Ann Rivers (R) on Wednesday, but members adopted a minor amendment that required concurrence from the opposite chamber.<\/p>\n<p>That happened on Friday, meaning the <a href=\"https:\/\/app.leg.wa.gov\/billsummary?billnumber=5069&amp;year=2023&amp;initiative=False\" target=\"_blank\" rel=\"noopener\">bill<\/a> is now on its way to Gov. Jay Inslee (D) for his signature.<\/p>\n<p>The measure would allow the governor to enter into agreement with other legal cannabis states, pending a federal policy change \u201cto allow for the interstate transfer of cannabis\u201d or a federal Justice Department opinion \u201callowing or tolerating\u201d marijuana commerce across state lines.<\/p>\n<p>If Inslee signs the proposal into law, that would mean all three coastal states on the West would be positioned to allow instate imports and exports of cannabis. Oregon <a href=\"https:\/\/www.marijuanamoment.net\/oregon-governor-signs-bill-to-allow-interstate-marijuana-imports-and-exports\/\" target=\"_blank\" rel=\"noopener\">was the first state to take the step<\/a> in 2019, <a href=\"https:\/\/www.marijuanamoment.net\/california-governor-signs-10-marijuana-bills-including-interstate-commerce-employment-protections-and-record-sealing\/\" target=\"_blank\" rel=\"noopener\">followed by California last year<\/a>.<\/p>\n<p>The Washington bill stipulates that if either of the two federal conditions are met, state regulators would be required to provide a written notice of the policy change, as well as any state-level \u201cstatutory changes necessary to authorize the sale, delivery, and receipt of cannabis\u201d from out-of-state companies.<\/p>\n<p>Under California\u2019s policy, however, the state attorney general could also trigger the implementation regardless of federal considerations. In January, state\u00a0regulators\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-officials-take-key-step-toward-interstate-marijuana-commerce-requesting-legal-opinion-on-federal-risk\/\" target=\"_blank\" rel=\"noopener\">requested that Attorney General Rob Bonta (D) prepare that guidance<\/a>.<\/p>\n<p>In Washington, regulators would also need to adopt rules that would be necessary for marijuana imports and exports.
