\n<\/span>Pennsylvania Gov. Tom Wolf (D)<\/span><\/a> announced before leaving office this week that he has issued 2,540 pardons\u2014with at least a quarter of those for marijuana. That\u2019s the most acts of clemency by any governor in the state\u2019s history.<\/span>
