Kathy Hochul (D) said that the \u201cWhy Buy Legal New York\u201d campaign is meant to \u201cbolster the public health and safety of all New Yorkers, we are providing them with information they need to make informed decisions and enjoy cannabis responsibly.\u201d<\/p>\n<p>Educating people about the benefits of shopping at licensed storefronts is one thing, but as critics have routinely pointed out, the state\u2019s current infrastructure for the adult-use market is lacking, with few regulated shops open for business and countless unregulated businesses meeting that demand for customers who might otherwise purchase from authorized retailers if more were operating.<\/p>\n<p>In any case, the new campaign targets adults 21 and older with digital ads and education resources, including a guide on safe consumption practices, as well as graphics and videos featuring licensed cannabis business owners and messaging about the benefits of participating in the regulated market.<\/p>\n<div id=\"attachment_74163\" style=\"width: 619px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-74163\" loading=\"lazy\" class=\" wp-image-74163\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/04\/52812568309_87913b2921_c.jpg\" alt=\"\" width=\"609\" height=\"319\" \/><\/p>\n<p id=\"caption-attachment-74163\" class=\"wp-caption-text\">Via OCM.<\/p>\n<\/div>\n<p>Hochul said that campaign is launching around the unofficial marijuana holiday 4\/20 because it\u2019s a time of increased awareness around cannabis issues.<\/p>\n<p>\u201cApril 20, commonly known as 4\/20, has become a global phenomenon that celebrates cannabis culture and its evolving legal landscape,\u201d a press release <a href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-unveils-new-statewide-cannabis-public-education-campaign\" target=\"_blank\" rel=\"noopener\">says<\/a>. \u201cInitially a protest against cannabis criminalization and the unequal enforcement of drug laws, the day now also marks a victory for advocates who have fought tirelessly to end cannabis prohibition. As we approach this highly anticipated day, it is crucial to reinforce health and safety messages and remind New Yorkers to consume cannabis responsibly.\u201d<\/p>\n<div id=\"attachment_74164\" style=\"width: 638px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-74164\" loading=\"lazy\" class=\" wp-image-74164\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/04\/52811862037_97b2338da0_c.jpg\" alt=\"\" width=\"628\" height=\"329\" \/><\/p>\n<p id=\"caption-attachment-74164\" class=\"wp-caption-text\">Via OCM.<\/p>\n<\/div>\n<p>New York has faced criticism over the rollout of its adult-use market, with just a handful of retailers currently licensed to sell marijuana amid a sea of unlicensed storefronts that regulators are working to stamp out.<\/p>\n<p>The state has taken several steps to bring stores online more quickly, but there are limited points of access as regulators and the administration work to prioritize standing up businesses owned by people who have been disproportionately impacted by prohibition.<\/p>\n<p>\u201cWe are excited to launch this campaign to promote safe and legal purchases of cannabis in New York,\u201d Tremaine Wright, chair of the Cannabis Control Board (CCB), said. \u201cBy supporting licensed dispensaries, consumers can be confident that they are getting safe and accurately labeled products while supporting their local communities.\u201d<\/p>\n<p \/>\n<p>Regulators also recently released a how-to <a href=\"https:\/\/cannabis.ny.gov\/system\/files\/documents\/2023\/04\/ocm_howtoreadareceipt_printable.pdf\" target=\"_blank\" rel=\"noopener\">guide<\/a> on reading receipts from marijuana dispensaries that details how tax revenue from their purchases is allocated to state and local governments and community reinvestment programs.<\/p>\n<p>Hochul emphasized that supporting community reinvestment through cannabis taxes is one key reason that New Yorkers should seek out licensed shops\u2014even if their options are limited in the existing market.<\/p>\n<p>Chris Alexander, executive director of the Office of Cannabis Management (OCM), said that the state wants to \u201cmake sure that New Yorkers are informed about the potential risks and benefits of using cannabis.\u201d<\/p>\n<p>\u201cOur goal is to empower consumers to make informed decisions and to ensure they have access to the safest products available,\u201d he said. \u201cNew York has some incredible dispensaries across the state, and I encourage cannabis consumers and the canna-curious to visit these shops and see for themselves.\u201d<\/p>\n<p>The New York effort is similar to a <a href=\"https:\/\/www.marijuanamoment.net\/marijuana-companies-and-new-jersey-governor-team-up-to-urge-consumers-to-buy-legal\/\" target=\"_blank\" rel=\"noopener\">\u201cBuy Legal\u201d campaign that major cannabis companies launched<\/a> last year in partnership with New Jersey Gov. Phil Murphy (D) administration. That effort, which involves firms like Cresco Labs and PAX, aims to educate consumers about the risks of buying marijuana products outside of regulated markets.