Kevin Verville (R) has entered the mix.<\/p>\n<p>The legislation stipulates that the \u201cpossession or use of a hallucinogenic drug by a person 21 years of age or older shall not be an offense.\u201d It would also specifically reduce penalties for LSD manufacturing and possession by people under 21.<\/p>\n<p>While the bill doesn\u2019t explicitly list the psychedelics that would be legalized for adult use, the definition of a \u201challucinogenic drug\u201d under state statute refers to any psychodysleptic substance \u201cwhich assert a confusional or disorganizing effect upon mental processes or behavior and mimic acute psychotic disturbances.\u201d<\/p>\n<p>State code lists mescaline, peyote, psilocybin and LSD as \u201cexemplary\u201d of such substances.<\/p>\n<p>The <a href=\"https:\/\/gencourt.state.nh.us\/bill_status\/legacy\/bs2016\/bill_status.aspx?lsr=238&amp;sy=2023&amp;sortoption=&amp;txtsessionyear=2023&amp;txtbillnumber=HB328\" target=\"_blank\" rel=\"noopener\">bill<\/a>, which has been referred to the House Criminal Justice and Public Safety Committee, would further amend criminal related to penalties for manufacturing, selling or possessing with intent to distribute LSD and PCP. Only those under 21 would face penalties for such activities under the proposal.<\/p>\n<p>A supplementary analysis states that there\u2019s \u201cno method to determine how many fewer charges would be brought as a result of the changes contained in this bill to determine the fiscal impact on expenditures.\u201d<\/p>\n<p>The state judicial branch \u201cassumes there would be fewer criminal cases filed in the courts,\u201d the analysis says. Gov.
