill-to-incentivize-state-level-marijuana-expungements\/\" target=\"_blank\" rel=\"noopener\">incentive state and local cannabis expungements<\/a>, allow marijuana businesses to <a href=\"https:\/\/www.marijuanamoment.net\/new-congressional-bill-would-provide-federal-tax-relief-for-marijuana-businesses-by-amending-irss-280e-code\/\" target=\"_blank\" rel=\"noopener\">take federal tax deductions<\/a>, <a href=\"https:\/\/www.marijuanamoment.net\/gop-congressman-files-bill-to-allow-marijuana-consumers-to-buy-guns\/\" target=\"_blank\" rel=\"noopener\">protect the Second Amendment right<\/a> of cannabis consumers and create a Justice Department commission to <a href=\"https:\/\/www.marijuanamoment.net\/top-house-democrat-and-republican-congressman-file-bill-to-prepare-for-federal-marijuana-legalization\/\" target=\"_blank\" rel=\"noopener\">prepare the federal government for eventual legalization<\/a>.<\/p>\n<p>\u201cWe\u2019re enthusiastic that [SAFE Banking] will be amended at some point before passage in the Senate in a way that can really address some of the other major issues that USCC has been focused on\u2014like expungements and access for veterans and preparing for that ultimate federal regulatory structure,\u201d Culver said.<\/p>\n<p>But the push for reform isn\u2019t just about convincing more lawmakers to get on board. The new USCC executives and board members will also need to find common ground with advocates who are increasingly concerned about the role of multi-state operators (MSOs) <a href=\"https:\/\/www.marijuanamoment.net\/marijuana-equity-advocates-release-anti-monopoly-toolkit-to-shape-legalization-laws\/\" target=\"_blank\" rel=\"noopener\">and the corporate consolidation in the industry<\/a>.<\/p>\n<p>\u201cThis has been a concern that I\u2019ve heard for many years,\u201d Culver said. \u201cWe have been dealt a hand, politically this year, which is going to focus on incremental reform most likely.\u201d<\/p>\n<p>\u201cI think that that incremental reform is actually going to be very significant in terms of helping the MSOs, small operators, minority owned operators\u2014in fact, I know it will,\u201d he said. \u201cMany of these operators are hanging on by a thread simply because they don\u2019t have access to capital.\u201d<\/p>\n<p>The SAFE Banking Act \u201cis going to be transformative for so many of these these small businesses and the equity licensees that are across the country,\u201d Culver added. \u201cWe intended this group to be a broad tent organization. That\u2019s still the intention.\u201d<\/p>\n<p>Yet another challenge for the advocacy coalition will be striking the right balance of supporting federal reform efforts and state-level cannabis initiatives. Culver said that, if he has it his way, there will be a \u201cfull state government relations program within USCC\u201d to advance state reform at the same time that the organization works to build consensus around cannabis legislation in Congress.<\/p>\n<p>\u201cThis is what many of the successful trade associations in Washington do,\u201d he said, \u201cand I think we need to replicate that.