<\/p>\n<p>New Jersey regulators have been <a href=\"https:\/\/www.marijuanamoment.net\/new-york-and-new-jersey-marijuana-regulators-spar-on-twitter-over-which-states-legalization-plan-is-better\/\" target=\"_blank\" rel=\"noopener\">among those to question New York\u2019s rollout strategy<\/a>. The governor of Connecticut <a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-touts-opening-day-of-adult-use-marijuana-sales-and-calls-new-york-crazy-for-starting-with-just-one-shop\/\" target=\"_blank\" rel=\"noopener\">said that he thought it was \u201ccrazy\u201d<\/a> that the Empire State started with just one retailer when it launched its program.<\/p>\n<p>New York regulators did <a href=\"https:\/\/cannabis.ny.gov\/cannabis-control-board-meetings\" target=\"_blank\" rel=\"noopener\">announce<\/a> last month that they are doubling the number of <a href=\"https:\/\/www.marijuanamoment.net\/new-york-officials-award-first-marijuana-dispensary-licenses-to-people-harmed-by-drug-war\/\" target=\"_blank\" rel=\"noopener\">conditional adult-use marijuana licenses that can be approved<\/a>, from 150 to 300, after receiving feedback from certain applicants that they would be able to more expeditiously open storefronts without additional support through a state program designed to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-approves-firms-to-build-first-social-equity-marijuana-dispensary-storefronts-days-before-key-regulators-meeting\/\" target=\"_blank\" rel=\"noopener\">help eligible entities create physical locations<\/a>.<\/p>\n<p>The state has placed an emphasis on its role in promoting public education about the legalization law.<\/p>\n<p>For example, <a href=\"https:\/\/www.marijuanamoment.net\/new-york-taxpayer-funded-ad-slamming-racist-marijuana-criminalization-laws-airs-during-nba-finals\/\" target=\"_blank\" rel=\"noopener\">a taxpayer-funded marijuana PSA aired<\/a> in most of New York during an NBA Finals game last year, boldly addressing the racially discriminatory harms of cannabis criminalization and highlighting steps that state regulators are taking to right the wrongs of prohibition.<\/p>\n<p>Regulators have also explored the possibility of showcasing its marijuana PSA campaign on the social media app TikTok, but it was told by the company previously that it could not use the platform because of its ban on the use of the word \u201ccannabis.\u201d The department <a href=\"https:\/\/www.marijuanamoment.net\/new-york-marijuana-regulators-ask-tiktok-to-stop-banning-cannabis-education-advertising\/\" target=\"_blank\" rel=\"noopener\">then sent a letter to TikTok<\/a>, requesting a policy change for government marijuana-related ads that concern public education.<\/p>\n<p>Meanwhile, Hochul also recently introduced legislation to increase enforcement authority to <a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-proposes-bill-to-increase-enforcement-against-illicit-marijuana-operators-as-state-works-license-retailers\/\" target=\"_blank\" rel=\"noopener\">crack down on illicit marijuana retailers<\/a> as the state struggles to stand up the regulated adult-use market.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana the handful of currently operating cannabis retailers<\/a> in February, though she didn\u2019t buy anything, even as she signaled openness to trying marijuana in the future.<\/p>\n<p>In December, Hochul separately unveiled a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-unveils-marijuana-store-qr-code-verification-tool-and-universal-label-for-cannabis-products\/\" target=\"_blank\" rel=\"noopener\">marijuana business and product verification tool<\/a>, with plans to post a QR code on licensed cannabis retailers and a universal symbol label for authorized cannabis products.<\/p>\n<p>She also signed a bill in late November <a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-signs-bill-encouraging-businesses-to-use-hemp-for-construction-packaging-and-other-purposes\/\" target=\"_blank\" rel=\"noopener\">aimed at expanding the state\u2019s hemp market<\/a>\u00a0by promoting collaborative partnerships to identify more opportunities to utilize the crop and its derivatives for packaging, construction and other purposes.<\/p>\n<p>Meanwhile,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-bill-to-require-health-insurance-coverage-of-medical-marijuana-clears-assembly-committee\/\" target=\"_blank\" rel=\"noopener\">New York lawmakers approved a bill last month<\/a>\u00a0that would require public health insurance providers in the state to include medical marijuana as a covered prescription drug and authorize private insurers to do the same.<\/p>\n<p>Far more New Yorkers believe that consuming alcohol is a serious public health problem compared to the minority who feel the same about marijuana, according to a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-yorkers-say-marijuana-is-safer-than-alcohol-and-they-want-local-dispensaries-state-survey-finds\/\" target=\"_blank\" rel=\"noopener\">recent survey conducted by state officials<\/a>.<\/p>\n<p>There\u2019s also majority support for the state\u2019s adult-use cannabis law, and a plurality of New Yorkers additionally favor having marijuana retailers open up in their communities.<\/p>\n<p>Additionally, New York lawmakers recently <a href=\"https:\/\/www.marijuanamoment.net\/new-york-lawmakers-file-psychedelics-legalization-bill-for-2023\/\" target=\"_blank\" rel=\"noopener\">filed legislation for this year\u2019s session to legalize certain psychedelics<\/a>\u00a0like psilocybin and ibogaine for adults 21 and older.
