Wendy Thomas (D)<\/a> on a voice vote as part of the uncontested consent calendar on Wednesday.<\/p>\n<p>The measure\u2014which would allow patients and designated caregivers to cultivate up to three mature plants, three immature plants and 12 seedlings\u2014now heads to the Senate.<\/p>\n<p>Plants would have to be grown in an \u201cenclosed, locked space\u201d at a location that would have to be reported to regulators at the Department of Health and Human Services (DHHS).<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.gencourt.state.nh.us\/bill_Status\/billinfo.aspx?id=347\" target=\"_blank\" rel=\"noopener\">bill<\/a>\u00a0would also expand the number and types of plants that the state\u2019s medical cannabis dispensaries could cultivate for patients, increasing the limit per patient to 80 mature plants, 160 immature plants and an unlimited number of seedlings. As it stands, the cap is 80 plants and 160 seedlings.<\/p>\n<p>\u201cThis bill addresses two major problems for this community\u2014access and price,\u201d the majority <a href=\"https:\/\/www.gencourt.state.nh.us\/house\/calendars_journals\/viewer.aspx?fileName=Calendars%5C2023%5CNo%2016%20March%2017%202023.PDF\" target=\"_blank\" rel=\"noopener\">report<\/a> on the measure from the House Health, Human Services and Elderly Affairs Committee says. \u201c<span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">The closest Alternative Treatment Center (ATC) <\/span><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif\">may be far away and the cost of this product is high. Most therapeutic cannabis patients will continue to <\/span>purchase their product from ATCs and those who choose to grow their own will be able to purchase seedlings from the ATC or grow from seeds according to their preference.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Passed on a voice vote of the Consent Calendar \u2013 HB 431 \u2013 Therapeutic home-grow now moves to the Senate<\/p>\n<p>One step closer. Members of that panel held a work session with state officials on Monday and plan to hold a vote on the measure, as well as any amendments, next week.<\/p>\n<p>While there\u2019s optimism about the prospects of legalization finally moving in the Granite State this year, advocates still have work cut out for them.<\/p>\n<p>Republicans held on to the both the House and Senate after last year\u2019s election, and the latter chamber is where marijuana reform has faced its toughest obstacles in past sessions even as the House has repeatedly approved legalization bills.<\/p>\n<p>The Senate\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-senate-rejects-marijuana-legalization-again-as-part-of-amended-bill\/\" target=\"_blank\" rel=\"noopener\">rejected two House-passed reform bills last year<\/a>, including one that would have created a non-commercial cannabis program and another providing for commerce under a state-run model.<\/p>\n<p>In the Senate, there were some shifts that favor reform, however. For example, a Democratic senator who opposed legalization efforts was replaced by a Republican who voted in favor of ending prohibition during his time as a House member.<\/p>\n<p>Gov. Chris Sununu (R), who was reelected last year, remains opposed to legalization\u2014but his more recent comments on the issue seem to show a softening of his position.
