{"id":60463,"date":"2023-01-09T12:47:42","date_gmt":"2023-01-09T20:47:42","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/01\/09\/connecticut-launches-marijuana-record-sealing-web-portal-one-day-before-adult-use-sales-launch\/"},"modified":"2023-01-09T17:45:28","modified_gmt":"2023-01-10T01:45:28","slug":"connecticut-launches-marijuana-record-sealing-web-portal-one-day-before-adult-use-sales-launch","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/01\/09\/connecticut-launches-marijuana-record-sealing-web-portal-one-day-before-adult-use-sales-launch\/","title":{"rendered":"Connecticut Launches Marijuana Record Sealing Web Portal One Day Before Adult-Use Sales Launch"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/01\/MM_Bill_Tracker_V5_blank-31.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>One day before the first adult-use marijuana shops are set to open in Connecticut, state officials launched a web portal to facilitate more cannabis record sealing after <a href=\"https:\/\/www.marijuanamoment.net\/nearly-43000-marijuana-records-automatically-cleared-in-connecticut-days-before-first-adult-use-sales-start\/\" target=\"_blank\" rel=\"noopener\">automatically processing relief for tens of thousands of people<\/a> at the beginning of the year.<\/p>\n<p>The governor, lieutenant governor and state lawmakers gathered at the Reentry Welcome Center in Hartford on Monday to tout the erasure of nearly 43,000 marijuana records this month, which was made possible as <a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-marijuana-legalization-into-law\/\" target=\"_blank\" rel=\"noopener\">part of the legalization law that was enacted<\/a> in 2021.<\/p>\n<p>Officials took the opportunity to announce the launch of the <a href=\"https:\/\/portal.ct.gov\/cleanslate\/?language=en_US\" target=\"_blank\" rel=\"noopener\">\u201cClean Slate and Cannabis Erasure\u201d<\/a> online portal. The resource allows people to check on the status of records from between January 1, 2000 and September 30, 2015 to see if they were automatically sealed, and provides information about how individuals can submit petitions for relief for additional eligible cases.<\/p>\n<p>\u201cThe petition is for particular older offenses that are not capable of being erased under electronic systems,\u201d Marc Pelka, undersecretary of the state Office of Policy and Management, said. He added that the website makes the process \u201cpretty straightforward\u201d for those whose records weren\u2019t automatically sealed.<\/p>\n<div class=\"fb-video\" data-allowfullscreen=\"true\" data-href=\"https:\/\/www.facebook.com\/MayorBronin\/videos\/1192636564962362\/\" \/>\n<p>Gov. Ned Lamont (D) said that it\u2019s been an \u201chonor trying to do everything we can to take barriers out of the way\u201d for those with prior cannabis convictions. Beyond righting the wrongs of criminalization, he said that record sealing is an essential part of strengthening Connecticut\u2019s economy by ensuring that a person\u2019s marijuana case doesn\u2019t prevent them from participating in the workforce.<\/p>\n<p>\u201cIf you believe in public safety, if you believe in hope, if you believe in criminal justice, believe in given people that second chance, erasure of this\u2014clean slate\u2014makes a difference,\u201d he said.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Under a new state law that went into effect on January 1, our administration has marked 43,754 low-level cannabis convictions as erased.<\/p>\n<p>An old conviction for possession should not hold someone back from pursuing their career, housing, professional, and educational aspirations. <a href=\"https:\/\/t.co\/sKjC0cOaFk\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/sKjC0cOaFk<\/a><\/p>\n<p>\u2014 Governor Ned Lamont (@GovNedLamont) <a href=\"https:\/\/twitter.com\/GovNedLamont\/status\/1612549119599607808?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">January 9, 2023<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>Lt. Gov. Susan Bysiewicz (D) said that \u201cthis is a day to celebrate new opportunities for people across our state\u2014and the social equity impact of this is huge.\u201d<\/p>\n<p>\u201cIt\u2019s a first step. But to have tens of thousands of people have their criminal records erased is huge, because it means that those families now have many more opportunities,\u201d she said. \u201cIt is unacceptable that people of color, Black people who comprise 10 percent of our population, have 35 percent of those erasures. This is a small step but an important step.\u201d<\/p>\n<p>It\u2019s unclear how many more people might be able to have their records cleared via petition because their records were too old to automatically process, but officials say that the first step is to check the portal to determine the status of their case. For those with eligible cases, the site allows them to download required forms, and it also guides people through the petitioning process, which must be handled in the court of jurisdiction.<\/p>\n<p>Meanwhile, the governor\u2019s office has also pointed out that people with a wider range of minor convictions on their records will be able to petition courts for record-sealing under separate reform legislation that has been enacted.<\/p>\n<p>Monday\u2019s portal announcement comes less than 24 hours before recreational marijuana sales start in Connecticut. Existing medical cannabis dispensaries that obtained hybrid licenses were notified by regulators last month that <a href=\"https:\/\/www.marijuanamoment.net\/connecticuts-first-adult-use-marijuana-sales-will-start-next-month-officials-announce\/\" target=\"_blank\" rel=\"noopener\">they\u2019d soon be able to serve the adult-use market<\/a>.<\/p>\n<p>Six of the state\u2019s existing dispensaries, with a total of nine locations, met the requirements to obtain hybrid retailer licenses. And all of the state\u2019s current medical cannabis producers will be able to supply both markets.<\/p>\n<p>Adults are able to buy up to one-fourth of an ounce of cannabis flower or its equivalent per transaction. David Michel (D) <a href=\"https:\/\/www.marijuanamoment.net\/lawmakers-are-already-pursuing-psychedelics-legislation-in-nearly-a-dozen-states-for-2023\/\" target=\"_blank\" rel=\"noopener\">introduced a separate placeholder psychedelics bill<\/a>, describing his intent to file formal legislation to legalize \u201cthe use of psilocybin for medicinal and therapeutic purposes, including, but not limited to, the provision of physical, mental or behavioral health care.\u201d<\/p>\n<p>Connecticut isn\u2019t the only state where marijuana sales are getting started in the region.<\/p>\n<p>New York\u2019s first legal\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-yorks-first-legal-recreational-marijuana-shop-will-open-at-420-today-officials-announce\/\" target=\"_blank\" rel=\"noopener\">adult-use marijuana sales got underway late last month<\/a>, with the inaugural purchase being made by the state\u2019s top cannabis regulator.
