He also seems to be pushing back on recent reports that the measure has been significantly scaled back from an initial framework announced last year.<\/p>\n<p>The legislation was initially set to be released by the end of the first quarter of 2023, but that timeline was extended \u201cdue to scheduling reasons\u201d as officials reportedly worked to revise it in order to avoid a potential conflict with international laws.<\/p>\n<p>German Health Minister Karl Lauterbach <a href=\"https:\/\/www.faz.net\/aktuell\/politik\/inland\/lauterbach-will-vorschlag-zu-cannabis-legalisierung-machen-18802521.html\" target=\"_blank\" rel=\"noopener\">said<\/a> on Wednesday that the plan is still to enact national legalization, and he\u2019s \u201cfirmly assuming that we will present the new proposal immediately after Easter\u201d next week.<\/p>\n<p>There were reports last month that <a href=\"https:\/\/www.marijuanamoment.net\/germany-will-move-forward-with-scaled-back-marijuana-reform-plan-amid-eu-review\/\" target=\"_blank\" rel=\"noopener\">the bill is being revised from the framework<\/a> that the government previously released, with details signaling that officials planned to take a bifurcated approach to the reform.<\/p>\n<p>First, it was said that the measure was changed to let growers would be able to organize and distribute marijuana at so-called cannabis clubs, similar to those in the Netherlands and Spain.<\/p>\n<p>Then there would be a sales component, according to the unverified reports. But it\u2019d be limited to creating a regional pilot program, placing dispensaries that could sell marijuana in certain areas of the country so that the government could assess broader commercial legalization.<\/p>\n<p>Germany would seek sign-off on that aspect of the bill from the European Union (EU) if it has been revised as such. The home grow language would not be subject to the body\u2019s review.<\/p>\n<p>The health minister hasn\u2019t confirmed that reporting, however, and he said on Wednesday that \u201clegalization is planned throughout Germany\u201d\u2014indicating that national commercial legalization may still be possible in the near term.<\/p>\n<p>Lawmakers in the coalition government, meanwhile, have been critical the reported move to scale back the plan.<\/p>\n<p>\u201cWe need Germany-wide legalization because the black market can only be pushed back if quality-assured cannabis for recreational use can be traded in certified shops throughout Germany,\u201d Kristine L\u00fctke of the FDP <a href=\"https:\/\/www.zeit.de\/politik\/deutschland\/2023-04\/cannabis-legalisierung-karl-lauterbach-fdp-die-gruenen\" target=\"_blank\" rel=\"noopener\">told<\/a> Zeit Online. \u201cIf you can only legally buy quality-assured cannabis in a few cities, the black market will survive.\u201d<\/p>\n<p>\u201cEven if it is difficult to create a legally secure solution [under international rules], we must do everything we can to implement the points agreed in the coalition agreement,\u201d she said.<\/p>\n<p>Canan Bayram of the Green Party said that it\u2019s \u201cquestionable whether we will be able to achieve\u201d the goal of stamping out the illicit market under the revised regional plan.<\/p>\n<p>Under the earlier framework that the government had released with the coalition\u2019s backing, adults 18 and older could buy and possess 20-30 grams of marijuana at federally licensed stores and possibly pharmacies.<\/p>\n<p>They could also grow up to three plants for personal use, with rules on enclosing them to prevent youth access.<\/p>\n<p>All ongoing criminal proceedings related to offenses made legal under the reform would be suspended and closed upon implementation.<\/p>\n<p>Marijuana would be subject to the country\u2019s sales tax, and the plan calls for an additional \u201cspecial consumption tax.\u201d However, it doesn\u2019t specify that number, instead arguing that it should be set at a rate that\u2019s competitive with the illicit market.<\/p>\n<p>Lauterbach said last month that German officials <a href=\"https:\/\/www.marijuanamoment.net\/germany-will-move-forward-with-marijuana-legalization-after-receiving-very-good-feedback-from-eu-top-official-says\/\" target=\"_blank\" rel=\"noopener\">had received \u201cvery good feedback\u201d from the EU<\/a> on the prior reform framework and would be making revisions to the plan before formally introducing a bill in the legislature.<\/p>\n<p>Germany\u2019s Federal Cabinet approved the initial framework for a legalization measure late last year, but the government <a href=\"https:\/\/www.marijuanamoment.net\/germanys-government-approves-marijuana-legalization-plan-but-reform-depends-on-european-union-sign-off\/\" target=\"_blank\" rel=\"noopener\">wanted to get sign-off from the EU<\/a>\u00a0to ensure that enacting the reform wouldn\u2019t put them in violation of their international obligations.<\/p>\n<p>Under that initial framework, adults 18 and older would have been able to possess 20 to 30 grams of marijuana, which they could purchase from federally licensed stores and possibly pharmacies.
