Nicole Macri (D), was approved on a voice vote Wednesday by the House Health Care and Wellness Committee. The panel went on to approve the amended bill on a bipartisan 13\u20134 vote. Three of the panel\u2019s seven Republican members, as well as all ten Democrats, ultimately supported the psilocybin measure.<\/p>\n<p>\u201cThe bill as it stands takes very thoughtful steps towards a way that we as a state can consider a regulatory framework,\u201d Macri said before the vote. \u201cI like that the advisory group will come back with recommendations to the legislature next session and that, with this pilot that we have added to it, can gain more insight into the applicability of this service.\u201d<\/p>\n<p>\u201cYou know, this bill started out in the Senate in a far more ambitious way,\u201d she added.<\/p>\n<p><a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5263&amp;Year=2023\" target=\"_blank\" rel=\"noopener\">SB 5263<\/a> was originally introduced by Sen. Jesse Salomon (D) as a measure to allow adults to 21 and older to <a href=\"https:\/\/www.marijuanamoment.net\/washington-lawmakers-file-new-psilocybin-legalization-bill-for-2023\/\" target=\"_blank\" rel=\"noopener\">lawfully use psilocybin in a supervised setting<\/a>. But those provisions were gutted by a Senate committee in February that approved a <a href=\"https:\/\/www.marijuanamoment.net\/washington-senators-strip-psilocybin-bill-of-major-provisions-with-advocates-blaming-governor\/\" target=\"_blank\" rel=\"noopener\">hasty substitute bill from another Democrat<\/a>, Sen. Karen Keiser.<\/p>\n<p>As <a href=\"https:\/\/www.marijuanamoment.net\/washington-senate-approves-scaled-down-psilocybin-bill-to-prepare-state-for-future-psychedelic-services\/\" target=\"_blank\" rel=\"noopener\">passed by the Senate earlier this month<\/a>, the bill was primarily focused on research. It would create a number of bodies tasked generally with reviewing available scientific evidence and regulatory options around psilocybin, then providing recommendations to lawmakers. Critics complained the watered-down measure <a href=\"https:\/\/www.marijuanamoment.net\/amended-washington-psilocybin-bill-clears-key-deadline-amid-outcry-from-advocates-over-new-amendment\/\" target=\"_blank\" rel=\"noopener\">duplicated existing review efforts and failed to address what they described as an immediate need for safe access<\/a>.<\/p>\n<p>Macri\u2019s amendment nudges the measure back toward more immediate legal access, at least slightly.<\/p>\n<p>\u201cI thought we heard incredibly compelling testimony during the hearing about the potential benefits of psilocybin services,\u201d she said Wednesday, \u201cparticularly as they apply to people who have experienced trauma or depression that is difficult to treat.\u201d<\/p>\n<p>The panel <a href=\"https:\/\/www.tvw.org\/watch\/?eventID=2023031585\" target=\"_blank\" rel=\"noopener\">approved<\/a> two separate amendments from Macri before advancing the bill. It would establish a pilot program administered by the University of Washington that would offer psilocybin therapy services through a Food and Drug Administration-approved pilot program. It would be open to first responders and veterans who are 21 or older and experience PTSD, mood disorders or substance use disorders.<\/p>\n<p>Rep. Joe Schmick (R), the committee\u2019s ranking Republican, was among three GOP members to support the bill. \u201cI feel strongly both ways,\u201d he said before the vote.<\/p>\n<p>\u201cI know that there is a movement in the nation today about studying psychedelics for therapeutic use, and I recognize that that trend is coming,\u201d Schmick said. But he added that he was \u201ca little uncomfortable about going ahead and having a pilot program\u201d before the bill\u2019s planned review sessions are complete.<\/p>\n<p>As passed by the Senate, the bill would establish a psilocybin advisory board within the state Department of Health (DOH) to provide advice and recommendations to DOH, the Washington State Department of Agriculture (WSDA) and regulators at the state Liquor and Cannabis Board (LCB). It also would create an interagency work group between those three agencies to provide advice and regulations to the advisory board. Finally, it would direct the state health care authority to establish a psilocybin task force, which would provide a report by December 2023 on topics including clinical information on psilocybin and regulatory structures for therapeutic use.