Jared Polis (D) talked about his state\u2019s historic vote to legalize adult-use marijuana more than 10 years ago, emphasizing that work still needs to be done.<\/p>\n<p>\u201cOver the years, we\u2019ve laid that foundation and continued honing the process to make sure our industry is the very best in the world,\u201d Polis said. \u201cWe continue this work. Just because Colorado was the first doesn\u2019t mean we\u2019re content to rest on our laurels. We need to continue pursuing new boundaries and work to ensure we remain competitive with every other market following in our footsteps.\u201d<\/p>\n<p>Notably, the governor also said that continuing to push for federal legalization is key, and that his administration has reached out to U.S. Department of Health and Human Services Secretary Xavier Becerra to inquire about the timeline for the agency\u2019s review into federal marijuana scheduling.<\/p>\n<p>\u201cAt every step, states\u2014alongside industry\u2014have been leading the way on this. We all know that federal action must be taken to create a far more effective successful landscape for the industry,\u201d he said. \u201cI\u2019ve been outspoken about my support for federal legalization in conversations with the White House, the [Food and Drug Administration] and members of Congress about the importance and the urgency of this.\u201d<\/p>\n<p>\u201cWe\u2019ve also asked Health and Human Services Secretary Becerra for a timeline on rescheduling, and we expect to continue to be part of these conversations,\u201d Polis said.<\/p>\n<p \/>\n<p>It\u2019s a question on the minds of many reform advocates. Biden has made much of the scheduling review, but agencies involved in that process haven\u2019t offered much beyond saying that it would be completed \u201cexpeditiously.\u201d<\/p>\n<p>Becerra\u2019s department is leading the medical and scientific review of marijuana\u2019s effects that will shape the Department of Justice\u2019s ultimate decision on whether or not to reschedule cannabis.<\/p>\n<p>In the video message to NCIA, Polis said that \u201cwe know that there\u2019s a lot more work to do,\u201d including on banking access issues for cannabis businesses and when it comes to equity in the industry.<\/p>\n<p>\u201cWe want to continue working to help cannabis businesses and entrepreneurs thrive,\u201d he said. \u201cThe future of cannabis in Colorado is bright. I look forward to working alongside you to make sure that our system remains the very best ecosystem for innovation in the cannabis sector in the entire world.\u201d<\/p>\n<p>The governor was set to appear in person at the NCIA event when it was initially scheduled for last month, but it ended up getting postponed due to weather. Earl Blumenauer (D-OR)\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/congressman-challenges-biden-to-provide-evidence-for-administrations-positions-on-marijuana\/\" target=\"_blank\" rel=\"noopener\">recently circulated a draft of the letter<\/a> among colleagues, seeking signatories before sending the final version to Becerra and U.S. Attorney General Merrick Garland.<\/p>\n<p>The\u00a0HHS secretary recently sent lawmakers, including Blumenauer and Lee, a <a href=\"https:\/\/www.marijuanamoment.net\/top-federal-health-official-tells-lawmakers-marijuana-scheduling-review-is-ongoing-but-dea-makes-final-call\/\" target=\"_blank\" rel=\"noopener\">response to a separate December letter to the president<\/a>\u00a0concerning the need for the administration to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-group-of-29-congressional-lawmakers-push-biden-to-back-marijuana-legalization\/\" target=\"_blank\" rel=\"noopener\">recognize the merits of cannabis descheduling<\/a>\u00a0and take a clear position.<\/p>\n<p>Rather than address the main request from the lawmakers, however, the top federal health official simply reiterated the department\u2019s role in carrying out cannabis scheduling review\u2014and ultimately said that the Drug Enforcement Administration (DEA) makes the final call after they complete a \u201cbinding\u201d scientific analysis.<\/p>\n<p>Separately, the attorney general said at a Senate hearing this month that <a href=\"https:\/\/www.marijuanamoment.net\/bidens-attorney-general-says-doj-is-still-working-on-federal-marijuana-policy-approach\/\" target=\"_blank\" rel=\"noopener\">DOJ is \u201cstill working on a marijuana policy\u201d<\/a>\u00a0while awaiting the results of the scientific review from health agencies.<\/p>\n<p>Biden, for his part, has repeatedly touted his cannabis pardons and scheduling directive in the months since October, including most recently at an <a href=\"https:\/\/www.marijuanamoment.net\/bidens-attorney-general-says-doj-is-still-working-on-federal-marijuana-policy-approach\/\" target=\"_blank\" rel=\"noopener\">event commemorating the end of href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-promotes-states-first-ever-marijuana-vending-machine\/\" target=\"_blank\" rel=\"noopener\">the state\u2019s first-ever marijuana vending machine<\/a>, which can package, label and dispense cannabis products to adult consumers\u2014with transactions being completed in as little as 50 seconds.<\/p>\n<p>Polis has been an active supporter of the state\u2019s marijuana industry,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-says-new-marijuana-clemency-plan-will-be-announced-within-days\/\" target=\"_blank\" rel=\"noopener\">issuing pardons for prior cannabis convictions<\/a>\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-and-top-officials-call-on-congress-to-pass-marijuana-banking-bill\/\" target=\"_blank\" rel=\"noopener\">and advocating for federal reform to allow<\/a>\u00a0licensed marijuana businesses to access basic financial services available to other traditional markets, for example.<\/p>\n<p>At the same time, he\u2019s joked about\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-tells-texas-not-to-legalize-marijuana-so-his-own-state-can-get-more-tourists\/\" target=\"_blank\" rel=\"noopener\">wanting other states like Texas to maintain prohibition<\/a>\u00a0so that Colorado can reap the tax revenue benefits of having tourists come to buy cannabis.<\/p>\n<p>The state has also taken steps to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-officials-launch-new-program-to-fund-marijuana-industry-energy-efficiency\/\" target=\"_blank\" rel=\"noopener\">promote energy efficiency in the cannabis sector<\/a>\u00a0and also\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-announces-new-cannabis-business-office-with-focus-on-social-equity\/\" target=\"_blank\" rel=\"noopener\">ensure social equity in the industry is prioritized<\/a>\u00a0as it continues to grow and diversify.<\/p>\n<p>Last year, Polis signed an executive order to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-issues-executive-order-on-marijuana-protections-for-workers-with-professional-licenses\/\" target=\"_blank\" rel=\"noopener\">provide broad professional licensing protections for workers<\/a>\u00a0who use marijuana in compliance with state law.
