Josh Shapiro (D) is making the administrative push for the reform.<\/p>\n<p>The executive budget that he <a href=\"https:\/\/www.budget.pa.gov\/Publications%20and%20Reports\/CommonwealthBudget\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">released<\/a> on Tuesday proposes to impose a 20 percent tax \u201con the wholesale price of [marijuana] products sold through the regulated framework of the production and sales system, once legalized.\u201d<\/p>\n<p>Assuming that sales begin on January 1, 2025, the budget estimates that the state would generate about $16 million in cannabis tax revenue that year, increasing to $64 million in 2026, $132.6 million in 2027 and $188 million in 2028.<\/p>\n<p>Shapiro, who previously served as Pennsylvania\u2019s attorney general, campaigned on legalization during last year\u2019s gubernatorial election and has also talked about <a href=\"https:\/\/www.marijuanamoment.net\/pennsylvanias-new-governor-pledges-to-expand-marijuana-pardons-including-by-promoting-resources-in-spanish\/\" target=\"_blank\" rel=\"noopener\">his intentions to expand on his predecessor\u2019s work<\/a> in granting clemency to those who\u2019ve been criminalized over marijuana.<\/p>\n<p>Shapiro\u2019s proposed budget legislation, while including expected revenue from legalization, does not contain any provisions to actually effectuate the policy change. That will be up to lawmakers.<\/p>\n<p>The prospects of enacting legalization increased in the Keystone State after <a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-marijuana-legalization-prospects-increase-as-democrats-claim-majority-in-house-with-incoming-pro-reform-governor\/\" target=\"_blank\" rel=\"noopener\">Democrats took control of the House<\/a> following last year\u2019s election. Republicans have maintained control of the Senate, however, but there are certain GOP members like Sens. Dan Laughlin (R) and Mike Regan (R) who\u2019ve backed reform.<\/p>\n<p>Laughlin also recently sent a letter to state law enforcement, urging officials to take steps to <a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-gop-senator-pushes-state-police-to-reconsider-gun-restrictions-for-marijuana-consumers\/\" target=\"_blank\" rel=\"noopener\">protect gun rights for cannabis consumers<\/a>, particularly medical marijuana patients, in light of a federal court\u2019s recent ruling on the issue.<\/p>\n<p>Lawmakers have been distributing cosponsorship memos on various legalization proposals over recent months, giving a sense of what might advance through the legislature this session.<\/p>\n<p>Two of the memos\u2014one from Rep. David Delloso (D) and another from Sen. Marty Flynn (D)\u2014described enacting legalization through a state-run system, <a href=\"https:\/\/www.marijuanamoment.net\/bill-to-legalize-marijuana-through-state-run-model-introduced-in-pennsylvania\/\" target=\"_blank\" rel=\"noopener\">as was proposed in a bill in 2019<\/a> and as <a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-governor-calls-for-state-run-marijuana-sales-to-boost-economy-amid-coronavirus\/\" target=\"_blank\" rel=\"noopener\">former Gov. Dan Frankel (D) and Donna Bullock (D) circulated a cosponsorship <a href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/Legis\/CSM\/showMemoPublic.cfm?chamber=H&amp;SPick=20230&amp;cosponId=39066\" target=\"_blank\" rel=\"noopener\">memo<\/a> in January about forthcoming cannabis legalization legislation that doesn\u2019t mention utilizing a state-run model.<\/p>\n<p>\u201cIt\u2019s time to regulate and tax this major crop product in service of the health and well-being of Pennsylvanians,\u201d they wrote. \u201cOur proposal will create a legal and regulatory framework structured to control and regulate the cultivation, processing, transportation, distribution, delivery and sale at retail of cannabis and cannabis products.\u201d<\/p>\n<p>Laughlin and Sen. Sharif Street (D) <a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-pennsylvania-senators-unveil-marijuana-legalization-bill-amid-whirlwind-of-reform-efforts-in-the-state\/\" target=\"_blank\" rel=\"noopener\">filed a legalization bill in 2021<\/a>,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-lawmakers-unveil-marijuana-legalization-bill-with-focus-on-social-equity\/\" target=\"_blank\" rel=\"noopener\">as did Reps. Jake Wheatley (D) and Frankel<\/a>. But neither cleared the legislature by the end of the session.<\/p>\n<p>Regan, who chairs the Senate Law and Justice Committee, hosted a series of <a href=\"https:\/\/www.marijuanamoment.net\/key-pennsylvania-senate-committee-completes-final-marijuana-legalization-hearing-to-inform-reform-legislation\/\" target=\"_blank\" rel=\"noopener\">hearings last year on the need to legalize cannabis<\/a>.<\/p>\n<p>Wolf, the former governor, came around to adult-use legalization during his tenure and eventually became a vocal advocate for the reform, alongside then-Lt. Gov.