<\/p>\n<p>Despite the legislation leaving the door open for regulated psilocybin access down the road, advocates and policy analysts have said the Senate\u2019s version of the bill basically kicks the can down the road. Many spoke during public comment periods to ask lawmakers to reinsert provisions for legal access.<\/p>\n<p>In comments to Marijuana Moment in February, Mason Marks, a senior fellow and project lead on the Project on Psychedelics Law and Regulation (POPLAR) at Harvard Law School, described the Senate bill\u2019s commitment to further study as \u201cthe most conservative approach a state can take\u201d to reform.<\/p>\n<p>Anthony Back, a Seattle doctor and professor of medicine at the University of Washington (UW), told a Senate panel during a February hearing that denying legal access to psilocybin carries its own set of health and safety risks.\u00a0Back is currently leading a UW clinical trial of psilocybin-assisted therapy for doctors and nurses with depression and burnout related to their frontline work on the COVID pandemic.<\/p>\n<p>\u201cI have already heard accounts of desperate clinicians who are seeking underground care,\u201d he told lawmakers, \u201cincluding a nurse who was sexually assaulted by an underground provider who was unregulated, unlicensed, unaccountable.\u201d<\/p>\n<p>Washington is one of more than a dozen states <a href=\"https:\/\/www.marijuanamoment.net\/psychedelics-bills-filed-in-four-more-states-as-2023-reform-efforts-heat-up\/\" target=\"_blank\" rel=\"noopener\">where lawmakers are pursuing psychedelics reform<\/a> this session as interest in the science and medical potential of these substances expands.<\/p>\n<p>Hawaii\u2019s Senate and House passed <a href=\"https:\/\/www.marijuanamoment.net\/hawaii-senate-approves-marijuana-legalization-and-psychedelic-research-bills\/\" target=\"_blank\" rel=\"noopener\">three psychedelics research bills<\/a>\u00a0this month, for example, while Missouri lawmakers approved a GOP-led bill in committee to promote research into the <a href=\"https:\/\/www.marijuanamoment.net\/missouri-lawmakers-approve-bill-to-promote-research-on-psychedelics-medical-benefits\/\" target=\"_blank\" rel=\"noopener\">therapeutic potential of certain psychedelics<\/a> such as psilocybin, MDMA and ketamine.<\/p>\n<p>A New Mexico House committee, meanwhile, passed a measure\u00a0that would create a state body to <a href=\"https:\/\/www.marijuanamoment.net\/new-mexico-lawmakers-approve-psilocybin-study-bill\/\" target=\"_blank\" rel=\"noopener\">study the possibility of launching a psilocybin therapy program<\/a> for patients with certain mental health conditions who could benefit from using the psychedelic.<\/p>\n<p>An analysis published in an American Medical Association journal last year concluded that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/most-states-will-legalize-psychedelics-by-2037-analysis-published-by-american-medical-association-predicts\/\" target=\"_blank\" rel=\"noopener\">a majority of states will legalize psychedelics<\/a>\u00a0by 2037, based on statistical modeling of policy trends.<\/p>\n<p>Back in Washington, lawmakers are also advancing legislation to <a href=\"https:\/\/www.marijuanamoment.net\/washington-bill-to-protect-job-applicants-from-marijuana-discrimination-advances-in-house-after-passing-senate\/\" target=\"_blank\" rel=\"noopener\">protect job applicants from discrimination over pre-employment cannabis use<\/a> as well as a measure that would <a href=\"https:\/\/www.marijuanamoment.net\/washington-house-panel-approves-senate-passed-bill-to-allow-interstate-cannabis-commerce\/\" target=\"_blank\" rel=\"noopener\">eventually enable the state to engage in interstate cannabis commerce<\/a> if federal officials allow it.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"ZxAvPS4z1h\">\n<p><a
